REPORT FOR ACTION Construction Staging Area – 200 Woodbine Avenue Date: March 8, 2017 To: Toronto and East York Community Council From: Acting Director, Transportation Services, Toronto and East York District Wards: Ward 32, Beaches-East York SUMMARY This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. Transportation Services is requesting approval to close the east portion of Inukshuk Lane at Woodbine Avenue for a period of 6 months. LCL Builds is constructing a 6-storey condominium building at 200 Woodbine Avenue. The site is located in the northwest corner of Woodbine Avenue and Queen Street East. To enable construction, the applicant required the aforementioned closure. RECOMMENDATIONS The Acting Director, Transportation Services, Toronto and East York District recommends that: 1. Toronto and East York Community Council approve the closure of the east portion of Inukshuk Lane, between Woodbine Avenue and a point 25 metres west, from April 10, 2017 to September 30, 2017. 2. Toronto and East York Community Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 3. Toronto and East York Community Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. Toronto and East York Community Council direct that the east portion of Inukshuk Lane be returned to its pre-construction traffic regulations when the project is completed. FINANCIAL IMPACT There is no financial impact on the City. LCL Builds is responsible for all costs, including payment of fees to the City for the occupancy of the right-of-way. Based on the area enclosed and projected term of the closure, these fees will be approximately $28,924.00. DECISION HISTORY The Ontario Municipal Board, pursuant to its Order issued March 5, 2014, in relation to Board Case No. PL130233, authorized an amendment to Zoning By-law No. 438-86, for the lands municipally known as 1880, 1882 Queen Street East and 196, 200 Woodbine Avenue. COMMENTS A 6-storey residential condominium building will be constructed at 200 Woodbine Avenue by LCL Builds. The site is bounded by Inukshuk Lane to the north, Woodbine Avenue to the east, Queen Street East to the south and residential / commercial properties to the west. The development will consist of 32 units along with a 2-level underground parking garage. Vehicular access to the development will be provided from Woodbine Avenue and Queen Street East. Based on the information provided by the applicant, the excavation depth for the entire site is 6 metres and extends to the lot lines on all four sides of the property. Subject to approval, Inukshuk Lane will be closed between Woodbine Avenue and a point 25 metres west to accommodate construction staging operations for the development. Due to this closure, vehicular access and egress from Woodbine Avenue to Inukshuk Lane will be restricted. However, adjacent properties have access and egress from Rainsford Road to Inukshuk Lane. The proposed construction staging area will not have any significant impacts on traffic operations as there are no lane closures on Queen Street East / Woodbine Avenue. Transportation Services is satisfied that LCL Builds has looked at all options to alleviate congestion at this location by using Inukshuk Lane as their staging area.
