Robinson, Executive Director MINUTES REGIONAL PLANNING COMMISSION (RPC) Regular Meeting Wednesday, March 14, 2018, 6:00 p.m. The Regional Planning Commission (RPC) met in regular session in the Washoe County Commission Chambers, 1001 East Ninth Street, Reno, Nevada and conducted the following business: The meeting was called to order by Vice Chair Gower at 6:00 p.m. 1. ROLL CALL The clerk called the roll and the following Commissioners were present: James Barnes, Larry Chesney, Sarah Chvilicek, James Fewins, Peter Gower, Ed Hawkins, Frank Petersen, Kevin Weiske Commissioners Absent: Dian VanderWell Truckee Meadows Regional Planning Agency (TMRPA) staff present: Jeremy Smith; Jessica Prunty, Legal Counsel; Damien Kerwin; Lauren Knox; Nate Kusha; Chris Tolley 2. SALUTE TO THE FLAG Commissioner Chesney led the Pledge of Allegiance. 3. [For possible action] APPROVAL OF THE AGENDA COMMISSIONER CHESNEY MADE A MOTION TO APPROVE THE AGENDA, SECONDED BY COMMISSIONER WEISKE. THE MOTION CARRIED UNANIMOUSLY WITH EIGHT (8) COMMISSIONERS PRESENT. 4. APPROVAL OF MINUTES A. [For possible action] January 24, 2018 RPC Meeting COMMISSIONER WEISKE MADE A MOTION TO APPROVE THE JANUARY 24, 2018, MINUTES, SECONDED BY COMMISSIONER CHESNEY. THE MOTION CARRIED UNANIMOUSLY WITH EIGHT (8) COMMISSIONERS PRESENT. 5. PUBLIC COMMENT Tammy Holt-Still discussed flooding and development issues in the North Valleys. BUSINESS OF THE DAY A. [For possible action] PUBLIC HEARING – Regional Plan Conformance Review - City of Reno Master Plan amendment, City of Reno Master Plan (CR18-002) - Adoption of comprehensive City of Reno Master Plan consistent with Nevada Revised Statutes (NRS) 278.150 to 278.240 and repeal of existing City of Reno Master Plan. The Master Plan contains guiding principles, goals, policies, implementation strategies, and various supporting maps, including a land use plan map. These components of the Master Plan will guide future decisions related to development and land use, natural resources, mobility, infrastructure, public services, and other issues of interest to the City and its citizens as the City grows and evolves. Nate Kusha, Policy Analyst, presented the staff report. Commissioner Chesney expressed concern regarding the fact that the City of Reno Master Plan was not provided to the members of the RPC until this afternoon and stated that he would like time to study the document before taking action. Mr. Kusha discussed the option to hold a special teleconference meeting in a week or two to make a decision on this item. Vice Chair Gower stated his preference would be to hear the presentation and have questions answered and then discuss whether or not the Commission is comfortable making a motion. After the presentation was concluded, Commissioner Chesney stated that he would like to see and study the language changes from the existing Master Plan to the new Master Plan before making a decision. Sienna Reid, City of Reno, explained that the changes are so extensive that there is not the ability to create a redline document because it would be striking through the entire old version of the Master Plan. Mr. Kusha confirmed that more time can be given to review the document if necessary. Commissioner Hawkins asked about items 2, 4, and 8 on page 15 of the staff report. Mr. Kusha explained that those are items that have been identified to be addressed during the Regional Plan update process. It is anticipated that those items may change within the new Regional Plan that is currently being updated. Ms. Reid confirmed for Commissioner Hawkins that these items should not cause any delays in terms of new development coming forward. 0002 RPC MEETING MINUTES MARCH 14, 2018 PAGE 3 Commissioner Chvilicek discussed the need to have more time to review the document and asked about fire services with regard to automatic aid. Ms. Reid explained that fire services are addressed in Chapter 4 of the Master Plan. She also explained that it is a higher level policy framework and including the automatic aid agreements in the Master Plan wouldn’t necessarily be appropriate for a policy document. Commissioner Chvilicek requested feedback from Legal Counsel regarding the option of a teleconference in the near future to make a decision on this item. Jessica Prunty, Legal Counsel, explained that a teleconference would be fine as long as it is properly noticed. She also discussed the 60 day timeline for action on a conformance item. If that timeline is not met, the Master Plan would be deemed to be in conformance. COMMISSIONER CHVILICEK MADE A MOTION TO CONTINUE THIS ITEM AND SCHEDULE A TELECONFERENCE TO MAKE A DECISION REGARDING CONFORMANCE TO BE HELD PRIOR TO THE END OF THE 60 DAY TIMELINE, SECONDED BY COMMISSIONER CHESNEY. THE MOTION CARRIED WITH SEVEN (7) IN FAVOR AND ONE (1) OPPOSITION BY COMMISSIONER FEWINS. B. [For possible action] Discussion and possible action regarding the 2017 Truckee Meadows Regional Plan Update. Lauren Knox, Regional Planner, gave a presentation on the status of the Regional Plan Update. There were no questions and no action taken. 7. REPORTS A. [For possible action] Members’ and Director’s reports Jeremy Smith, Ph.D., GIS Coordinator, reported that staff will schedule the teleconference for Item 6.A and make sure the 60 day requirement is met.
