A current list as at 6 December 2019 of all the Honorary Colonels in the British Army b. An explanation as to how these appointments are advertised to ensure a wide diverse group as possible have an opportunity to be considered for these appointments c. An explanation as to how individuals are then selected for an appointment as an Honorary Colonel” I am treating your correspondence as a request for information under the Freedom of Information Act (FOIA) 2000. A search for the information has now been completed within the Ministry of Defence, and I can confirm that the information in scope of your request is held and is below. In response to first part of your request please find attached a list of Honorary Colonels in the British Army. Some of this information is exempt from release under section 40 (Personal Data) of the FOIA. Section 40(2) has been applied to some of the information to protect personal information as governed by the Data Protection Act 2018. Section 40 is an absolute exemption and there is therefore no requirement to consider the public interest in deciding to withhold the information. In response to second part of your request please note that appointments are selected by nominations after basic criteria is met. Please note that all nominations, except for Acting Colonels, require the approval of the Sovereign. The basic criteria are that the nominee should be: - A serving officer of the rank of Colonel or above; or - A retired officer of the substantive rank of Lieutenant Colonel or above. This may include rank attainted in the Army Reserve. - Permanently resident in the United Kingdom or Republic of Ireland. Serving officers may hold an appointment whilst serving in Western Europe. In response to third part of your request selection for appointments is made by recommendation, which should be based upon the wishes of the senior officers of the Regiment or Corps, past and present. Recommendations for extensions are to be made to the Military Secretary (MS) through MS Hons. Selection for appointments: - The 9 principal Colonels Commandant or Masters appointments are selected by No1 Board chaired by Chief of General Staff (CGS) prior to ratification by The Sovereign. - The remaining Colonel and Deputy Colonel appointments are selected by the senior officers of respective Corps or Regiments. Appointments are ratified by MS prior to submission to The Sovereign. MS will refer higher profile or contentious appointments to No2 Board. Should further escalation be warranted, nominations will be considered by No1 Board. Please note that appointments (not including Acting Colonels) are published in the Supplement to the London Gazette. Under Section 16 (Advice and Assistance) you may find it useful to know that Colonel Commandant of the Royal Armoured Corps, the Infantry, the Divisions of Infantry and the Parachute Regiment are appointed for a minimum period of three years which may be extended to a maximum of five years. Master Generals of the Royal Logistic Corps and Royal Electrical and Mechanical Engineers are appointed for 3 – 5 years. The age limit for Colonels is 70 years, with the exception of Colonels of Regiments of the Household Cavalry and the Foot Guards who hold their appointments at the Sovereign’s pleasure.
