ENVIRONMENTAL IMPACT REPORT This Environmental Impact Report was prepared in accordance with the requirements of the Township of East Brunswick Environmental Impact Ordinance, Section 132-31, in support of the Preliminary and Final Major Site Plan application for the building addition for at home recreation on Block 90, Lot 2.09 in the Township of East Brunswick, New Jersey. The scope of the development includes an addition to the existing building with surface parking, and associated infrastructure. The purpose of this statement is to summarize, highlight, or otherwise qualify, the extent of the effects the proposed development will have on the ecological systems and the environment of the subject property and the lands of the Township of East Brunswick. The Preliminary and Final Major Site Plans have been submitted as part of the Preliminary and Final Major Site Plan Application to the Township. 1) Project Data: The subject property encompasses approximately 92,396 square feet (2.1 Ac) and is located on New Jersey State Highway Route 18. The subject site is specifically identified as Block 90, Lot 2.09 in the Township of East Brunswick, Middlesex County, New Jersey. The subject site is currently developed containing a one-story commercial building with associated infrastructure. The overall tract is located in the HC-2 Zone (General Highway Commercial District). The applicant, Calnin, LLC, is proposing to redevelop the subject property with the addition to the existing commercial building. The total area of the addition is 3,400 square feet. Additional improvements include parking areas, relocation of existing lighting, landscaping, stormwater management facilities, and other associated site amenities. 2) Mapping: The project site is specifically identified as Block 90, Lot 2.09 as shown on the plan entitled ‘Preliminary and Final Major Site Plan’ dated January 29, 2021 prepared by InSite Engineering, LLC. The New Jersey State Plan Coordinates of site are X=552,116 and Y=4,475,868. A Boundary, Topographic & Utility Survey dated 12/28/20 has been prepared by Insite Surveying, LLC. The plan was designed to ensure runoff from the proposed development could be directed to stormwater management facilities in order to address the applicable sections of the Township of East Brunswick Land Use Ordinance and NJAC 7:8 The grading plan was designed to minimize the existing topographic features of the site while also providing areas capable of sustaining the proposed project and accompanying site features. It is not anticipated that the topography and slopes throughout the site will be adversely impacted by the proposed development. Soil erosion and sediment control measures shall be put into place in order to ensure steep slopes shall be stabilized. b) Surface Water Bodies No surface water features were observed on-site. Review of the Federal Emergency Management Agency’s mapping does not depict any potential flood hazards within the project area. No impacts are anticipated. c) Energy There are no proposed or existing energy renewable energy sources thus no environmental impacts. The project is complying with the township’s requirement for electric vehicle charging stations as part of this application. d) Air Quality Existing air quality surrounding the site is typical of a central New Jersey suburban setting. There are existing hazardous air pollutants (HAP’s) which come from cars, heavy duty trucks, buses, and other highway vehicles. These vehicles produce diesel particulate matter, diesel exhaust and/or carbon monoxide. There are known health standards associated with these pollutants. Dust will be controlled through the daily watering of the construction entrances/exits and circulation aisles and cleaning of the streets in close proximity to same, as necessary.
