Motion to Adjourn Title VI Voluntary Public Involvement Survey The City of Madison is conducting a voluntary survey to gather information about the populations affected by proposed projects. COMMON COUNCIL June 8, 2021 The Common Council of the City of Madison, Indiana, met in regular session at 5:30 P.M. at City Hall, 101 W. Main Street. Mayor Courtney opened the meeting with the Lord's Prayer followed by the Pledge of Allegiance to the Flag. Present: Creech, L. Dattilo, Rampy, Chatham, Bartlett and D. Dattilo. Thevenow had an excused absence {6-1). MINUTES: Bartlett made a motion to approve the May 18, 2021 minutes, seconded by Rampy. All in favor, motion carried {6-0). JON MENKE AWARD FOR MILITARY SERVICE: Mayor Courtney read a proclamation honoring 98 year old Battle of the Bulge participant as well as POW, Donald King, as the 2021 recipient of the Jon Menke Award for Military Service. State Representative Randy Frye and State Senator Chris Garten were present as well as other dignitaries. This was the 9th annual event honoring our fallen son. CITY RECOGNITION AWARD: Michael Malone, Ricky Erwin and Jesse Hutchinson were honored by the Mayor and Chief Wallace for their alertness in rescuing a female child who had wandered from her home at around 10:00 PM at night. The trio intercepted her and took her to authorities and safety. Chief Wallace and Mayor Courtney then swore in new police officers Curtis J. Shelpman and Kyle W. Potter. RESOLUTIONS OR BILLS: RESOLUTION NO. 2021-39 COUNCIL RESOLUTION AUTHORIZING THE SALE OF PROPERTY TO THE STATE OF IN DIANA Deputy Mayor McGee explained this Resolution was for the sale of land at 201 Ferry St. to the State of Indiana in the amount of $6,725.00. D. Dattilo made a motion to approve Resolution NO. 2021-39, seconded by Rampy. All in favor, motion carried {6-0). REPORTS OF STANDING COMMITTEES: Bartlett reported that the Traffic Committee met on May 25. During that meeting the committee discussed visibility problems at 421 and 4th St. More curb space and yellow lines are needed and a petition to the state for a stop light may be utilized. Also discussed were congestion problems in the area of ist St., 2nd St. and Cragmont and how to correct that problem. The committee is asking the state to erect a sign prohibiting turning on to Fillmore from the bridge. REPORTS OF CITY OFFICIALS: Hannah Fagen reported that Music in the Park will be this Saturday. Full sponsorship for Movies in the Park has been achieved. The parade will be on Friday, July 2nd and the fireworks on Saturday, July 3rd. Sponsorships are still being sought. The first monthly city newsletter will come out in July. Tony Sorrells reported that the street department has plans for curb work, weather permitting. The rainy weather recently has been a detriment to mowing and there is much catching up to do. The rest of the flowers are scheduled to be put out on Main St. Deputy Mayor McGee reported that the original plan to rejuvenate Main St. has been modified to include some 200 areas that need patchwork. Kenny Washer has completed the road ratings for paving. A meeting was held this morning with officials from INDOT to discuss improvements with the bridge and the approach and some drainage issues. Mayor Courtney urged the council and the public to make themselves aware of the new lane changes on East Main St. BILLS ON THIRD READING: ORDINANCE NO. 2021-6 (THEVENOW) AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF MADISON, INDIANA AMENDING CERTAIN SECTIONS OF THE PARKS AND RECREATION ORDINANCE Roll call vote: Bartlett - Y, D. Dattilo - Y, Rampy - Y, Creech - Y, L. Dattilo - Y, Chatham - Y. Ordinance No. 2021-6 is passed (6-0). BILLS ON SECOND READING: ORDINANCE NO. 2021-7 (CHATHAM) AN ORDINANCE AMENDING THE CITY OF MADISON MUNICIPAL CODE, TITLE 3 ADMINISTRATION, CHAPTER 35-CITY ADMINISTRATIVE AND FINANCE PROCEDURES; CITY FUNDS BY ADDING THE ARP CORONAVIRUS LOCAL FISCAL RECOVERY FUND Deputy Mayor McGee explained that the creation of the fund is a requirement to receive the monies. The City of Madison expects to receive up to $2.47 million dollars in two installments. One for this year and one for next. Chatham made a motion to suspend the rules and move to the third reading, seconded by Bartlett. All in favor, motion carried (6-0). BILLS ON THIRD READING: ORDINANCE NO. 2021-7 (CHATHAM) AN ORDINANCE AMENDING THE CITY OF MADISON MUNICIPAL CODE, TITLE 3 ADMINISTRATION, CHAPTER 35-CITY ADMINISTRATIVE AND FINANCE PROCEDURES; CITY FUNDS BY ADDING THE ARP CORONAVIRUS LOCAL FISCAL RECOVERY FUND Roll call vote: Chatham - Y, L. Dattilo - Y, Rampy - Y, Creech - Y, D. Dattilo - Y, Rampy - Y. Ordinance No. 2021-7 is passed (6-0). Grant Specialist Alyssa Foltz came before the council to make public the city's application through the Land and Water Conservation Fund in Indiana for a $500,000.00 grant with a $500,000.00 match from the city for improvements to the Rucker Sports Complex. These include synthetic turf to the 6 infields, bathroom upgrades, concession upgrades, drainage, sewage, and electrical work. Parking lot improvements and now lighting are also in the plan. PUBLIC COMMENTS: Nancy Underwood came before the council to express concern about ongoing drainage problems on Crozier Avenue. Mayor Courtney said a comprehensive plan is needed as, to this point, there are no easy solutions. There are not enough storm drains on the hilltop dur to developer design from many years ago. Lisa Ferguson came before the council to explain her ongoing efforts to get the American Flag on all poles downtown to make Madison "Flag City". Ferguson is petitioning Duke Energy to allow for larger flags on utility poles. Jill Koren came before the council with Julie Patterson to push for anti-racism in the city and hoping the city would come up with a plan for racial equity. MAYOR'S COMMENTS: Mayor Courtney announced that the Governor had 3 new executive orders rescinding some prior orders as things continue to improve. The public health emergency will continue until July ist. The last day for the Covid testing site at the Senior Center is June 23rd• The city will work hard to get the center functional again. The city continues to work diligently on the ARC and READI programs to get as much from the dollars as we can. The plan is for at least a 50% investment from the private sector from as much as $50 million dollars for our southern Indiana region. Chad Ison was hired as the new Park Program Director. The new Golf Pro, Roger Gallatin, begins on June 20th. All the festivals are back up and running. The city is working on funding from the SRF for drinking water upgrades.
