The plant is rated at an average flow of 1,700 m3/day and a peak flow of 3,600 m3 /day. The system consists of: Raw sewage pumping station with five submersible pumps and one standby diesel generator Force mains to treatment plant and lagoons Extended aeration plant with automatically raked bar screen, grit chamber, aeration basins, secondary clarifiers, return activated sludge system, chemical storage and feeding systems, aerobic digesters, sludge storage system, effluent filtration, ultra violet disinfection system and post aeration system Outfall sewer to Henan Drain Standby power diesel generator Various related buildings for above processes Two cell lagoon system for storing excessive flows Lucan Wastewater System Operations Report 2017 Page 2 March 19, 2018 Page 3 of 11 COMPLIANCE AND EXCEEDANCES SUMMARY: FIRST QUARTER There were no compliance or exceedance issues identified in the first quarter. SECOND QUARTER There were no compliance or exceedance issues identified in the second quarter. THIRD QUARTER There were no compliance or exceedance issues identified in the third quarter. FOURTH QUARTER There were no compliance or exceedance issues identified in the fourth quarter. THIRD PARTY INSPECTIONS: FIRST QUARTER January 18 – Konecranes was on site to perform annual inspection on all lifting devices. March 21 – Greg Pierce was onsite at all locations to perform the annual calibration of the milltronics and flow meters. March 22 – GenCare was onsite at the WPCP and Chestnut wet well to perform the semi- annual inspection/maintenance on the generators. SECOND QUARTER April 19 – Mobile Fire & Safety was onsite to complete the annual inspection of all fire extinguishers. May 18 – Mornington Communication onsite to perform annual inspection and testing of the fire alarm system. THIRD QUARTER September 19 – GenCare was onsite to complete semi-annual inspection/maintenance on all gen set units. FOURTH QUARTER December 13 – CT Environmental onsite at Chestnut Street and Joseph Street wet wells to perform the semi-annual wet well washing and inspections. OCCUPATIONAL HEALTH & SAFETY: FIRST QUARTER There were no occupational health and safety issues identified in the first quarter. THIRD QUARTER There were no occupational health and safety issues identified in the third quarter. FOURTH QUARTER There were no occupational health and safety issues identified in the fourth quarter. GENERAL MAINTENANCE AND PLANT ACTIVITIES: General maintenance includes monthly generator tests, greasing equipment and preventative maintenance. FIRST QUARTER January 5 & 9 – OCWA electrician was onsite to perform work on the louver system in the generator room. Louvers are now controlled by a thermostat. January 11 – Gen Care was on site at the Chestnut Street wet well due to transfer switch malfunctioning during the monthly genset test. Two relay switches were changed. January 24 – OCWA operators changed out 8 UV bulbs in the UV system. January 25 – OCWA electrician replaced a faulty fuse in the UV bank. Operators noticed it was malfunctioning on January 24. January – The plant design average daily flow rate 1700 m³ was exceeded on January 12th, daily flow was 2885 m³ this is not an exceedance. Rated Capacity Compliance is based on an annual average therefore this is not a reportable event. February 6 to 9 – OCWA electrician was onsite at Chestnut wet well to install a new controller and repair generators louver system. February 10 – OCWA operator noticed a ‘low UV alarm’ on the SCADA system which resulted in a burnt out fuse in UV bank #3. Operators replaced fuse and alarm corrected itself. February – The plant design average daily flow rate of 1700 m³ was exceeded 2 days this month; on February 8th plant daily flow was 1,869 m³ and on February 25th plant daily flow was 1,832 m³ due to snow melt and rainfall. Rated Capacity Compliance is based on an annual average therefore this is not a reportable event. March 10 – Operators changed 5 UV bulbs. March 23 – OCWA Health & Safety representative was onsite to perform an in house health & safety inspection. Lucan Wastewater System Operations Report 2017 Page 4 March 19, 2018 Page 5 of 11 March – The plant design average daily flow rate of 1700 m³ was exceeded 2 days this month on March 1st daily plant flow was 3,028 m³ and on March 2nd daily plant flow was 2,072m³. Rated Capacity Compliance is based on an annual average therefore this is not a reportable event. SECOND QUARTER April – The plant design average daily flow rate of 1700 m³ was exceeded 6 days this month on April 6th 2,091m³, April 7th 2,166m³, April 8th 1,716m³, April 20th 1,841m³, April 21st 2,724m³ and April 22nd 1,780m³. Rated Capacity Compliance is based on an annual average therefore this is not a reportable event. May – The plant design average daily flow rate of 1700 m³ was exceeded 4 days this month on May 1st 2,091m³, May 5th 3,009m³, May 6th 2,756m³ and May 7th 1,776m³. Rated Capacity Compliance is based on an annual average therefore this is not a reportable event. May 3 – Hodgins Sanitation was onsite to haul 400 m³ from the digesters to the lagoon. May 25 – CT Environmental onsite at Joseph Street wet well and Chestnut Street wet well to perform annual cleaning and inspection of the wet wells. At this time OCWA operators tested the float and alarm systems. May 29 – While performing daily rounds, the Operator noticed the motor sludge chain to clarifier #2 was in fault. Operator tried to reset alarm but was unable to do so. May 30 – Operators removed motor from the sludge chain to clarifier #2 and sent for rebuild. The spare motor onsite didn’t have the correct mounting bracket and cannot be used. While onsite, annual service to the gear boxes on both clarifier #1 and #2 were completed. June 15 – OCWA Electrician was onsite to repair receptacle on the UV system.
