357 MARKET BOSWORTH PARISH COUNCIL MEETING Minutes of the Parish Council Meeting held on 1 December 2020 at 10.00 a.m. via Zoom streaming service. Present Cllr John Wasteney (Chairman), Cllrs K Coleman, Grizelda Hargreaves, Phil Hayes, Kevin Hughes, Frank Kay, John Manley and Nigel Palmer. In attendance Catherine Monkman (Parish Clerk); County Councillor Ivan Ould; Borough Councillor Maureen Cook. 1 APOLOGIES None. 2 TO APPROVE THE MINUTES OF THE MEETING HELD ON TUESDAY 3 NOVEMBER 2020 Resolved: that the Minutes be approved. The Minutes to be signed digitally by the Chairman. 3 DECLARATIONS OF INTEREST (INCLUDING DISCLOSABLE PECUNIARY INTERESTS) AND REQUESTS FOR DISPENSATION IN RESPECT OF ITEMS ON THE AGENDA None. 4 TO RECEIVE REPORTS, QUESTIONS AND COMMENTS AS FOLLOWS 4a County Councillor Cllr I Ould’s report had been distributed by email and was taken as read. Cllr I Ould reported the following: he would support Market Bosworth Parish Council’s comments in respect of Hinckley & Bosworth Borough Council’s (HBBC’s) consultation on its ‘Land South of Station Road, Market Bosworth Masterplan Supplementary Planning Document’; he is aware residents of Cedar Drive wish for ‘residents only’ parking to be introduced in Cedar Drive but Highways had advised the residents that they would be required to meet the cost of around £7,000.00 themselves; some residents of Heath Road had apparently raised concerns relating to street lighting in and around Heath Road. 4b Borough Councillor Cllr M Cook’s report had been distributed by email and was taken as read. Cllr M Cook reported the following: development of the Sedgemere site had stalled because HBBC would not permit removal of 50/60 self-seeded, weak saplings located in the middle of the site, despite the site proposal including the planting of an additional 300 healthy trees; the enforcement team are to follow up concerns raised about building development which appears to be have taken place in Far Coton without planning permission. 4c Parish Councillors – information exchange 4c(i) Beckett Avenue conifer The Clerk to report to Highways a large conifer blocking the pavement outside 6 Beckett Avenue. 4c(ii) Speed Indicator Device (SID) The SID had been placed on Barton Road between 26.9.20 – 6.11.20. An average of 715 cars per day had entered Market Bosworth on this route; 52% were speeding; the average speed was 36.2mph; the fastest was 1 x vehicle recorded doing 60mph on 17.10.20 at 19:20hrs. 4c(iii) Park Street Drivers had been observed going the wrong way up Park Street, ignoring that it is a one-way street. Item to be posted on the Enjoy! Market Bosworth website to alert visitors to the fact that a one-way system operates on Park Street and Rectory Lane. 4c(iv) Utility covers Cllr G Hargreaves to report to Highways 2 x deteriorating utility covers in the verge next to the entrance to the Country Park. Market Bosworth Parish Council Meeting, 1 December 2020 358 4d Parish Clerk – situation report 4d(i) Online banking and amendments to bank mandate In hand but to date HSBC had been unable to process the request to set up online banking. 4d(ii) Market Place setts Councillors to inspect the Market Place setts with a view to discussion at the January 2021 Parish Council Meeting. 4e Market Place Redevelopment Project The Parish Council’s legal agreement with HBBC for funding in relation to surveys and strategies being carried out by Highways expires at the end of December 2020, by which time works should have been completed. Due to Covid-19, no surveys had been carried out. Cllr J Wasteney had chased Highways for an update as to when the surveys might take place and had updated HBBC on the situation. It was hoped that HBBC would facilitate an extension to the timescale during which the grant could be claimed. 5 PUBLIC PARTICIPATION None. 6 PLANNING MATTERS 6a Planning applications determined or withdrawn 20/01072/TPO 135 The Park, raise canopy of T1 Sycamore to 6 metres (approx.). Withdrawn. 20/01046/FUL Paddock House, 31 Cedar Drive, replacement dwelling and associated garaging with terrace above. Withdrawn. 20/00809/HOU 7 Springfield Avenue, 2 storey side extension, single storey front and rear extension, internal alterations. Permitted. 20/00795/LBC 10 Market Place, canopy roof to rear and x 2 roof lights. Permitted. 20/01040/TCA Glebe Farm House, 13 Station Road, crown reduction to beech. ‘Declined to make’ i.e. TPO not imposed and works can proceed. 20/01041/TCA Market Bosworth Day Nursery, 7 Barton Road, felling of two fir trees. ‘Declined to make’ i.e. TPO not imposed and works can proceed. 20/01004/TCA 29 Warwick Lane, reduce x 1 (T1) Conifer tree in height by 0.5m (approx.) and trim crown, reduce x 1 (T2) Conifer tree in height by 0.6m (approx.) and trim crown, reduce x 1 (T3) Cherry tree in height by 1m (approx.) and raise crown by approx. 0.5m and fell x 1 (T4) Apple tree and replace with similar variety. ‘Declined to make’ i.e. TPO not imposed and works can proceed. 6b Planning application comments submitted under delegated powers The following comments had been submitted by the Clerk under delegated powers after consultation with Members and the Chairman (Minutes item 14c p283 refers): 20/01014/HOU Old Bakery Cottage, 2 Rectory Lane, single storey extension to south side. Comments submitted on lack of drawings provided to enable ability to contrast with any accuracy the situation now and that proposed, and to stress that materials and finishes should match existing structure to minimise alteration to the street scene. 20/00345/OUT Land south of Market Bosworth Cemetery, Shenton Lane, residential development for up to 90 dwellings with public open space, landscaping, sustainable drainage system (SuDS and access (Outline – access only). Objections submitted to say the proposed changes to road layout would not mitigate against traffic and pedestrian issues previously highlighted and would conflict with the Neighbourhood Plan. 20/01125/HOU 21 Shenton Lane, timber cladding and fenestration alterations. No objections. 6c New planning applications to comment on 20/01174/HOU 141 The Park, two storey front and side extension. Concerns raised as to the purpose of the increase in storage and lack of mention of any landscaping to provide for car parking; HBBC should ensure the storage is for domestic use only to avoid commercial use creeping in to this residential area. 20/01207/HOU 129 the Park, proposed extensions and alterations. No objections. Market Bosworth Parish Council Meeting, 1 December 2020 359 20/01187/CONDIT Ambion Court, Southfield Way, Variation of condition 2 (approved plans) of planning permission 19/00625/DEEM to allow alterations to the elevations and external finishes, and vary conditions 3,5,9,10,12,14,15,16,18 and 20 to reflect a two phased development. More information to be obtained by Cllr M Cook in respect of the proposed phasing of the development, prior to comments being compiled and submitted. 6d To consider correspondence received from Hinckley & Bosworth Borough Council relating to the Parish Council’s second complaint letter in respect of planning application 20/00588/FUL The Barn, Sutton Lane Resolved: to refer the Parish Council’s complaint to the Local Government & Social Care Ombudsman and ask Dr Luke Evans, MP if he may support the Parish Council. 6e To consider next steps in respect of responding to Hinckley & Bosworth Borough Council’s consultation on the Land South of Station Road, Market Bosworth Masterplan Supplementary Planning Document Resolved: The Parish Council supports the Masterplan Supplementary Planning Document which addresses the main issues of site access, separation of the industrial from the residential, and traffic speeding, whilst leaving scope for the finer detail relating to road, cycle and pedestrian routes to be finalised at a later date. Resolved: Cllr J Wasteney and the Clerk to prepare a consultation response accordingly, and to write to Carlton Parish Council to bring its Members up to date with Market Bosworth Parish Council’s viewpoint. It was noted that the Parish Council had also been invited to consult on HBBC’s Sustainability Appraisal Consultation, information about which had been received after the agenda for the Parish Council Meeting had been issued. It was agreed the Parish Council and Neighbourhood Plan group should respond to make sure the Neighbourhood Plan aligns with HBBC’s policies on sustainable growth. 7 NEIGHBOURHOOD PLAN 7a Monthly update Cllr F Kay reported on the meeting held on 19.11.20. The key discussion had related to how best to protect the current Neighbourhood Plan whilst also developing a new Neighbourhood Plan. The group had recommended to the Parish Council a two-stage exercise: Stage one: submit the AECOM produced Housing Needs Assessment (HNA) to HBBC to stand alongside the current plan and be referenced when reaching planning decisions. This would update the Plan, but not change the ‘made date’ of the Plan. Stage two: appoint a consultant to screen the current plan’s policies against the 2019 NPPF and issue a report to be submitted to HBBC to stand alongside the current plan. After much discussion, the Neighbourhood Plan group did not recommend adoption of a Stage three phase to undertake screening of the whole Plan against the 2019 NPPF and carry out Regulation 14 and 16 consultations to afford maximum protection to the current Plan because it would be too time consuming, require a lot of work at the same time as heavy involvement will be required in the new Plan, and too many consultations could cause local confusion.
