STAKEHOLDERS COMMITTEE REVISED GENERAL PLAN POLICY CARRYOVER SUBCOMMITTEE (PCS) Task Purpose The Stakeholders Committee has designated a subcommittee, the Revised General Plan Policy Carryover Subcommittee (PCS), to identify current policies of the Revised General Plan that should be carried forward for inclusion in the New Comprehensive Plan. Obviously, a review of existing policies may prompt ideas of new policies or a revision of current policies; however, the formulation of new and/or revised policies is a separate task to be completed later in the planning process. Task Products A report from the PCS regarding the concurrence of STAC recommendations and any PCS recommendations of carryover policies is the end-product with this part of the task. The report will be a finalized tracking matrix showing the PCS’s recommendation on all policies and a memorandum summarizing the subcommittee’s recommendation. Task Background The current policies are compiled into spreadsheets and categorized by the proposed chapters of the new Comprehensive Plan (Shape, Connect, Compete, Sustain, and Support) as tabs in each worksheet. Only the chapters that had policies corresponding to the topic area (same as the file name) were included in the spreadsheet. The members of the Staff Technical Advisory Committee (STAC) reviewed the policies and provided a recommendation and, if necessary for further clarification, a corresponding comment for the recommendation. Per the consultants’ recommendation to better organize our numerous existing policies, staff has categorized each identified policy as a policy, action, or guideline based on the following understanding of the terms: Policy – A recommended course of action or position on a topic to guide future decisions and/or actions. Action – A specific implementation step that may identify programs, projects, or specific tasks to be carried out to achieve the vision, goals, and/or objectives of the plan. Guideline – An outline of strategy, instructions, or best practices that intend to implement the actions and policies of the plan and/or best achieve the objectives. pg. 1 POLICY CARRYOVER TASK INSTRUCTIONS | September 20, 2017 Task Considerations When reviewing STAC’s recommendation, please consider the following: The main idea of this task is to determine what should be included in our new plan and what is not applicable or relevant in our current Revised General Plan, This is not a ‘word-smithing’ exercise, policy enhancement and/or new policy development will continue later in the process, The public’s comment regarding the topics from two rounds of public input sessions (see Public Input summaries), The Board of Supervisor’s direction to only update and enhance the Rural Policy Area policies, No specific changes have been directed to take place with the towns’ respective JLMAs, other than the Leesburg JLMA, The Board endorsed vision and goals (attached), and Stakeholder Committee’s objectives for each goal (attached). Task Instructions The schedule does not provide for a line-by-line review of the policies during the subcommittee meetings. Given this timeline and the number of policies that need review, it is important that the subcommittee complete their review of the policies, identify policies that require additional discussion, and submit comments to staff prior to the respective subcommittee meeting shown in the Task Timeline below. Please review the spreadsheets and confirm whether you concur with the Staff Technical Advisory Committee’s (STAC) recommendation of the current policy in attempt to meet the Board endorsed Vision and Goals and the Stakeholders Committee Objectives (included for your reference). STAC recommendations are based on the following coded responses: ‘Strengthen’ to recommend expanding the intent or amplifying the effectiveness of a policy. ‘Retain’ to recommend keeping the intent of a policy as written or with minor text revisions for clarity. ‘Loosen’ to recommend relaxing the language of a policy to provide relief while maintaining the general intent. ‘Delete’ to recommend eliminating a policy that is no longer applicable or relevant. Comments need to be submitted to the following staff via email: To: Joseph Carter; [email protected] CC: Chris Torrible; [email protected] CC: Chris Garcia; [email protected] Please identify the specific policy that does not have your concurrence by either: 1. highlighting the policy in the spreadsheet, or 2. preparing a list that states the Spreadsheet Topic, Tab Name, and Row # of the policy. Please be prepared to present your issues with specific policies according the topic area for each respective meeting. Any recommendations for new policies or policy revisions should be submitted as a separate document for consideration later in the policy development process. Any policies without comment from the PCS are considered to have concurrence. pg. 2 POLICY CARRYOVER TASK INSTRUCTIONS | September 20, 2017 Task Record Keeping For tracking purposes, the Policy Carryover Subcommittee responses and recommendation will be captured by the following columns in the spreadsheet: The ‘PCS Concurrence’ column will have one of two answers: ‘Yes’ for concurrence with STAC’s recommendation ‘No’ for disagreement with STAC’s recommendation The ‘PCS Policy Recommendation’ column has a dropdown box for 1 of 4 answers described above (Strengthen, Retain, Loosen, and Delete). The Comment box is for your comments related to the recommendation. This may include justification for the recommendation, further clarification on the recommendation, and/or inclusion of dissenting opinions of the minority for context of the discussion.
