All the states have disbursed to most of the FCAs/FUGs except Jigawa and Edo where disbursement was delayed for political reasons. The savings in FUEF accounts has increased to a total ofN66,133,814.76. 75% of the SFCOs have federated their FCAs up to the state level while FCAs in 8 states have only been federated up to the Local Government levels. There has been close collaboration with the Local Government through the Local Fadama Desk Officers in the delivery of the project. This has been demonstrated by the Desk Officers working closely with the facilitators, FCAs and FUGs. It is expected that this will ensure the sustainability of the project. The States have calibrated their GPS except Kogi which is yet to procure its GPS equipment. A total number of 6,600 sub-projects have been geo- Public Disclosure Copy referenced in 27 states. There has been a tremendous improvement in the number of SFCOs using the voucher system for input delivery from five in the last mission to 22 as at the just concluded mission. Innovations are continuously being introduced across the SFCOs. There are thirty identified innovative activities already introduced into the project Page 1 of 24 The World Bank Report No: ISR4370 implementation across the SFCOs. These activities increase the level of benefits to FCAs/FUGs, enhances the achievement of the PDO and also ensure sustainability of sub- projects. These innovative activities can be categorized as collaboration/partnership and sole initiatives. Such collaborations are with research institutes, farms, ministries etc. The sole initiatives include bio-gas production, improved use of ICT services, value addition production and marketing of agricultural produce by Federated FCAs. The Bank, National and State Fadama offices are actively engaging Civil Society Organizations (CSOs) in the assessment and monitoring of Fadama III. The project's openness and transparency towards CSOs has been highly commended. The project piloted independent third party monitoring and their report is attached which covered only selected project sites. However, in response to the observations, the project is increasing it's focus and empowerment of women, vulnerable and youth groups and also plans to have a workshop to review its social accountability mechanism, while the Bank's environmental specialist is building capacity of specific states on safeguard issues.
