Context 2.1 Wider Area Care home site Railway Station Horndean is an expanding Hampshire settlement located on the Western border of the South Downs National Park and approx. 8.7 Horndean miles north of Portsmouth. The site is accessible via Rowlands Castle Road which joins the Portsmouth Road (A3) to the north west, from which Junction 2 of the A3(M) can also be accessed. Horndean is located approx. 0.5 miles north west with amenities including a hotel, pubs, restaurants, bakery, shops, cafés and pharmacy. Horndean also has a golf course, community centre and Hazelton Common Nature Reserve. Waterlooville Rowlands Castle Railway Station is approx. 2.2 miles south east of Rowlands Castle the proposed site and offers rail services to Portsmouth (26 minutes) and London Waterloo (1 hour 27 minutes). Bus stops are situated throughout the settlement of Horndean and provide services to destinations including Gunwharf Quays, Portsmouth city centre, Waterlooville, Southbourne and others. The Queen Alexandra Hospital is approx. 6.2 miles south of Horndean and there is a local surgery in the centre. Context 2.2 Local Area Bloor Homes The Highwood Group A3 (M) application site application site Horndean can be accessed via Junction 2 of the A3(M). The majority of the built-up area of Horndean is located to the west of the A3(M). The motorway forms a strong element of the urban form and serves as an important connection with the wider region. Horndean’s historic centre forms a focal point with a number of public houses and several shops clustered within the area. Morrisons super store provides for an alternative retail offer located to the south of the A3, off Dell Piece West. Nearby residential accommodation is primarily concentrated to the west in Horndean. However, there are pockets of residential development to the north and east, including Grade II Listed Buildings at Hook Cottage (Pattersons Lane) and Cadlington House. The site itself forms the north-east parcel of the wider Local Plan Allocation HN1: Land East of Horndean. This allocation comprises approximately 62.5 hectares and includes land to the south and west of the application site. The application site comprises of land located approximately 280 metres east of Horndean, consisting of open fields/ paddocks. The land immediately to the west is the subject of a current planning application by Bloor Homes for a cricket pitch and age restricted apartments (ref: 55562/006). Context 2.6 Existing Movement & Access Existing Vehicle Access Rowlands Castle Road lies adjacent to the southern boundary of the site and runs between the village of Rowlands Castle and Horndean to the west. The road also connects onto the B2149 Havant Road which then joins Junction 2 of the A3(M). The A3(M) connects Horndean to: Portsmouth to the south via the A27 and M275; Havant and Chichester to the south and south east via A27; and Fareham to the south west via the M27. Cycleways, Bridleways, Footpaths Horndean connects to the UK cycle network via Route 222 which runs through the centre and connects Queen Elizabeth County park with the town of Eastney on the south coast. There are a number of Public Rights of Way and Bridleways in the area which predominantly help to provide access to the South Downs National Park. The nearest pedestrian footpath begins where Rowlands Castle Road meets Idsworth Close, to the southwest of the site. This continues westwards and into Horndean. Proposed Cycle Access The main mode of public transport in the Horndean area is provided by the local bus network. The no. 8 and 37 bus connect Horndean with Waterlooville and on to Portsmouth. The nearest train station can be found at Rowlands Castle (south east of the site). It has many special qualities which together define its sense of place and attract people to live and work in the area and visit the National Park. Planning History 3.1 Current Planning Outline Consent Proposed Care Home site The proposed site is currently part of a wider development area which has a number of outline planning applications submitted. The first outline planning application is for the development of 700 dwellings, approximately 1.7 Ha of employment land, a local centre, care village and community facilities (ref: 55562/001).
