Town of Mead BOARD OF TRUSTEES REGULAR MEETING AGENDA 441 3rd Street, Mead Monday, November 9, 2020 6:00 p.m. to 10:00 p.m. REGULAR MEETING In accordance with the Town’s Disaster Declaration dated March 21, 2020 related to the COVID-19 virus and the Town’s Emergency Electronic Participation Policy for Regular and Special Meetings, this meeting will be held virtually in Zoom. Virtual access information including the Zoom meeting link will be provided on the Town’s website and at designated posting places at least 24 hours prior to the meeting. 1. Consent Agenda: Consent Agenda items are considered to be routine and will be enacted by one motion and vote. There will be no separate discussion of Consent Agenda items unless a Board member so requests, in which case the item may be removed from the Consent Agenda and considered at the end of the Consent Agenda. Because the Consent Agenda includes Town payables (bills list/check register) and routinely includes contracts and other items involving the expenditure of Town funds, the town Clerk shall require a roll call vote on the Consent Agenda, as required by MMC Sec 2-2-190(a). Resolution No. 91-R-2020 – A Resolution of the Town of Mead, Colorado, Approving a Special Project Task Order for JVA, Incorporated to Complete Highland Lake Construction Documents (Phase 1 Only) g. Resolution No. 92-R-2020 – A Resolution of the Town of Mead, Colorado, Approving a Public Road Crossing License with Great Western Railway of Colorado, LLC 8. Staff Report: Town Manager Report 9. Public Hearing a. Ordinance No. 945 – An Ordinance of the Town of Mead, Colorado, Approving the Ziggi’s Coffee Planned Unit Development (PUD) and Zoning Map to Change the Zoning from Downtown Mixed Use (DMU) to DMU with Planned Unit Development Overlay and Amending the Official Zoning Map. 10. New Business a. Resolution No. 93-R-2020 – A Resolution of the Town of Mead, Colorado, Approving an Agreement for Professional Services By and Between the Town of Mead and Bluescope Construction, Inc. for Town Hall Safety and Security Improvements b. Ordinance No. 946 – An Ordinance of the Town of Mead, Colorado, Dissolving the Community Events Committee, Dissolving the Mead Public Arts Commission and Amending Certain Provisions of the Mead Municipal Code 11. Call to Order - Roll Call Mayor Colleen Whitlow called the Regular Meeting of the Board of Trustees to order at 5:15 p.m. Due to the Town’s Disaster Declaration of March 21, 2020 related to the COVID-19 virus, the meeting was held with virtual access provided through Zoom. Present Mayor Colleen Whitlow Mayor Pro Tem David Adams Trustee Brooke Babcock Trustee Debra Brodhead Trustee Chris Cartwright Trustee Steve Fox (virtual access) Trustee Trisha Harris Absent None Also present: Town Manager Helen Migchelbrink; Town Clerk / Treasurer Mary Strutt; Planning Director Chris Kennedy; Chief of Police Brent Newbanks; Public Information Officer Lorelei Nelson; Town Attorney Marcus McAskin. Attending via virtual access: members of the public 2. Moment of Silence Mayor Whitlow requested the observance of a moment of silence for firefighters and those affected by wildfires. 3. Executive Session – Pursuant to C.R.S. Section 24-6-402(4)(b) for legal advice on specific legal questions related to Chapter 2 of the Mead Municipal Code (Appointed Boards and Commissions) and pursuant to C.R.S. Section 24-6-402(4)(a) to discuss potential acquisition of real property by the Town Motion was made by Trustee Babcock, seconded by Mayor Pro Tem Adams, to enter into executive session pursuant to C.R.S. Section 24-6-402(4)(b) for legal advice on specific legal questions related to Chapter 2 of the Mead Municipal Code (Appointed Boards and Commissions) and pursuant to C.R.S. Section 24-6-402(4)(a) to discuss potential acquisition of real property by the Town. Motion carried 7-0, on a roll call vote. Mayor Whitlow convened the Executive Session at 5:19 p.m. The Board returned to the Regular Meeting from Executive Session at 6:36 p.m. Those present for the Executive Session were Mayor Whitlow, Mayor Pro Tem Adams, Trustees Babcock, Brodhead, Cartwright, Fox (virtually) and Harris, Town Attorney Marcus McAskin, Town Manager Helen Migchelbrink, Town Clerk/Treasurer Mary Strutt, Public Information Officer Lorelei Nelson. Also Page 3 present from 5:19 p.m. until 6:00 p.m. were Planning Director Chris Kennedy, Planner Jeremiah Fettig and Chief Brent Newbanks. RECONVENE REGULAR MEETING 4. Pledge of Allegiance to the Flag The assembly pledged allegiance to the flag. 5. Review and Approve Agenda Motion was made by Trustee Babcock, seconded by Mayor Pro Tem Adams, to approve the amended agenda. Motion carried 7-0, on a roll call vote. 6. Informational Items a. Police Department Update Police Chief Brent Newbanks discussed a grant application to partner with North Range Behavioral Health for mental health co-responder. b. Presentation of Resolutions in Support of Sales Tax Issues from Committees/Commissions Public Information Officer, Lorelei Nelson, presented resolutions in support of tax issues 2D and 2E from the Mead Urban Renewal Authority and the Planning Commission. 7. Proclamations a. Community Planning Month Motion was made by Trustee Babcock, seconded by Trustee Cartwright, to authorize Mayor Whitlow to sign the Proclamation for Community Planning Month October 2020. Motion carried 7-0, on a roll call vote. 8. Public Comment There was no public comment at this time. 9. Consent Agenda a. Approval of Minutes–Regular Meeting October 12, 2020 b. September Financials c. Check Register October 21, 2020 d. Ordinance No. 944 – An Ordinance of the Town of Mead, Colorado, Approving With Conditions The Range View Estates Amended Plat #1 Motion was made by Trustee Harris, seconded by Mayor Pro Tem Adams, to approve the Consent Agenda. Staff Report: Town Manager Report Town Manager Helen Migchelbrink discussed Agfinity demo permit, clean up days and snowstorm response. PIO Lorelei Nelson discussed presentation for Weld County Commissioner dinner and a website addition – Mead Matters. 11. Public Comment Brien Sponaugle discussed residential sales’ signage, Adams Street bridge and speeding on WCR 32. 12. Elected Officials Report a. Town Trustees The Trustees discussed website, social media, proclamations and DAR plastic bag donations. b. Mayor Whitlow Mayor Whitlow thanked the Town staff. 13. Adjournment Motion was made by Mayor Pro Tem Adams, seconded by Trustee Cartwright, to adjourn the meeting. Motion carried 7-0, on a roll call vote.
