TOWN OF SUNNYVALE JOB DESCRIPTION Economic Development Director DEFINITION To plan, direct, manage and oversee economic development activities and operations including recruiting prospects, retaining businesses, research, marketing the Town, technical services and administration; coordination of assigned activities with other departments and outside agencies; and to provide highly responsible administrative support to the Town Manager. SUPERVISION RECEIVED AND EXERCISED Receives general administrative direction from the Economic Development Corporation Board and President, and the Town Manager. Exercises direct supervision over the Executive Assistant and Parks Department. ESSENTIAL FUNCTION STATEMENTS – Essential responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Assumes full management responsibility for all services and activities related to economic development activities within the Town of Sunnyvale and/or immediate surrounding areas. 2. Facilitates development and manages implementation of economic development goals, objectives, policies and priorities established by the EDC Board. 3. Pursues potential companies (clients) interested in relocating to Sunnyvale and existing companies interested in expansion with the Town; determines appropriate means of assistance by and through the EDC; allocates resources appropriately. 4. Seeks available sources, funding and otherwise, to aid in the economic development activities of Sunnyvale; sources include, but are not limited to, Dallas County economic development funds and State and Federal funding through enterprise zones, grants and/or low interest loans. 5. Markets the community to potential companies; follows up to receive feedback regarding pros and cons as perceived by potential companies; develops strategies to convey feedback to Town leaders and community (i.e., what needs to occur to improve marketability). 6. Represents the Economic Development Corporation and coordinates activities with potential companies, Town staff, elected officials and outside agencies. 7. Explains economic development process to corporate executives and developers and negotiates incentives to establish and maintain business relations within the Town. 8. Oversees and participates in the development and administration of the Economic Development Corporation budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. 9. Responds to and resolves difficult and sensitive citizen inquiries and complaints. 10.Identifies needs of existing companies and develops programs to support companies and encourage local expansion of jobs, annual payroll, and capital investment. 11.Identifies local workforce issues and works with companies, local government entities, and State entities to develop programs to meet workforce needs. 12.Collaborates with outside firms to develop and implement marketing initiatives, marketing materials, and collateral materials; and represents the EDC at seminars, trade shows, and other economic development functions. 13.Markets directly to site location consultants, industrial brokers and industry officials to bring new jobs and capital investments to the Town. 14.Develops and maintains the EDC website, community profiles, and other demographic information. 15.Develops and implements the strategic plan for economic development with the assistance of the EDC Board, Town staff, and volunteers. 16.Represents the EDC to the Town Council, civic organizations, County and regional organizations; and serves on the board of directors for varios local, County and regional organizations to further economic development opportunities. 17.Maintains various reports related to Tax Increment Reinvestment Zones and the EDC Annual Report. 18.Manages Tax Increment Financing Zones and maintains active communication with the Town, County, Tax Office, and State to ensure appropriate maintenance measures are taken. 19.Serves as the staff liaison to Tax Increment Reinvestment Zone Board of Directors. 20.Performs related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Operations, services and activities of a comprehensive municipal economic development program. Principles and practices of program development and administration. Methods and techniques of statistical data collection and analysis. Principles and practices of negotiation of sensitive issues related to economic development. Principles and practices of budget preparation and administration. Principles and procedures of financial reporting. Principles and procedures of management systems and reporting. Pertinent Federal, State and local laws, codes and regulations. Principles and procedures for developing goals, objectives and management plans. Skills: Possesses strong analytical, organizational, and negotiating skills. Able to operate all office equipment. Present good interpersonal and communication skills. Ability to cope with stressful situations. Inclined to accuracy, efficiency and courtesy toward the public and other Town employees. Ability to: Manage and direct a comprehensive municipal economic development program. Develop and administer goals, objectives and procedures. Analyze and assess programs, policies and operational needs and make appropriate adjustments. Analyze data and information; draw conclusions; propose responsive actions. Identify and respond to sensitive community and organizational issues, concerns and needs. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze and evaluate new service delivery methods and techniques. Prepare clear and concise administrative and financial reports. Interpret and apply applicable Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Operate a computer, applicable software and other office equipment. Develop graphic presentations. Maintain confidentiality of certain information. Negotiate with business entities on behalf of the Corporation. Establish and maintain effective working relationships with those contacted in the course of work. Operate vehicle to travel to various meetings and events in the Town. Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: Walking or standing or sitting for extended periods of time Operating assigned equipment Maintain effective audio-visual discrimination and perception needed for: Making observations Communicating with others Reading and writing Operating assigned equipment and vehicles EXPERIENCE AND EDUCATION GUIDELINES – Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to a Bachelor’s degree from an accredited college or university in Planning, Business Administration, Public Administration, Marketing or a related field. Master’s degree in a related field preferred. Experience: A proven track record in economic development is preferred. License or Certification: Possession of, or the ability to obtain a valid Class C Driver’s License. Possession of, or the ability to obtain, Certified Economic Developer (CEcD) accreditation. WORKING CONDITIONS Environmental Conditions: The employee works in office conditions (office environment; exposure to computer screens) and the noise level is usually quiet. Occasional driving is required to attend meetings at various Town facilities, meeting sites, and public and private events. The employee has frequent public contact on the phone and in person. Physical Conditions: The employee must be able to meet the physical requirements of the job and have mobility, vision, hearing and dexterity levels appropriate to perform the required duties. The employee is regularly required to sit, stand, walk, bend, twist, kneel, reach, push, pull, drag, and/or lift items, listen in person and over the telephone, communicate orally and use hands and fingers to handle feel or operate standard office equipment. The employee is regularly required to sit for prolonged periods of time. The employee occasionally lifts and carries items weighing up to 35 pounds..
