History and Context Insert map from The Port Lands Flood Port Lands 101 Protection Project (PLFP) occupies a 290 acre context board footprint in downtown Toronto and involves the creation of a new mouth of the Don River to alleviate flooding, raising of grades, rebuilding of roads with upgraded utilities to support the redevelopment of this former industrial Brownfield. 5 Infilling of the Don River marshlands to create the Keating Channel 6 The goal was to establish an industrial port in Toronto to support economic development 7 Over time the primary industrial activities in the Port Lands transitioned from coal storage and distribution and foundries to light manufacturing and petroleum hydrocarbon refining, storage and distribution. Currently it is comprised largely of sparsely used, derelict Brownfield land. 8 The area outlined in blue represents the flooding that is modeled to occur during a “regulatory flood event”. The PLFP project eliminates this flooding, protecting existing homes and businesses and unlocking the remaining underutilized lands for development as new mixed use residential communities. The area west of the Don River was removed from the West Don Lands Flood Protection Landform floodplain by the construction of the West Don Lands Flood Protection Landform in 2010-2013. PLFP is undertaking the river valley construction, Don Greenway, River Park North, River Park South, Promontory Park South, road reconstruction and bridge construction. Villiers Park and Promontory Park North will be completed at a later stage. 7 Project Vision - Roads On average grades need to be raised 2m above current conditions, additionally the existing services and utilities have insufficient capacity to support redevelopment. As such, the roads will be rebuilt with new services and utilities and wider Rights of Way with greatly augmented public realm. 8 Project Vision - Bridges Because the new river valley will create an island the new roads are incorporating bridges. All design and construction work is supporting two bridges at each location, one for vehicular traffic and one for dedicated light rail transit. Only the transit bridge at Cherry North will be constructed at this stage of the project, the other two transit bridges will be constructed when population density warrants higher level transit solutions. 9 Project Vision – Parks & Wetland Habitat The floodplain will consist of highly productive ecological habitat and will include the open river channel, levees, marshes and wetlands. The upland areas will consist of parkland that includes both habitat and people centered play areas. 10 Sediment Management Area – Current Condition TNPI Meter Station A sediment management and debris management area is necessary to support the conveyance of flood waters. This area of the lower Don River, immediately north of Lakeshore Boulevard, will be widened to roughly double its current width to allow suspended sediment in the river water to drop out of the water column and be periodically dredged and removed off site. Additionally, any debris that floats down the river will be collected by booms are removed at this location. The Gardiner Expressway is being realigned as part of another project concurrently with PLFP. Sediment and Debris Management Area Coordination with Future Gardiner Realignment 16 Environmental Condition of the Port Lands • Historical infilling • Crude Oil/Petroleum Refining and Storage • Explosives and Ammunition Manufacturing • Metal Treatment and Fabrication • Concrete and Cement Manufacturing 11 Earthworks and Excavation • River valley construction needs to support excavation sidewalls, allow for sustained dewatering of the excavation during excavation, placement of river finishes and establishment of plantings and allow for the installation of barriers preventing the migration of contaminants back into the river once complete, secant pile and slurry walls are being employed. Cut Off Walls, Vertical and Horizontal Barriers Cut off walls on the river valley perimeter are necessary for three reasons: 1. Structural support of the excavation sidewalls; 2. Hydraulic control of groundwater to maintain a dry working environment; and 3. Long term barrier against the influx of contaminated groundwater into the river valley and wetlands. Horizontal barriers are also necessary to ensure contaminated groundwater does not migrate into the river valley from below. 16 Don Roadway Flood Protection Landform A Flood Protection Landform will be constructed under the Don Roadway to stop flood waters from overtopping the bank of the newly created river and flooding the lands east of the project area.
