The new route will enable 10,000 new homes and some 10 hectares of employment land included in the adopted West Northamptonshire Joint Core Strategy to be built, and is also expected to create capacity for future development beyond that already planned in the Joint Core Strategy. By completing a new ring road to the north of Northampton, the new road will ease congestion by reducing the amount of traffic passing through northern parts of Northampton and the surrounding villages of Boughton, Moulton and Pitsford. The road will also create a new route for traffic heading to the Moulton Park industrial estate. 2 PURPOSE OF THE CONSULTATION 2.1.1 Early stage consultation was carried in spring 2016. The purpose was to engage with those who have an interest in why this highway capacity improvement is required and how this could be achieved. 2.1.2 To aide the consultation, four potential route options were identified for presentation to key stakeholders and at a two public exhibitions. Basic level background data was also developed to identify known constraints and predict the future design year traffic for the route options and ‘do nothing’ scenarios. 2.1.3 It was hoped to gain both the views of stakeholders and more knowledge of important local constraints. Northampton Northern Orbital Route WSP | Parsons Brinckerhoff Northamptonshire County Council Project No 70014040 June 2016 5 3 METHODOLOGY 3.1.1 The consultation materials were circulated to key stakeholders by letter and released to the public and press using the Councils website http://www3.northamptonshire.gov.uk/councilservices/northamptonshire-highways/major- highway-projects/Pages/northampton-northern-orbital-route.aspx 3.1.2 Two consultation events were widely publicised and held in February 2016 to enable those with an interest to talk face to face with the project team. 3.1.3 Attendees at the events were encouraged to leave comments on the scheme plans and complete a bespoke questionnaire, either on-line or by submitting a paper copy. 3.1.4 Following the exhibition, the boards were moved to public access buildings to give the opportunity for others to see the boards. 3.1.5 An on-line survey questionnaire hosted by SurveyMonkey was used to collate questionnaire responses. Consultees accessed the questionnaire from the councils website or from the web address given at the consultation events. All paper copy responses were manually input into SurveyMonkey. 3.1.6 The responses received were compiled in three places; SurveyMonkey was used for all questionnaire responses, comments raised at the exhibitions were scanned in and tabulated, written responses (both letter and email) were logged on a Consultation Tracker. 3.1.7 The consultation was successful and delivered the stimulation we required to progress. There was a lot of feedback from the consultation including ideas for alternative/altered routes, concerns and considerations amongst other things. This was really helpful in determining unknown constraints and the thoughts of members of the public. The information and feedback received will allow us proceed further with determining the most suitable and viable Northampton Northern Orbital Route. Consultation responses were designed to understand preferences on route options. Northampton Northern Orbital Route WSP | Parsons Brinckerhoff Northamptonshire County Council Project No 70014040 June 2016 6 4 CONSULTATION RESULTS AND ANALYSIS 4.1 EXHIBITION PLAN COMMENTS 4.1.1 The comments raised at the exhibition were captured on Post-it notes and scribbles on the scheme plans. Copies of the marked up scheme plans are in Appendix A-1. 4.1.2 The points raised have been tabulated in Figure 1 below.
