January 14, 2020: minutes and reference materials Report 2020 Background The Arizona Outdoor Recreation Coordinating Commission (AORCC) was established by the Legislature in 1965, in response to enactment of the federal Land and Water Conservation Act (Laws 1965, Chapter 68). It was originally responsible for planning, coordinating and administering the state’s outdoor recreation program. In 1984, AORCC was combined with the Arizona State Parks to serve in an advisory capacity to the State Parks Board (Laws 1984, Chapter 182). AORCC recommends distribution of federal and state monies for recreational projects and serves an advisory role to State Parks. AORCC consists of seven members who have expertise in parks and outdoor recreation. Five members are appointed by the Governor to terms of 3 years; the directors of the Arizona Game and Fish Department and the Arizona State Parks Board serve as ex-officio members (A.R.S. § 41-511.25). AORCC is set to terminate on July 1, 2020 unless legislation is enacted for its continuation (A.R.S. § 41-3020.18). Summary of Committee Activity The Natural Resources, Energy & Water Committee of Reference met on January 14, 2020 to evaluate AORCC's response to the sunset factors and receive public testimony. Committee Recommendation The Natural Resources, Energy & Water Committee of Reference recommended that AORCC be continued for 3 years until July 1, 2023.
