CONFIRMATION OF MINUTES Minutes 3 - May 9, 2013 CONFIRMED BUILT HERITAGE SUB COMMITTEE 2 DRAFT MINUTES 4 Thursday, 13 June 2013 PLANNING AND INFRASTRUCTURE PLANNING AND GROWTH MANAGEMENT DEPARTMENT 1. APPLICATION TO ALTER 6576 FOURTH LINE ROAD, A PROPERTY DESIGNATED UNDER PART IV OF THE ONTARIO HERITAGE ACT. ACS2013-PAI-PGM-0123 RIDEAU-GOULBOURN (21) REPORT RECOMMENDATIONS That the Built Heritage Sub-committee recommend that Agriculture and Rural Affairs Committee recommend Council: 1. Approve the application to alter 6576 Fourth Line Road as per the drawings submitted by Keystone Group on May 7, 2013; 2. Delegate authority for minor design changes to the General Manager, Planning and Growth Management Department; and 3. Issue the heritage permit with a two-year expiry date from the date of issuance. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on July 26, 2013.) (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) CARRIED BUILT HERITAGE SUB COMMITTEE 3 DRAFT MINUTES 4 Thursday, 13 June 2013 2. APPLICATION TO ALTER 132 STANLEY AVENUE, A PROPERTY DESIGNATED UNDER PART V OF THE ONTARIO HERITAGE ACT ACS2013-PAI-PGM-0120 RIDEAU-ROCKCLIFFE (13) REPORT RECOMMENDATIONS That the Built Heritage Sub-Committee recommend that Planning Committee recommend Council: 1. Approve the application to alter 132 Stanley Avenue, as per plans by Vinci Design and Construction, submitted on May 6, 2013; 2. Delegate authority for minor design changes to the General Manager, Planning and Growth Management Department; and 3. Issue the heritage permit with a two-year expiry date from the date of issuance. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on July 28, 2013.) (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) Lesley Collins, Planner II, Planning and Growth Management Department spoke to a PowerPoint slide presentation (held on file with the City Clerk) which served to provide the Committee with a brief overview of a proposed staff report. The Committee then heard from the following delegations, as noted: Joan Mason, New Edinburgh Community Alliance, does not support the application Murray Chown, Novatech, Novatech submitted the application, support the application to alter 132 Stanley BUILT HERITAGE SUB COMMITTEE 4 DRAFT MINUTES 4 Thursday, 13 June 2013 Written correspondence was also received from: Joan Mason, New Edinburgh Community Alliance (Letter received June 4, 2013) Peter Boehm and Julia Wayand (Comments received June 12, 2013) [ * Individuals / groups marked with an asterisk above either provided comments in writing or by email; all submissions are held on file with the City Clerk. ] Vice-Chair Padolsky moved the following motion. Motion 4/1 Moved by Member B. Padolsky That recommendation #2 be amended to read "Delegate Authority for minor design changes including refinements to the exterior design of the 2nd floor addition that more sensitively reflect the design guidelines in the New Edinburgh Heritage Conservation District to the General Manager, Planning and Growth Management Department; and" CARRIED The recommendations as amended was then put to the Sub-Committee and CARRIED. That the Built Heritage Sub-Committee recommend that Planning Committee recommend Council: 1. Approve the application to alter 132 Stanley Avenue, as per plans by Vinci Design and Construction, submitted on May 6, 2013; 2. (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) CARRIED, as amended 3. APPLICATION TO ALTER 218 COLTRIN ROAD, A PROPERTY DESIGNATED UNDER PART V OF THE ONTARIO HERITAGE ACT AND LOCATED IN THE ROCKCLIFFE PARK HERITAGE CONSERVATION DISTRICT ACS2013-PAI-PGM-0128 RIDEAU-ROCKCLIFFE (13) REPORT RECOMMENDATIONS That the Built Heritage Sub-committee recommend that Planning Committee recommend Council: 1. Approve the application to alter 218 Coltrin Road as per plans submitted by Andre Godin Design on May 13, 2013 and included as Documents 3 and 4; 2. Delegate authority for minor design changes to the General Manager, Planning and Growth Management Department; and 3. Issue the heritage permit with a two-year expiry from the date of issuance. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on August 15, 2013.) (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) CARRIED BUILT HERITAGE SUB COMMITTEE 6 DRAFT MINUTES 4 Thursday, 13 June 2013 4. APPLICATION TO MOVE TWO PROPERTIES, 273 AND 275-279 SUSSEX DRIVE, DESIGNATED UNDER PART V OF THE ONTARIO HERITAGE ACT AND LOCATED IN THE LOWERTOWN WEST HERITAGE CONSERVATION DISTRICT ACS2013-PAI-PGM-0108 RIDEAU-VANIER (12) REPORT RECOMMENDATION That the Built Heritage Sub-Committee recommend Planning Committee recommend that Council approve the application received on May 13, 2013 to relocate 273 and 275-279 Sussex Drive east on their respective properties, conditional upon the approval by the General Manager, Planning and Growth Management Department of a Conservation Plan. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on August 11, 2013.) (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) DECLARATION OF INTEREST Member Barry Padolsky, declared a potential, direct pecuniary interest on Item 4, Application to move two properties 273 and 275-279 Sussex Drive, designated under Part V of the Ontario Heritage Act and located in the Lowertown West Heritage Conservation District, as he is the owner of Barry Padolsky Associates Inc., Architects and his firm has been retained to provide professional services in relation to Barry Padolsky Associates Inc., Architects. Member B. Padolsky did not take part in the discussion or vote on this Item. Sally Coutts, Coordinator Heritage Services, Planning and Growth Management Department spoke to a PowerPoint slide presentation (held on file with the City BUILT HERITAGE SUB COMMITTEE 7 DRAFT MINUTES 4 Thursday, 13 June 2013 Clerk) which served to provide the Committee with a brief overview of a proposed staff report. The Committee then heard from the following delegations, as noted: Nancy Miller Chenier, Lowertown Community Association, spoke in opposition of the application. Leslie Maitland, Heritage Ottawa, support the application to move 273 and 275-279 Sussex Drive Donna Kearns spoke in opposition of the application due to traffic concerns of the road realignment. Written correspondence was also received from: Christine Kilfoil (Comments received June 10, 2013) Marc Aubin, Lowertown Community Association (Letter received June 12, 2013) Judith Coombs (Comments received June 12, 213) [ * Individuals / groups marked with an asterisk above either provided comments in writing or by email; all submissions are held on file with the City Clerk. ] The recommendations were then put before the Sub-Committee and CARRIED. 5.
