....................................................................................... 46 DANNHAUSER SUBSIDISED HOUSING DEVELOPMENT: PRELIMINARY ENVIRONMENTAL ASSESSMENT 1 1 INTRODUCTION 1.1 PROJECT BACKGROUND The Dannhauser Local Municipality has, through its IDP process, and extensive consultation with respective beneficiary communities residing within the Dannhauser Local Municipality (DLM), identified the need to provide subsidised housing throughout its entire area of jurisdiction. This process was initiated as a means to address the municipality’s predominantly traditional/informal housing profile, and in doing so improve the living conditions and quality of life of its communities. The purpose of this document is to provide a preliminary environmental assessment for the development of the Dannhauser Subsidised Housing Development located to the west of the town Dannhauser. The development area is made-up out of a farm portion situated within Ward 2 of the Dannhauser Local Municipality. The proposed Dannhauser Subsidised Housing Project is aimed at providing suitable housing to beneficiaries residing in Ward 2 of the Dannhauser Local Municipality and will entail the construction of approximately 1000 new top structures. The project shall be titled and referred to as the “Dannhauser Housing Project/ Project Area” for the purpose of easy reference in report writing. This preliminary environmental assessment will only provide an initial baseline environmental report that briefly describes potential environmental impacts of the proposed development and some preliminary recommended mitigation measures. This initial screening report will also provide an assessment of the viability of the proposed development for the developer in terms of environmental criteria. This document thus does not constitute an environmental scoping report as per the EIA Regulations, but is an initial environmental study for the purposes outlined above.
