Technical Team PLACE IMAGE HERE Representative Project Experience PLANNING PORTFOLIO SEQR CEQR OTHER BAY STREET CORRIDOR REZONING SERVICES: • Land Use Planning • City Environmental Quality Review (CEQR) • Environmental Impact Statement (EIS) LOCATION: Staten Island, New York CLIENTS: New York City Economic Development Corporation (NYCEDC) New York City Department of City Planning (NYCDCP) Langan provided full Land Use Planning services in compliance with CEQR, including preparation of an EIS for the Bay Street Corridor Rezoning project. The project was an integral component of a city-sponsored comprehensive community planning effort focusing on the revitalization of the North Shore of Staten Island. The project is also an integral part of the City’s affordable housing initiative, to encourage new affordable housing opportunities and create jobs through zoning actions, including the adopted Mandatory Inclusionary Housing provision, as well as infrastructure improvements. The project involved rezoning an approximately 45-acre area zoned for manufacturing and industrial uses to a mixed use district. The proposed rezoning would facilitate the potential for more than 2.5 million square feet of new residential use, as well as new ground floor retail amenities and commercial and office space. The City of New York awarded Langan the Bay Street Corridor Rezoning project as part of the firm’s On-Call Environmental Planning and Transportation contract with the NYCEDC. The project was certified into ULURP as of November 2018. SHERMAN PLAZA MIXED-USE DEVELOPMENT SERVICES: • Land Use Planning • City Environmental Quality Review (CEQR) • Environmental Assessment Statement (EAS) • Geotechnical Engineering • Natural and Cultural Resources LOCATION: New York, New York Langan prepared a New York City Environmental Quality Review (CEQR) EAS for zoning map amendments to the New York City Zoning Resolution to facilitate the construction of a CLIENT: 23-story, 415,587 GSF mixed-use, development in the Inwood neighborhood of Manhattan. Confidential The EAS evaluated the potential impacts of the additional bulk and height allowed under the rezoning to an R9 zoning district with a full C2-4 commercial overlay and text amendment for the establishment of a Mandatory Inclusionary Housing Area (MIHA) on the project site. Under the MIH program, 30 % (100) of the dwelling units under the development will be permanently affordable for residents with incomes at 80 %of the Area Median Income. The EAS also evaluated the project’s potential shadow impacts on Fort Tryon Park, a 67-acre public park directly west of the project site across Broadway that is a designated New York City Scenic Landmark and is listed on the State and National Register of Historic Places.
