USEPA U.S. Environmental Protection Agency Utility Evansville Water and Sewer Utility WWTP wastewater treatment plant EWSU Semi-Annual Report 2018-2 IX SECTION 1 Introduction The Evansville Water and Sewer Utility (Utility) entered into a Consent Decree (Decree) with the U.S. Department of Justice (DOJ), the U.S. Environmental Protection Agency (USEPA), and the Indiana Department of Environmental Management (IDEM) in November 2010. The federal court entered the Decree as final on June 20, 2011. As part of the Decree, Semi-Annual Reports (SARs) must be submitted by the Utility to determine compliance with the requirements of the Decree. This SAR describes the Utility’s compliance with Decree Cause No. 3:09-cv-128-WTL-WGH for the July 1, 2019 through December 31, 2019 reporting period. This report follows the format and requirements for the SAR as required by Appendix D of the Decree. Specifically, the report provides updates for the following Decree requirements: Section 2—Decree Section VI.A: Dry Weather Overflows Section 3—Decree Sections VI.A and VI.B: Sanitary sewer overflow (SSO) and combined sewer system (CSS) Release Documentation and Reporting Section 4—Decree
