APOLOGIES Councillors Donnelly, Holloway, McCabe, McKendrick and Stocks. PLANNING APPLICATIONS 1. There was submitted a report (docketed) dated 18 August 1999 by the Director of Planning and Environment on applications submitted for planning permission. Prior to consideration of planning application C/99/00819/FUL for the change of use of Class 1 shop to amusement centre and the installation of a new shopfront and roller shutter at 74 Main Street, Coatbridge, the Chief Committee Services Officer drew to the Committee’s attention two additional representations which had been submitted following the preparation of the report by the Director of Planning and Environment. Copies of the objections and the Director’s response were circulated to members. In addition, the Acting Divisional Manager recommended with regard to Planning Application S/99/00466/FUL that the application be granted subject to a further two conditions in relation to the retention of boundary walls and trees. Decided: (1) that the applications be dealt with in accordance with the relevant recommendations listed in an annex to this Minute and subject to the conditions contained in the report by the Director of Planning and Environment, and (2) that planning application S/99/00466/FUL for the construction of a single storey site extension, 1.5 storey rear extension to dwellinghouse and detached garage at 4-6 Charlotte Street, Shotts be granted subject to the following additional conditions:- (a) that the stone boundary wall marked in blue on the approved plans shall be retained, and 1333 PLANNING AND ENVIRONMENT – 18 August 1999 (b) that the trees marked in yellow on the approved plans shall be retained and no branches lopped or removed, without the approval in writing of the Planning Authority. PLANNING AND DEVELOPMENT DEPARTMENT - 1998/99 OUTTURN REPORT FOR FINANCIAL YEAR 1 APRIL 1998 TO 31 MARCH 1999 2. There was submitted a report dated 27 July 1999 by the Director of Finance (1) providing (a) a comparison of actual expenditure and income against the estimated expenditure and income for the Planning and Development Department for the period from 1 April 1998 to 31 March 1999, and (b) explanations on the more significant variances, and (2) recommending that the report be noted. Decided: (1) that the report be noted, and (2) that it be noted that in future reports with regard to bad debt recovery for Council/Commercial properties would be submitted to the Housing and Property Services Committee. DEPARTMENT OF PLANNING AND ENVIRONMENT - BUDGET MONITORING REPORT - PERIOD 1 APRIL TO 18 JULY 1999 3. There was submitted a report dated 6 August 1999 by the Director of Finance (1) providing (a) a comparison of actual expenditure and income against the estimated expenditure and income for the Planning and Environment Department for the period from 1 April to 18 July 1999, and (b) explanations on the more significant variances, and (2) recommending that the report be noted. Decided: that the report be noted. PLANNING APPEAL - REFUSAL OF PLANNING PERMISSION FOR THE CONSTRUCTION OF TWO DWELLINGHOUSES ON LAND TO THE NORTH EAST OF NEW STEVENSTON PRIMARY SCHOOL, CLYDESDALE STREET, NEW STEVENSTON 4. There was submitted a report dated 18 August 1999 by the Director of Planning and Environment (1) advising (a) that an appeal had been lodged by the applicant regarding the Council’s decision to refuse planning permission for the construction of two dwellinghouses on land to the north east of New Stevenston Primary School, Clydesdale Street, New Stevenston; (b) that the applicant had requested that the appeal be determined on the basis of written submissions, and (c) given the short timescale allowed for the Council’s initial response, the Director of Planning and Environment had exercised his delegated authority and agreed to this, and (2) recommending that the position be noted. Decided: that the report be noted. PLANNING APPEAL - REFUSAL OF PLANNING PERMISSION FOR THE ERECTION OF 31 DWELLINGHOUSES AT MURDOSTOUN CASTLE ESTATE, NEWMAINS 5. Under reference to paragraph 1 of the Minute of the meeting of the Planning and Development Committee held on 14 January 1998, there was submitted a report dated 18 August 1999 by the 1334 PLANNING AND ENVIRONMENT – 18 August 1999 Director of Planning and Environment (1) advising that the developer, Headway Developments had 1335 PLANNING AND ENVIRONMENT – 18 August 1999 withdrawn the planning appeal previously notified to the Council; (2) outlining the background relative thereto, and (3) recommending that the Committee note the report. Decided: that the report be noted. PLANNING APPEAL - REFUSAL OF PLANNING PERMISSION FOR THE CONSTRUCTION OF 49 HOUSES ON LAND TO THE REAR OF 1-11 WISHAW HIGH ROAD, CLELAND 6. Under reference to paragraph 5 of the Minute of the meeting of the Planning and Development Committee held on 21 January 1999, there was submitted a report (docketed) dated 18 August 1999 by the Director of Planning and Environment (1) advising the Committee of the decision on a planning appeal which was lodged with the Scottish Office in respect of a refusal of planning permission for the construction of 49 dwellinghouses on land to the rear of 1-11 Wishaw High Road, Cleland; (2) intimating that the Reporter appointed by the Secretary of State had upheld the appeal contrary to the Council’s decision and therefore planning permission had been granted subject to 17 conditions relating to the submission of revised plans, soil and ground reports, landscaping and open space details and the provision of a roundabout on Wishaw High Road, details of which were contained in an appendix to the report, and (3) recommending that the Committee note the Scottish Officer Reporter’s decision to uphold the appeal and consequently the development at Wishaw High Road, Cleland had been approved. Decided: that the decision of the Scottish Office Reporter to uphold the appeal and approve the development, subject to conditions, at Wishaw High Road, Cleland be noted. PLANNING APPEAL - REFUSAL OF PLANNING APPLICATION 98/01490/OUT FOR THE ERECTION OF A DWELLINGHOUSE (IN OUTLINE) ON LAND TO THE REAR OF 68-72 CLARK STREET, AIRDRIE 7. There was submitted a report dated 18 August 1999 by the Director of Planning and Environment (1) advising (a) that an appeal had been lodged by an applicant regarding the Council’s decision to refuse planning permission for the erection of a dwellinghouse (in outline) on land to the rear of 68-72 Clark Street, Airdrie; (b) that the applicants had requested that the appeal be determined on the basis of written submissions, and (c) given the short timescale allowed for the Council’s initial response, the Director of Planning and Environment had exercised his delegated authority and agreed to this, and (2) recommending that the report be noted. Decided: that the report be noted. PLANNING APPEAL - REFUSAL OF PLANNING PERMISSION FOR USE OF LAND FOR EQUESTRIAN LIVERY/STABLES INCLUDING ASSOCIATED DWELLINGHOUSE (IN OUTLINE) AT BELLSTANE STABLES, BLACKBOG ROAD, RIGGEND 8. There was submitted a report dated 18 August 1999 by the Director of Planning and Environment (1) advising (a) that an appeal had been lodged by the applicant regarding the Council’s decision to refuse planning permission for use of land for equestrian livery/stables including an associated dwellinghouse (in outline) at Bellstane Stables, Blackbog Road, Riggend; (b) that the applicant had requested that the appeal be determined on the basis of written submissions, and (c) given the short timescale allowed for the Council’s initial response, the Director of Planning and Environment had exercised his delegated authority and agreed to this, and (2) recommending that the report be noted. Decided: that the report be noted. 1336 PLANNING AND ENVIRONMENT – 18 August 1999 PLANNING APPEAL - REFUSAL OF PLANNING PERMISSION FOR THE ERECTION OF TWO ILLUMINATED 1X48 ADVERTISEMENT HOARDINGS ON LAND WEST OF SORTING OFFICE, 214-218 MUIR STREET, MOTHERWELL 9. Under reference to paragraph 4 of the Minute of the meeting of this Committee held on 2 June 1999, there was submitted a report dated 18 August 1999 by the Director of Planning and Environment (1) advising of the withdrawal by the applicants of the planning appeal against the Council’s decision to refuse planning permission for the erection of two illuminated 1x48 advertisement hoardings on land to the west of the Sorting Office, 214-218 Muir Street, Motherwell, and (2) recommending that the Committee note the report. Decided: that the report be noted. PLANNING APPEAL - REFUSAL OF PLANNING PERMISSION FOR THE ERECTION OF AN ILLUMINATED ADVERTISEMENT HOARDING AT WESTERN BOUNDARY OF KWIK-FIT, ALEXANDER STREET, AIRDRIE 10. There was submitted a report dated 18 August 1999 by the Director of Planning and Environment (1) advising (a) that an appeal had been lodged by the applicant against the Council’s decision to refuse planning permission for the erection of an illuminated advertisement hoarding at the western boundary of Kwik-Fit, Alexander Street, Airdrie; (b) that the applicant had requested that the appeal be determined on the basis of written submissions, and (c) given the short timescale allowed for the Council’s initial response, the Director of Planning and Environment exercised his delegated authority and agreed to this, and (2) recommending that the report be noted.
