Agenda: Welcome and introductions, in memoriam, earthquake response update, Kunduz response update, conflict displacement overview, Afghanistan resilience consortium presentation, winterization update, Cluster updates, AOB. # Agenda Item Issues Action Points 1 Welcome and Participants were welcomed and introduced themselves. introductions 2 In memoriam The Humanitarian Regional Team paid tribute to the late Timur Murshidy, WFP Programme Officer who and his family had tragically died. 3 Afghanistan IOM and OCHA earthquake updates: Clusters and Earthquake on 26 Assessment update: provincial October 2015 Samangan province: Out of 7 districts 2 districts are affected. There are no reports humanitarian about people dead or injured. Totally affected are 271 families out of which are 254 teams to families in category B and 17 families in category A. address Baghlan province: Out of 15 districts 12 districts are affected. Totally affected are 943 families out of which 703 families Badakhshan province are in category B and 240 families in category A. 1 Badakhshan province: Out of 28 districts, 20 districts are affected. Totally are 15 people dead and 91 people injured. As of 22 November, totally affected are 7,178 families out of which as per 12 November account 2,689 families are in category B and 4,450 families are in category A. Response update: Emergency shelter and NFI response: Samangan province: A total of 228 families need NFI assistance. WFP distributed 2 pcs of female clothing to 43 affected families produced in a vocational training course in Aybak supported by WFP. IOM response is planned. ICRC informed they are following up on ARCS assistance for 228 families in insecure locations. At the Samangan OCT meeting on 16 November ANDMA requested the provision of food and NFIs for 228 affected families. UNICEF was requested to provide NFIs and hygiene kits for 228 families. Baghlan province: ARCS/UNICEF provided NFIs for 259 affected families. Between 19 and 22 November, WFP and UNICEF assisted 450 families with food and NFIs. The distribution took place in Pul-e-Khumri. In addition, WFP and UNICEF dispatched food and NFIs to Khenjan and Doshi districts where the items were distributed on 23 November. OCHA followed up with the government on food and NFI assistance for 314 families in the two insecure districts of Guzargah-e-Nur and Khost Wa Fereng. The two districts are not accessible for UN, NGO and ARCS teams. Kunduz province: Subject to assessment outcome. Takhar province: 142 families have received tents. IMC plans to provide tents for the remaining 98 families. 797 families have received NFI assistance. IMC plans to provide NFIs for the remaining 146 families. Concern Worldwide provided 239 NFI kits and 64 tents. UNICEF/ARCS provided 258 NFI kits. BRAC assisted 166 families with NFIs. IOM assisted 134 families. Badakhshan province: As of 22 November, a total of 5,802 families have received assistance. 410 tents distributed and 1,740 NFIs distributed. 3,181 families in Jorm and Yamgan districts will be assisted by ARCS. On 12 November, Qater Red Crescent Society (QRCS) and ARCS started providing assistance for 243 families in Jorm district. 2,272 families are eligible for NFIs assistance in Jorm district while 909 families are in need NFIs in Yamgan district. All affected families in 2 Badakhshan are in need of shelter and fuel for winterization. A total of 500 hygiene kits had been distributed in Shuhada and Jorm districts. Food assistance update: Samangan province: On 17 November, WFP distributed one month food ration for 43 families in the accessible parts of Aybak and Khuram Wa Sarbagh district. ICRC is following up on food response in insecure areas. Baghlan province: ARCS provided food for 259 families. WFP and UNICEF provided food and hygiene kits for 1,351 families. The Government of Turkmenistan donated 20 ton of wheat flour to Baghlan. OCHA followed up with the Afghan government on food assistance for 314 families in two insecure districts where an initial assessment was done by the government. Kunduz province: Subject to assessment outcome. Takhar province: 671 families received food assistance. WFP plans to provide food to a remaining 272 families. Overall, food assistance was provided by WFP, ANDMA, ARCS and BRAC. BRAC assisted 166 families with food. ARCS assisted 93 families. ANDMA assisted 131 families. WFP so far provided food for 281 families but will in total cover 553 families. The Government of Turkmenistan donated 30 ton of wheat flour for Takhar. Badakhshan province: As of 12 November, 2,570 families received food assistance. WFP plans to respond to the food needs of 806 families in Shighnan, Teshkan, Zebak and Eshkashem districts. On 12 November, ARCS began with the distribution to 243 families in Jorm district. The response will continue to cover 2,272 families in the district. In Yamgan district assistance will be provided after completion of the response in Jorm district. 909 families need food assistance in Yamgan district. DRC plans to provide food assistance for 74 affected families in Yatafa-e- Sufla district. Response gaps: Emergency shelter and NFI response gap: Samangan province: None if commitments are fulfilled. Baghlan province: NFI for 314 families in Guzargah-e-Nur and Khost Wa Fereng districts remains a gap. Government assistance has been requested. Emergency shelter needs will be covered under winterization. Kunduz province: Subject to assessment outcome. 3 Takhar province: None if commitments are fulfilled. Badakhshan province: As of 22 November, the NFI gap is as follows: 328 families in Baharak district, 395 families in Darayem district, 7 families in Nosay district, 395 families in Warduj district, 909 families in Yamgan district, 15 families in Kofab district, and 8 families in Shukai district. The makes a total NFI gap for 2,508 families. Access to 395 families in Warduj and 909 families in Yamgan districts is blocked because of insecurity. The humanitarian team is following up. Food response gaps: Samangan province: None if commitments are fulfilled. Baghlan province: Food for 314 families in Guzargah-e-Nur and Khost Wa Fereng districts remains a gap. Government assistance has been requested. Kunduz province: Subject to assessment outcome. Takhar province: None if commitments are fulfilled. Badakhshan province: As of 22 November, the food gap is as follows: 42 families in Argo district, 7 families in Nosay district, 62 families in Eshkashem district, 26 families in Kohistan district, 909 families in Yamgan district, 15 families in Khwahan district, 1 family in Kofab district, 8 families in Shukai district, and 395 families in Warduj districts. This makes a total food gap for 1,465 families. Access to 395 families in Warduj and 909 families in Yamgan districts is blocked because of insecurity. Currently a total of 495 IDP families are in need of food assistance and 542 IDP families are in need of NFI assistance. New displacement has resulted in the submission of new petitions to DoRR. This includes 205 families from Jorm district, 94 families from Shuhada, 4 Warduj and Jorm living in Baharak district, 45 families from Baharak villages living in the district center, 82 families from Kunduz city, Takhar province, Shuhada, Warduj, and Baharak districts of Badakhshan province living in Fayzabad city, 13 families from Tagab district living in Keshem districts. The total number of IDP petitions is for 439 families. The IDP TF developed an assessment plan. Assessments started on 22 November. UNHCR is following up on the food response gap for 495 IDP families and NFI gap for 542 IDP families. Also, between 28 September and 24 October a total of 1,219 conflict IDP families from Kunduz were assisted with food and NFIs in Badakhshan province. Assistance was provided by WFP, UNHCR, PIN, CWW, ARCS/UNICEF, SCI, Mission East, and DoRR. WFP provides food assistance for 330 conflict IDP families from Warduj living in Baharak district. Takhar province: Actions required to address response gaps: UNHCR and WFP to provide NFIs and food for 501 IDP families in Khwajabahawuddin district. DoRR, UNHCR and NPO to assess families displaced from Khanabad district, Kunduz province to Taloqan, Takhar province. UNHCR and WFP to assist IDP families from Khwajaghar district.
