MATTERS RAISED WITH PERMISSION 1. On the 9th March, 2005, Shri Ravula Chandra Sekar Reddy raised a matter regarding suicide by farmers in the State of Andhra Pradesh. 2. On the 10th March, 2005, Shri Nilotpal Basu raised a matter relating to a recent ruling by the Supreme Court, which allegedly affected the functioning of the legislature of a State. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 3. On the 14th March, 2005, Shri S.S. Ahluwalia raised a matter regarding proposed nation wide strike by postal employees from tomorrow. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 4. On the 15th March, 2005, Shri Ravula Chandra Sekar Reddy and some other Members raised a matter regarding naming of a new International Airport at Shamshabad in Andhra Pradesh. Shri Praful Patel, Minister of State (Independent Charge) of the Ministry of Civil Aviation responded. 5. On the 16th March, 2005, Shri Balbir K. Punj raised a matter regarding reported disclosure by a Supreme Court judge of a phone call received by him from a person of Patna High Court in a certain case. Shri Hansraj Bhardwaj, Minister of Law and Justice responded. 6. On the 17th March, 2005, Shri S.S. Ahluwalia raised a matter regarding need to lay the Justice Nanavati Commission of Inquiry Report in the Houses of Parliament. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 7. On the 18th March, 2005:— (i) Shri Dipankar Mukherjee raised a matter regarding need to lay a White Paper on the efforts being made to revive the Enrone Dhabol Power Project. Shri C. Ramachandraiah also spoke. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (ii) Shri Harendra Singh Malik raised a matter regarding problems faced by sugarcane growers of Uttar Pradesh. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 8. On the 19th March, 2005, Shri Jaswant Singh, Leader of the Opposition raised a matter regarding denial of U.S. Visa to the Chief Minister of Gujarat. Shri Nilotpal Basu also spoke. Dr. Manmohan Singh, Prime Minister, responded. 9. On the 21st March, 2005:— (i) Shri Yashwant Sinha raised a matter regarding non-issuance of notification of the revised rate of interest on the Employees Provident Fund. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (ii) Shrimati Jaya Bachchan raised a matter regarding termination of services of a physically challenged scientist by the IIT, Delhi. Shri Arjun Singh, Minister of Human Resource Development responded. 10.On the 22nd March, 2005, Shrimati Sushma Swaraj raised a matter regarding reported harassment of three female cadets at the Indian Air Force Academy in Dundigal, Hyderabad. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 11.On the 23rd March, 2005, Shri S.S. Ahluwalia raised a matter regarding celebrations on a national scale of the 75th year of martyrdom of Shahid Bhagat Singh, Raj Guru and Sukhdev and to install their statues and portraits in the precincts of Parliament House. Shri Tarlochan Singh while associating himself with the views expressed by Shri S.S. Ahluwalia, demanded that a National level Committee be set up by the Government to celebrate the 75th year of their martyrdom. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 12.On the 24th March, 2005:— (i) Shri Jaswant Singh, Leader of the Opposition raised a matter regarding reported damage caused to the Hinglaz Mata temple at Baluchistan in Pakistan. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (ii) Shri P.G. Narayanan raised a matter regarding inter-linking of rivers of South India. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 13.On the 20th April, 2005:— (i) Shri Pramod Mahajan raised a matter regarding killing of a BSF personnel by the Bangladesh Rifles. Shri Shivraj Vishwanath Patil, Minister of Home Affairs responded. (ii) Shri Jaswant Singh, Leader of the Opposition raised a matter regarding need to place the Phukan Committee Report and the Vigilance Commissioner’s Report relating to Defence deals on the Table of the House. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 14.On the 21st April, 2005:— (i) Shri Jaswant Singh, Leader of the Opposition raised a matter regarding train accident that took place on the 21st April, 2005 between Varanasi-Ahmedabad Sabarmati Express and a Goods Train near Godhra-Vadodara Section of Western Railway. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (ii) Shri Yashwant Sinha raised a matter regarding need to lay the Justice Nanavati Commission of Inquiry Report on Sikh riots which took place in 1984 on the Table of the House. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (iii)Prof. Ram Deo Bhandary raised a matter regarding alleged impropriety committed in the purchase of Project A.M.-2 and A.M.-3 anti-material rifles. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (iv)Shrimati Sarla Maheshwari raised a matter regarding need to restructure Regional Rural Banks. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (v) Shri Kripal Parmar raised a matter regarding incorrect placement of the National Flag of India on the plane in which the President of Pakistan came to Delhi. 15.On the 26th April, 2005, Shri Jaswant Singh, Leader of the Opposition raised a matter regarding Statement made by Shri Naranbhai Rathwa, Minister of State in the Ministry of Railways in the Rajya Sabha on the 25th April, 2005 relating to the train accident between 9168 Up Sabarmati Express and a Goods Train at the Samlaya station on the Vadodara Division of the Western Railways on the 21st April, 2005, and other issues. Shri Lalu Prasad, Minister of Railways responded. 16.On the 28th April, 2005:— (i) Shri Nilotpal Basu raised a matter regarding recent developments in Nepal. Shri K. Natwar Singh, Minister of External Affairs responded. (ii) Shri Janeshwar Mishra raised a matter regarding alleged tapping of telephone of Chief Minister of a State. Shri Shivraj Vishwanath Patil, Minister of Home Affairs responded. (iii)Shri N.K. Premachandran raised a matter regarding need to desist from recognizing new craft union in Air India by the Ministry of Labour. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 17.On the 3rd May, 2005, Shri Chittabrata Majumdar raised a matter regarding violation of the guidelines governing use of VVIP flights of Indian Air Force. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. 18.On the 4th May, 2005, Shrimati Sarla Maheshwari raised a matter regarding early passage of the Women Reservation Bill. Shri Shivraj Vishwanath Patil, Minister of Home Affairs responded. 19.On the 9th May, 2005:— (i) Shri Dipankar Mukherjee raised a matter regarding demand for a discussion on the sale of Centeur Hotel, Mumbai. Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs responded. (ii) Shrimati Sarla Maheshwari raised a matter regarding the birthday of Gurudev Rabindranath Tagore which falls on 9th May and also the significance of the day in the context of democracy. 20.On the 10th May, 2005:— (i) Shri Jairam Ramesh raised a matter regarding appropriate action to be taken by the Government in the sale of Centaur Hotels at Mumbai in light of the Comptroller and Auditor General’s Report on the issue. Shri P. Chidambaram, Minister of Finance responded. (ii) Shrimati Mohsina Kidwai raised a matter regarding need to enact stringent laws to check incidents of rape. (iii)Shri Ravula Chandra Sekar Reddy raised a matter regarding plight of tobacco growers in Andhra Pradesh. (iv)Shri N.K. Premachandran raised a matter regarding unrest against the move of the Government of India to convert the Jawaharlal Institute of Post Graduate Medical Education and Research (JIPMER) into an autonomous institution. 21.On the 11th May, 2005, Shri Ravula Chandra Sekar Reddy raised a matter regarding construction of twelve irrigation projects in Maharashtra and its alleged adverse affect in the Telangana region of Andhra Pradesh.
