Government Defeat in Lords on Offender Management Bill Tuesday 03/07/2007 On 03/07/2007 the government had a defeat in the House of Lords on an amendment to the Offender Management Bill: To insert a new clause: 'Probation Report'. To require that within 6 months of the Bill's commencement, the Secretary of State will lay a report before both Houses reviewing proposals from the 2003 'Managing Offenders' report before exercising powers. This was defeat number 33 in the parliamentary session.
