Jack Heard, Harris County Attorney Records, Harris County Archives, Houston, Texas. Agency History: The Harris County Attorney’s Office defended county employees from a civil rights civil suit. On November 4, 1986, Kartis Ewing (a/k/a K.Artis Ewing) filed a civil suit in the United States District Court for the Southern District of Texas, Houston Division, against Sheriff Jack Heard, Deputy J.H. Murphy, Sgt. J.R. Dixon, Deputy D.L. Jones, Deputy R. Woods and T.C. Wright all of the Harris County Sheriff’s Office for violation of civil rights, specifically physical abuse by brutality and medical neglect while in the Harris County Jail. Pre-trial hearings were held at the Wynne Unit, Texas Department of Corrections, Huntsville, Texas, on October 23, 1987, before Judge James De Anda, and at the Darrington Unit, Rosharon, Texas, on May 31, 1988, before Judge David Hittner. Lisa S. Rice, Assistant County Attorney, acted as lead counsel for Harris County. Judge Hittner dismissed the case on June 8, 1988. An appeal was filed on July 13, 1988, and was denied by Judge Woodrow Seals on November 7, 1988. Plaintiff’s motion for reconsideration was filed on November 30, 1988, and the case was reopened on October 12, 1989. Between 1990 and 1996 there were numerous motions for substitution of plaintiff’s counsel, motion to dismiss the case, motions for discovery, and an order for Ewing to pay all costs of litigation, leading to the plaintiff’s motion for an extension of time, which was denied.
