L. Edward Moore Germantown, New York 12526 [email redacted] I am a thirty two (32) year veteran of the New York State Police. I have the unique qualification of having been involved in all facets of police management, criminal investigations, and road patrol. As the highest ranking and longest serving non- commissioned officer in the four county region of the Mid-Hudson River Valley of New York State, I have had numerous commendations for public service, personal integrity, administration, and investigative work in organized crime, drug trafficking, bribery, and corruption. The New York State police have honored me with the rank of First Sergeant of Troop K. Only nine other State Police Members hold this prestigious position – “the Sergeant’s Sergeant.” As such, I am in charge of the Headquarters facility in Millbrook, responsible for the supervision of 20 civilian staff, developing special details and plans for Troop K’s activities. I oversee the maintenance of the Troop’s 300 plus vehicles, and the purchases of all supplies and equipment. I have oversight of scheduling, deployment of manpower, safety, overtime expenditures, and discipline. I am in charge of ceremonial details, and I am particularly proud of assuring the Troop’s adherence to military regulations, proper display of the flag, and the traditions of the New York State Police. Rank & Assignment 2003 to present - First Sergeant of Troop K 1997 to 2003 - Zone Sergeant – Zone One – Claverack/Livingston 1994 to 1997 - Station Commander – Claverack 1993 to 1994 - Uniform Sergeant - Rhinebeck 1987 to 1993 - Investigator BCI-Special Investigations Unit/Organized Crime Task Force 1981 to 1987 - Uniform Trooper Career Highlights 2012 to present - Currently overseeing a 2 million dollar construction project at Troop K Headquarters. Project includes the installation of security measures as well as an improvement of our electrical infrastructure. 2007 – With two other people founded the “Troop K Heritage Association” , a not-for- profit organization dedicated to preserving the rich and unique history of Troop K and it’s Members. The group archives, preserves, and collects artifacts related to NY State Police history. I worked with author, Mr. Frank Goderre, to create the book: The New York State Police and Troop K . I was acknowledged in the forward for “…support and encouragement” provided to the author. The book was unveiled at a well attended ceremony at the FDR Estate in Hyde Park in 2007. 2004 to present – President of the Robert G. Dunning Memorial Scholarship Fund. This charity distributes tens of thousands of dollars for college scholarships to eligible children of Troop K Members. 1993 thru 2011 – The State Police supervisor in charge of coordinating police services at the Dutchess County Fair. The event annually draws more than one-half million people. Cited numerous times by Fair Managers and local governmental officials for exemplary performance. 2005 – I volunteered to be deployed to Louisiana to assist the New Orleans Police Department and Louisiana State Police with operations in the aftermath of Hurricane Katrina. Performed as a field supervisor overseeing security, anti-looting, and law enforcement task force. Worked closely with representatives of many levels of government and law enforcement 2002 – I was responsible for the planning, design, and construction of the new Trooper’s barracks in Livingston, NY. Recognizing the enormity of the project, the Troop Commander wrote: “Your long association in this challenging task has ensured that there has been continuity” and “your vision is what has moved this effort forward.” While completing the transition from the NYSP’s 40 year Zone Headquarters in Claverack to Livingston, I worked closely with local government officials , state and county agencies, as well as many contractors and businesses. 2001- In 2001 I volunteered to deploy to Ground Zero. I managed the Command Post for New York State Police operations after this act of terror. I was in charge of supervising Troopers as they carried out numerous and varied missions throughout New York City. 1998 – “Due to (my) extensive field and supervisory experience” the Superintendent of New York State Police chose me to “transform the Capital Police Department into the newly formed Capital Division of the Executive Service Detail.” Commended by the Superintendent: “ [You] performed duties in an exemplary manner. In addition to training, you also coordinated all aspects of operations and administration for the new unit.” Governor Pataki wrote “Your efforts did a great deal to ensure that the merger between the State Police and Capital Police went smoothly.” I successfully coordinated with multiple labor unions, state, county and city officials and boards in the early and extremely complex consolidation of governmental units. 1992- Achieved a Master of Science degree in Criminal Justice, after having been selected as one of only 6 Troopers in the NYSP’s “Master’s Degree Program.” 1991 – Part of a three year investigation into unlawful dumping operations throughout the Hudson Valley. This investigation culminated in the arrest of a mob “hit man” for murder and the prosecution of nine (9) associates for receiving bribes. The associates included a town judge, lawyer, chief of police, DEC engineer and a town supervisor. F. Lee Bailey, attorney for one of the defendants, cross examined me during the trial. The jury convicted all defendants. 1990 – I was part of a small team of investigators who dismantled an international drug trafficking ring involving a Columbian National, German National, and a defendant with dual French-U.S. citizenship. Performed as an undercover officer and personally worked with authorities in Texas on the Mexican boarder, as well as Federal authorities in New York City and the State of Maine. Seized 12 tons of marihuana aboard a fishing trawler off the coast of New Jersey. 1986 – Encountered subject in act of stabbing a store owner in the Town of Greenport. Disarmed perpetrator and affected a murder arrest without incident. 1985 – Learning the circumstances of a murder that had just occurred in the parking lot of Columbia Memorial Hospital, I believed that the perpetrator would flee to a location south out of the city. The murderer appeared where I thought he may, and I apprehended him without further incident.
