MINUTES OF THE HOUSE TRANSPORTATION STANDING COMMITTEE Room 450 State Capitol February 12, 2013 MEMBERS PRESENT: Rep. Johnny Anderson, Chair Rep. Val Peterson, Vice Chair Rep. Stewart E. Barlow Rep. Dixon Pitcher STAFF PRESENT: Mr. Leif Elder, Policy Analyst Ms. Karen Mitchell, Committee Secretary Note: A list of visitors and a copy of handouts are filed with the committee minutes . Rep. Anderson called the meeting to order at 2:06 p.m. MOTION: Rep. Peterson moved to approve the minutes of the February 5, 2013 and February 6, 2013 meetings. The motion passed unanimously with Rep. Fisher, Rep. Knotwell, Rep. McCay, and Rep. Sanpei absent for the vote. Rep. Anderson relinquished the Chair to Vice Chair Peterson. H.B. 299 Bicycle and Bicycle Lane Modifications (Rep. Johnny Anderson) Rep. Anderson introduced the bill to the committee. MOTION: Rep. Anderson moved to adopt 2nd Substitute H.B. 299, BICYCLE MODIFICATIONS. The motion passed unanimously with Rep. Fisher, Rep. Knotwell, and Rep. McCay absent for the vote. Spoke in favor of the bill: Mr. Dan Fazzini, Citizen MOTION: Rep. Knotwell moved to pass 2nd Substitute H.B. 299 out favorably. The motion passed unanimously with Rep. McCay absent for the vote. House Transportation Standing Committee February 12, 2013 Page 2 Rep. Anderson resumed the Chair. S.B. 111 Electronic Filing of Traffic Citations and Accident Reports (Sen. L. Hillyard) (Rep. E. Redd) Sen. Hillyard introduced the bill to the committee. Spoke to the bill: Rick Schwermer, Utah Justice Courts Lance Davenport, Utah Department of Public Safety MOTION: Rep. Peterson moved to pass S.B. 111 out favorably. SUBSTITUTE MOTION: Rep. Moss moved to amend the bill as follows: 1. Page 1, Lines 19 through 20: 19 Other Special Clauses: 20 { None } This bill takes effect on July 1, 2013. 2. Page 4, Line 113: 113 to Section 77-7-21. Section 3. Effective date. This bill takes effect on July 1, 2013. The motion passed with Rep. Barlow, Rep. Lifferth, Rep. Tanner, and Rep. Peterson voting in opposition. Rep. Sanpei was absent for the vote. MOTION: Rep. McCay moved to pass S.B. 111 out favorably as amended. The motion passed unanimously. S.B. 123 Runaway Vehicle Ramp Requirements (Sen. K. Van Tassell) (Rep. J. Mathis) Sen. Van Tassell introduced the bill to the committee. MOTION: Rep. McCay moved to pass S.B. 123 out favorably. The motion passed unanimously. Thatcher introduced the bill to the committee. Spoke in favor of the bill: Ms. Kim Gibb, Department of Public Safety, Drivers License Division Spoke to the bill: Ms. Christina Barrera, Affordable Interlock MOTION: Rep. Barlow moved to pass S.B. 13 out favorably. The motion passed unanimously with Rep. McCay absent for the vote. S.B. 137 Motor Vehicle Registration Enforcement Amendments (Sen. D. Thatcher) (Rep. E. Hutchings) Sen. Thatcher introduce the bill to the committee. Spoke for the bill: Dan Fazzini, Citizen MOTION: Rep. Peterson moved to pass S.B. 137 out favorably. The motion passed unanimously.
