Appendix 9 Major Projects update 1.1 Regeneration of the Vauxhall and Nine Elms areas. A public inquiry into the Northern Line Extension is now underway. If the scheme is approved, construction could commence in 2015 with the Council contributing £7.3m to the cost. London Underground has already started work on a £37million refurbishment of Vauxhall underground station. 1.2 The Council is working closely with TfL to pursue its aspiration of restoring a two way road network in place of the Gyratory at Vauxhall and a stakeholder group has been established to oversee the process. Two viable options are being modelled and consultation and engagement is intended to start in early 2014. 1.3 Construction is underway on the Tinworth Mews site, and the demolition is beginning of Eastbury and Hampton House. Full planning permission has now been issued for the Sainsbury site. The BT owned Keybridge House is to be submitted to planning Committee in January. Construction is progressing on the Damien Hirst gallery at the north of the Vauxhall Area, heralding the ‘Gallery Quarter’. 1.4 Regeneration of Waterloo. A number of significant applications are currently being assessed including South Bank Festival Wing, Hercules House Park Plaza and 600 student Oasis Academy. The new Shell headquarters building is currently undergoing a Public Enquiry and a decision is expected in March 2014. Elizabeth House was subject to a High Court decision and it is now anticipated a full Public Enquiry will begin in March 2014. While this situation is a setback, optimism remains and these and other proposals are critical to the regeneration of the area. The Garden Bridge proposal is currently in pre-application consultation and an application is anticipated in Spring 2014. 1.5 Other projects underway include the IMAX roundabout which is in first phase modelling and options assessment; the £280m Waterloo Station Master Plan has been commissioned, outcomes are expected in March 2014; a partnership approach to Archbishop’s Park Capital Works has been developed in conjunction with urbanest who are constructing a 1,600 student led scheme on Westminster Bridge Road. 1.6 The final Waterloo Steering Committee Delivery Plan is due on 5 December and in conjunction with Council’s CIL infrastructure plan will guide priorities aimed at meeting Council outcomes and the Waterloo SPD vision in the coming years. 1.7 Central Brixton. The Brixton SPD was adopted by the Council in June 2013. This sets out a framework for regeneration across the town centre. The Council is taking forward three major regeneration schemes. 1.8 At November 2013 Cabinet, Muse Developments were selected as the preferred development partner for the Your New Town Hall project. Further detail on this project is provided separately below. 1.9 The procurement of a development manager for the Somerleyton Road project also started in November 2013. This is a housing-led mixed-use scheme which includes the proposed relocation of the Oval House Theatre. 1.10 The Council has now embarked on a jointly funded masterplan with Network Rail for the Brixton Central area, including the former Pope's Road car park site. Co- 1 production of the masterplan will begin in early 2014. An overarching public realm strategy is being developed. Skills, employment and enterprise support is also being worked up in parallel with development proposals. 1.11 Your New Town Hall. From 2015/16 Your New Town Hall will deliver up to 275 new homes, up to 800 new jobs and up to 14,000 sqm of new, fit for purpose customer facilities and offices. This will be achieved through the reduction of Lambeth’s existing office infrastructure from 14 to just 2 main sites and in doing so will save at least £4.5million per year. The project is projected to be self-financing through the development of surplus office sites which means it will not cost Lambeth taxpayers anything. 1.12 The project is not simply a redevelopment of the town hall but is the development of a 2.5 acre site in the heart of Brixton. It will see the opening–up of the town hall for the whole community and local businesses to access and share through a wide variety of different community spaces. 1.13 The Your New Town Hall project team is continuing to make the earliest possible revenue savings through the ongoing rationalisation of office space throughout 2014/15, following on from the successful move out of Town Hall Parade in February/March 2013 and the release of Hopton House at 31 Dec 2013. 1.14 Black Cultural Archives. The Black Cultural Archives project remains on target for completion in March 2014. This project will see the investment of £5.6m funding from a variety of partners (including the Heritage Lottery Fund, the GLA and Biffa) in Raleigh Hall, Brixton to provide a state of the art facility that will house their collection of archives. The Council is itself contributing £500k to the capital costs of the project. The development will also include an exhibition space, a reading room and interactive learning areas which will allow 40,000 visitors each year to access this important national heritage resource. 1.15 West Norwood Health and Leisure centre. This PFI scheme is in the final 9 weeks of a 2 year construction programme and is due to open to the public by the end of March 2014. It will provide much needed health and leisure services together with an improved quality of open space. It will enable an integrated approach to health and well-being in an area recognized as being deprived and aims to tackle inequalities and encourage healthier behaviour whilst building a stronger community. 1.16 The building will consist of a customer service centre, community meeting venues, dance studio, gym and swimming pool. It will also provide NHS GP and other health and well-being services including provisional free dental care from Kings College Hospital. 1.17 Streatham Leisure and Ice. The new leisure centre opened on 18th November 2013 following the substantial investment of £19.96m by the Council over the last 5 years. This fantastic new facility has a state of the art skating rink and a superb new gym and suite of fitness rooms. This development was achieved in partnership with Tesco. 1.18 Myatt’s Field North estate regeneration. This PFI scheme is part-way through a 5 year construction and refurbishment programme. The result of a close partnership 2 between the council, local residents and Regenter, the project will deliver 808 new homes and refurbish 172 more, along with new streets, play areas and a community centre. Following construction and refurbishment, Regenter will manage all the council houses and community spaces for 20 years. 1.19 Regenter aims to employ local residents for 50% of the jobs on the project. They are offering training opportunities with positions as management trainees, apprenticeships and mentoring placements with consortium partners. 3 .
