Minutes of the meeting of Sandleheath Parish Council (SPC) held on Thursday, 18th February 2021 at 7.30pm via Zoom PRESENT: Chairman Cllr C Kemp Councillors Cllr K Partridge, Cllr G Lacey Clerk Mandy Wilkinson Also, in attendance was 1 member of the public. Due to technical problems the meeting had a delayed start time of 7.50pm. 20/21.240 To complete Attendance Book and receive apologies for absence: Clerk completed the attendance book on behalf of the Parish Councillors and member of public. Cllr Martin, Cllr Andrews, Cllr Heron, Cllr Bellows and Cllr Sevier conveyed their apologies, apologies accepted (3) 20/21.241 To receive any declarations of interest by any councillor on any agenda item: Nothing to declare. 20/21.242 To approve and sign the minutes of the meeting held on 14th January 2021: These minutes were reviewed by the members and it was then RESOLVED that the minutes of the meeting held on 14th January 2021 be signed as a true record. Clerk to collect signed minutes from Chairman. 20/21.243 Public Session: Following an overview of the agenda by the Chairman, no matters were raised by those present at this time, however the public discussed agenda points on 20/21.245: Planning applications. 20/21.244 Reports by County and District Councillors: None 20/21.245 Planning Applications: a) To receive and comment on applications received: Application no: 21/10115: Forest Cottage, Alderholt Road, Sandleheath, SP6 1PT. Proposal: Two-storey side extension Following a meeting of Sandleheath Parish Council, the members proposed, seconded (3) and resolved the suggestion of a PAR 3 recommendation: PAR3 We recommend PERMISSION, for the reasons listed below: We cannot see any significant reasons why this planning should not go ahead Application no: 21/10052: Land to west of, Whitsbury Road, Fordingbridge, Proposal: Residential development and change of use of land to Alternative Natural Recreational Greenspace and all other necessary on-site infrastructure (Outline planning application all matters reserved except means of access only in relation to a new point of vehicular access into the site) Status: Registered – After discussion, by members of Sandleheath Parish Council, proposed, seconded and Resolved (3) a recommendation of a PAR4 Refusal, for the reasons listed below: Lack of infrastructure, the impact of the local roads caused by the increase of traffic Clerk has requested planning meeting date from NFDC and FTC b) To review decisions received from the NFDC Planning Authority: Application no: 20/11315: 1 Sandle Manor Bungalows, Marl Lane, Sandleheath Proposal: Single-storey, rear extensions; roof lights Decision: Granted subject to conditions. Application no: 20/11023: Site: Willow Cottage, Rockbourne Road, Sandleheath Proposal: New single storey 4 bay garage / carport Decision: Granted subject to conditions. c) Other planning matters: Application no: 20/10588 – (Re-consultation) Site: The Old Stores, Scats Lane, Sandleheath Proposal: Use of land for the siting of one shepherd hut (for holiday purposes) hardstanding, services (water and electricity) and a sewage treatment plant. Decision: Pending - Clerk to chase NFDC Planning Application no: 20/10972 – Sandleheath Village Hall, Main Road, Sandleheath SP6 1TD Description: Single-storey rear extension; Construction of above surface car park with access Decision: Pending – Clerk to chase NFDC Planning Application no: 20/11408 - Mists Farm, Rockbourne Road, Sandleheath SP6 1QG Proposal: Demolition of Agricultural buildings and dwelling, replacing with new green oak framed farmhouse & ancillary accommodation, with new storage barn Decision: Pending – Clerk to chase NFDC Planning d) To review decisions received from the NFDC Tree Work Decisions: None 20/21.246: The Common: To receive & consider any concerns relating to the Common: a) Meadow update - Sandleheath Community Association have reduced the size of the Meadow plans and have plans for three wild areas on the common, The Parish Council are happy to support this plan subject to making agreed conditions. Cllr Partridge will liaise with Sandleheath Community Association to coordinate. b) Tree – Turkey Oak tree - Cllr Partridge advised that the Turkey Oak, has had the pollard work completed – Clerk to pay contractors invoice on behalf of SPC c) Reinstatement of Common on corner of Main Road near Common Gate – Estimate for the required for work to be sought. d) Drainage on the common and Alderholt Road, following discussion with members of the Parish Council, the members of the Parish Council Resolved to source a contractor for an estimate for a drainage investigation. Clerk to also contact Hampshire Highways and HCC 20/21.247: Parish Lengthsman Scheme: Cllr Partridge give an update on the lengthsman completed tasks from the last visit of the 15th February 2021, Villagers and Councillors are reminded to contact the clerk [email protected] or Cllr Partridge if you have any tasks for the lengthsman. 20/21.248: Highways/Footpaths: a) To receive an update in relation to any issues relating to highways: i. Speed monitoring in village – Cllr Kemp reported to meeting on behalf of Cllr Andrews following his discussions regarding the speed camera. There are various options available, Cllr Kemp will investigate further and will report back at the March Parish Council Meeting. ii. Village Gates – Cllr Kemp confirmed that she will investigate the different options of village gates and road markings and will report back in the March Parish Council meeting. iii. Drainage – Hampshire Highways/ HCC will be contacted for a possible survey on all drainage, Alderholt Road, Scats Lane and the Common. The bottom of Alderholt Road has been an ice hazard for many years and needs attention. – see minute ref: 20/21.246 Parishioners are reminded to report any Highways concerns online via the HCC website at http://www3.hants.gov.uk/roadproblems or contact Clerk. b) To receive an update in relation to any issues relating to footpaths/cycle path: i. Pavement sweeper – Members of Parish Council, discussed various options on clearing pavements, including adding to lengthsman task list, to be investigated and report in March meeting. ii. Cycle Path - The cycle has become very boggy in areas, clerk has contacted HHC, no reply as yet – Clerk to chase up HHC Parishioners are reminded to report any concerns relating to Rights of Way issues online via the Hampshire County Council (HCC) website at https://www.hants.gov.uk/landplanningandenvironment/rightsofway/reportaproblem or contact Clerk. 20/21.249: Sandleheath Village Hall Update: The were no attendees from Sandleheath Village Hall committee. The next phase of the building works has started with the scaffolding going up inside the hall 20/21.250: Finance a) To note current balances and financial position: Deposit Account Current Account Combined Accounts £7,348.15 £21,418.81 £28,766.96 b) To authorise and sign cheques for payment: The members RESOLVED the following payments: Cheque No Payee Details TOTAL COST Salary, expenses, printer ink and 100927 M Wilkinson (clerk) £333.59 McAfee computer security Tree works on Turkey Oak tree on 100928 Avon Tree Care £375.00 Meadow C) Village Capex – Cllr Kemp ran through the draft village expenditure sheet for future improvements for Sandleheath. It was agreed to proceed with obtaining quotes for the items on the list, speed cameras, village gates, Meadow plan and drainage contractors 20/21.251: Parish Council matters: Chairman and Clerk need to review the statutory documents and update: Standing Orders and Financial regulations – the members, proposed and seconded (5) in order to proceed and for documents to be circulated to members before the next meeting. 20/21.252: To receive items of Correspondence: The Clerk advised that relevant correspondence had been forwarded to councillors via email, before the meeting. 20/21.253: Consultations: Dorset Local Plan – housing development plans for Alderholt – comments by 15th March 2021 www.dorsetcouncil.gov.uk/Dorset-council-local-plan Volume 2, South eastern Dorset, pages 106 to 113. Hampshire County Council Local Transport Plan – comments by 28th February 2021. https://www.hants.gov.uk/transport/localtransportplan Public Consultation on the draft Mitigation for Recreational Impacts on New Forest European Sites supplementary planning document. – comments by Sunday 21st February 2021. https://newforest.gov.uk/article/1938/mitigation-strategy 20/21.254: Meetings of Outside Bodies: None 20/21.255: Matters to be raised on the next agenda: Future capital projects – update Annual Parish Council meeting and Annual Council Meeting 20/21.256: Date of Next Meeting Parish Council Meeting on Thursday 25th March 2021 @7.30pm via Zoom The Chairman closed the meeting at 21.33pm.
