ACTIVITY OVERVIEW a. Activity Details Awarded in September 2016, United States Agency for International Development’s Cities Implementing Transparent, Innovative, and Effective Solutions (USAID CITIES) is a five-year project that seeks to increase the effectiveness of municipal governance and support decentralization in Jordan. Recognizing the dual role of the Jordanian municipality as both a direct service provider and an intermediary to access resources from governorate and national level bodies, USAID CITIES’ efforts include supporting the local development directorates and governorate level councils to strengthen locally driven development. USAID CITIES is accomplishing this through an integrated approach that works on implementing innovative and sustainable solutions to improve service delivery; increasing the sustainability of current municipal operations and newly decentralized responsibilities; enhancing engagement between community members and the government; and fostering community cohesion. To do so, USAID CITIES is organized around the following components with decentralization as a crosscutting theme: • Sub-Purpose 1: Improved service delivery • Sub-Purpose 2: Increased sustainability of local government operations • Sub-Purpose 3: Increased responsiveness to community members’ priorities • Sub-Purpose 4: Enhanced capacity to promote community resilience • Gender and Social Inclusion (while primarily cross-cutting, gender equality and social inclusion (GESI) often performs as a standalone component) USAID CITIES is operating in 33 municipalities and all 12 governorates. The selection of these municipalities was in accordance with criteria established and agreed upon with USAID and the Government of Jordan (GOJ), specifically the Ministry of Municipal Affairs (MOMA). In Year 2, the project changed its strategy, moving from the original cohort approach into full implementation across all 33 municipalities simultaneously. In addition, the project is providing select training in decentralization awareness and use of the procedural manual for identification of needs and prioritization of those needs to all 100 municipalities and their communities. The project’s key stakeholders are MOMA, municipalities and municipal/local councils, the Ministry of Interior (MOI), governorate local development units, councils at the governorate level, and communities.
