MINUTES OF THE JUNE 14, 2017 SPECIAL MEETING OF THE UNITED COUNTIES OF PRESCOTT AND RUSSELL The Council of the United Counties of Prescott and Russell met on June 14, 2017, in the Counties’ Administration Building in L'Orignal to consider Official Plan Amendments No. 30 and No. 32 to the County Official Plan and the adoption of a Fire Dispatch Agreement between the Town of Hawkesbury and the United Counties of Prescott and Russell. WARDEN’S WELCOME AND ROLL CALL At 9:07 a.m., Warden Gary J. Barton called the meeting to order. Were present: Warden Gary J. Barton, Jeanne Charlebois, Guy Desjardins, Robert Kirby, Fernand Dicaire, Conrad Lamadeleine, Pierre Leroux and François St-Amour, Council Members. Also present: Stéphane P. Parisien, CAO, Michel Chrétien, Marc Clermont, Pierre Gauthier, Louise Lalonde, Carole Lavigne, Julie Ménard Brault, Louis Prévost, and Justin Bromberg. Absent : Anne Comtois Lalonde and Andrée Latreille, Clerk. DISCLOSURE OF PECUNIARY INTEREST (n/a) ADOPTION OF THE AGENDA 131… Moved by Jeanne Charlebois Seconded by Pierre Leroux THAT the Agenda be adopted with the removal of the report at item 5.2 (Amendment No. 32) and the removal of By-law 2017-33. Carried AMENDMENT NO 30 TO THE UCPR OFFICIAL PLAN The Planning and Forestry Director provided the history of his report as well as the process and decisions taken by Council prior to this morning. He maintains his recommendation to Council, namely because the cement plant will meet the guidelines of the Ministry of the Environment and Climate Change. Council members asked questions and provided comments to Mr. Prévost. 132… Moved by François St-Amour Seconded by Pierre Leroux WHEREAS Colacem Canada has submitted an application to Amend the United Counties Official Plan in order to allow for a cement plant just east of the licensed quarry owned by Colacem along County Road 17 in the Township of Champlain; AND WHEREAS Council of the United Counties of Prescott and Russell is the approval authority for Official Plan Amendment applications in Prescott and Russell; AND WHEREAS numerous written submissions were submitted as part of the public consultation processes; AND WHEREAS Council of the United Counties concurs with the planning report regarding the effect of public and agency comments on the decision; BE IT RESOLVED that this proposed amendment to the County Official Plan be approved. A recorded vote was requested by the Mayor of the City of Clarence-Rockland. (3) DICAIRE, Fernand (3) CHARLEBOIS, Jeanne (3) LAMADELEINE, Conrad (1) KIRBY, Robert (1) LEROUX, Pierre (4) ST-AMOUR, François (4) TOTAL (19) (7) Carried Counties’ Council - 2 - L’Orignal, Ontario June 14, 2017 FIRE DISPATCH AGREEMENT 133… Moved by Pierre Leroux Seconded by François St-Amour WHEREAS the Chief Administrative Officer presented Report DG-002/2017 regarding the Fire Dispatch Agreement for the following six local municipalities: Champlain, East Hawkesbury, The Nation, Alfred and Plantagenet, Russell, and Casselman; BE IT RESOLVED that Council approve the Agreement for a three-year term, being from March 1, 2017 to February 29, 2020; AND FURTHER THAT the costs of the fire dispatch services for the 1st year be covered by the UCPR but redistributed to the participating municipalities, according to the County levy, and, for the 2nd and 3rd year, that the dispatch service costs be financed by the UCPR for all eight municipalities, including Hawkesbury and Clarence-Rockland.
