No: 4748 /BD Dated Barasat the, 01-12-2015 NOTICE INVITING ELECTRONIC TENDER No. 25 /BD OF 2015-16 OF THE EXECUTIVE ENGINEER, BARASAT DIVISION, PHE DTE. On behalf of the Governor of West Bengal, e-Tender is invited in WB Form-2911 by the Executive Engineer, Barasat Division, P.H.E. Dte. from the bonafide contractors having credential of Civil & Pipe line work the list of works are enclosed in “Annexure-1”. 1) In the event of e-Filing intending bidder may download the tender document from the website http://www.wbtenders.gov.in directly by the help of Digital Signature Certificate. 2) In case of online submission, EMD should be submitted physically by separate cover superscribing “Earnest Money for the work of “Name of the w o r k t o ” the office of Executive Engineer, Barasat Division, PHE Dte. under sealed cover. The Earnest Money is to be deposited before the opening of Financial Bid. Technical & Financial Bid is to be submitted concurrently duly digitally signed at desired documents in the Website http://www.wbtenders.gov.in Tender document may be downloaded from website & submission of Technical Bid/ Financial Bid is to follow the Stipulated date & time Schedule (Clause-30). The documents submitted by the Bidders should be properly indexed & notarized with seal/ attested by competent Authority. The Joint Venture in any form and shape will not be allowed. 3) General Information : Location of Works: Different Blocks in the District of North 24 Parganas. 4) Time of completion: Time of completion of the work is 45 days from the date of issue of formal work order. 5) Eligibility for participating in the Tender : Permission of participating in the tender will be given only to those fulfilling the following eligibility criteria. i) Tenderer should have experiences of executing Civil & Pipe line work having credential (40% of Estimated Amount) in the form of completion certificate from not below the rank of the Executive Engineer, Govt. of West Bengal within last 5 (five) years. ii) Minimum Average Annual Turnover will be Rs. 1.25 (one point two five) times the Estimated cost in each of the last 3 (Three) consecutive audited financial years. iii) Valid Sales Tax, Income Tax Return and Professional Tax Certificate (Challan), PAN Card and West Bengal VAT Registration Certificate with return, Trade License. iv) All document attached shall be stamped and signed by a Notary attested by Competent Authority. Original certificate / order copies / other document as required shall have to be produced on demand during evaluation. v) The tender inviting authority reserves the right to relax the eligibility criteria, of the applicant in respect of any of the technical or financial requirements, if it is deemed necessary for fair & competitive tender without assigning any reason whatsoever. vi) The application of the intending tenderer who is already working in PHE Dte. and whose performance, if found unsatisfactory, or in litigation with the PHE Dte. will not be entertained. 6) The intending tenderer fulfilling the above requirement should bid for the work included in the Bid notice with all related evidentiary documents. The tender inviting authority reserves the rights to accept or reject their offered bid as deemed necessary to finalize the tenders satisfactorily without assigning any reason whatsoever. 7) Selection of eligible agency will be made strictly on the basis of scrutiny and evaluation of the particular as to be furnished at the time of bidding. Decision of the tender inviting authority in this regard shall be final & binding. 8) Bidders have to comply fully with the material specifications mentioned in the tender document and failing to this will lead to the rejection of the technical bid. The tender will be evaluated on a package for all the items in the schedule, & so bidder has to quote for all the items failing which his offer will be rejected. 9) The tendering operation will follow e-tendering process and all rules and regulation pertaining to the tender will be binding to the tenderers. 10) (i) Earnest Money @ 2 % of the estimated amount against works is to be deposited by the Bidder in the form of Bank Draft /Pay order of any Nationalized Bank payable at Barasat, in favour of the Executive Engineer, Barasat Division, PHE Dte. in sealed envelop superscribing “Earnest Money for the work of Name of the work” to the office of Executive Engineer, Barasat Division submitted (offline) on stipulated date only L1 Bidders. Earnest Money in any other form will not be accepted. Without Earnest Money, the tender will be treated rejected. The entire 2% (two percent) of deposited amount shall be converted to initial security deposit. In case of successful bidder. Earnest money of 2% only will be refunded to the unsuccessful Bidder(s) without any interest. (ii)Balance 8% (eight percent) of the accepted value of work will be deducted from each progressive bill of work as security Deposit from the successful Bidder. 11) The total 10% of security Deposit will be released after three months of completion of the work. 12) Security Deposit Money may be released in full along with bill against deposit of same amount in the form of Fixed Deposit/BG of any Nationalized bank pledged in favour of the Executive Engineer, Barasat Division, PHE Dte. 13) The percentage rate is to be quoted both in words and figures in the financial bid and rates quoted should be considered inclusive of all taxes and charges as applicable & payable. For any numerical mistakes, rate quoted in words shall be considered. 14) Before Biding, the Bidder(s) may visit the site to satisfy themselves about the local condition & other matters at their own cost. No claim whatsoever on the ground of insufficient knowledge about the work site or local condition will be entertained at a later date and no claim in future will be entertained. 15) Signatory, who will sign on tender document on behalf of a company or firm must produce the document in respect of their competence to do so, failing which the tender will not be considered. 16) The rates quoted in the tender shall remain valid for six(6) months from the date of submission of tender for acceptance 17) Income Tax, Sales Tax/ VAT etc if any will be deducted from the progressive bills as per Govt. order in vogue. 18) The contractor whose tender will be accepted shall make the formal agreement in Quadruplicate within seven (7) days from the date of issue of an intimation to that effect by this office on payment of usual charges for three copies to the Divisional office and submit the same duly signed by him/ them to the office of the Executive Engineer, Barasat Division, PHE Dte. If the contractor fails to perform the formalities within the specified period, the tender will liable to be cancelled and earnest money will be forfeited. 19) If any Bidder withdraws his tender before its acceptance or refuses to work within a reasonable time without assigning any satisfactory explanation for such act, he shall be disqualified to participate in subsequent and other tenders for a period of one (1) year or more. The earnest money deposited will also be forfeited. 20) Contractor will not be entitled for any compensation for rejection of his tender. 21) Completion certificate produced as credential should clearly indicate the description of works, value of contract, executed work value, date of award, actual date of completion etc. and name, address, telephone no. of the client. 22) Conditional tender will not be accepted under any circumstances and shall be deemed as “informal”. 23) Contractor should furnish self declaration of history of arbitration /litigation /suspension and /or banning of the firm, in the form of affidavit duly certified by 1 st class Judicial Magistrate / Notary 24) Name and address of the Tender Inviting Authority Executing Division / Engineer-in-Charge : Barasat Division, P.H.E.
