MINUTES OF THE STUDY SESSION – OCTOBER 8, 2019 Alpine School District’s Board of Education met in a study session on Tuesday, October 8, 2019 at 4:00 P.M. The study session took place in the board room at the Alpine School District Office. Board members present: Board President S. Scott Carlson, Vice President Mark J. Clement, Sarah L. Beeson, Amber L. Bonner, Sara M. Hacken, Julie E. King, and Ada S. Wilson. Also present: Superintendent Samuel Y. Jarman, Business Administrator Robert W. Smith, and members of the administrative staff. There were approximately ten others in attendance. Review of 2016 Bond Accountability Presentation Assistant to the Superintendent, Kimberly Bird, reviewed a draft of the accountability presentation for the 2016 bond. When completed, this presentation will be taken out to the PTA and SCC members in all of our schools. Review Procedures for Advisors and Coaches of Extracurricular (PACE) Assistant Superintendent, Rhonda Bromley, reviewed the procedures for advisors and coaches of extracurricular (PACE) with the board members. PACE is a positive, simple resource for administrators to use. The meeting adjourned at 5:30 P.M. The meeting took place in the board room at the Alpine School District Office. Board members present: Board President S. Scott Carlson, Vice President Mark J. Clement, Sarah L. Beeson, Amber L. Bonner, Sara M. Hacken, Julie E. King, and Ada S. Wilson. Also present: Superintendent Samuel Y. Jarman, Business Administrator Robert W. Smith, and members of the administrative staff. COMMUNITY COMMENTS Maegen Jenny is the PTA president at Vineyard Elementary. She said there are other parents in the audience and others at parent/teacher conference who share her opinion. She thanked the school board for their careful study of the needed projects for phase IV of the 2016 bond. Maegen asked the board to make boundary decisions quickly if the school in Vineyard is not approved, to allow families to be ready for next year. She commented that there are 3,000 active building permits and the majority are single family homes to be built this year. Jenna George commented that her children have attended Vineyard, Lakeridge and Mountain View and she has served on the SCC and PTA. Jenna was a part of the most recent boundary committee for Vineyard. She asked the board to continue making the best decision for the majority of students. If a school is not going to be built, the people of Orem and Vineyard need to know what the contingency plan is. She reminded the board that the people of Orem and Vineyard voted for the bond and that it included an elementary school in Vineyard. Wendy Hart commented that the decision in November 2017 to build an elementary school in Vineyard was made under a different set of circumstances. She referred to the audio recording from that meeting and a statement made by a former board member regarding not tying the hands of future boards. Keith Kuder is currently a candidate for Vineyard City Council. Smart growth is one of the top issues in the community. He asked that they take the ASD sign down that says a new school is going to be 3 Board Meeting Minutes October 8, 2019 built in phase IV of the bond. Keith said the community needs to know the solution and prefer that it come sooner than later. MINUTES Scott Carlson recommended the approval of the September board meeting minutes. Sara Hacken made the motion to approve the September Board meeting minutes, Julie King seconded it, and the motion passed unanimously. CLAIMS Check numbers 00149524 through and including 00153408 totaling $30,858,879.38 and 00000749 through 00000989 totaling $393,150.20 were presented for the board’s acceptance. Superintendent Jarman recommended the Board’s acceptance of the claims for September. Amber Bonner made the motion to accept the claims as presented. Superintendent Jarman recommended the approval of the routine Business. Mark Clement made the motion to approve the routine Business, Amber Bonner seconded it, and the motion passed unanimously. ACTION ITEMS 1. Student Trip Requests Superintendent Jarman recommended the approval of the student trip requests. Jeff Schoonover made some clarifications based on the requests that were submitted. Amber Bonner made the motion to approve the student trip requests, Mark Clement seconded it, and the motion passed unanimously.
