Si, This has reference to your application NO.PIU jKSHIP-IIIjMOEF-ECj Sringeri­ H.andij2015-16j6861 dated 30.12.2015 submitted the above mentioned proposal tc this Ministry for seeking Terms of Reference (ToR) in terms of the provisions of th Environment Impact Assessment (EIA) Notification, 2006 under the Elvironment (Protection) Act, 1986. 2 The proposal for 'Improvement of Shanivarasanthe - Madikeri Section of 81-27 and Somwarpet to Kodagu District Border Section of SH-85' in the Sate of Karnataka by Karnataka State Highways Improvement Project Inplementation Unit, was considered by the Expert Appraisal Committee (EAC) in fe Ministry for Infrastructure Development, Coastal Regulation Zone, Buildingj CJnstruction and Miscellaneous projects, in its 156th meeting held on 28-29 dnuary, 2016. ~, The details of the project, as per the documents submitted by the Project lroponents (PP), and also as informed during the above said EAC meeting, are eported to be as under:­ I) The proposal involves improvement of Shanivarasanthe - Madikeri Section of :H-27 and Somwarpet to Kodagu District Border Section of SH-85 in the State of :arnataka by Karnataka State Highways Improvement Project Implementation Unit. i) Project stretch starts from Shanivarasanthe at km 92+500 of SH-27 and ends .t Madikeri at km 36+700 of SH-27 with a spur route from Somwarpet at km :24+000 of SH-85 to Kodagu district border at km 211+500 of SH-85. iii) Total length of existing road is 68.3 km including the spur route length of .2.5 km. The existing right of way (RoW) varies from 12 to 30 m. The proposed RoW s 12-14m in built up locations, 24m in hilly terrains and 30m in plain terrains. iv) Design speed is 40-60 kmph at mountainous & steep terrain and 80-100 (mph at plain & rolling terrain. :v) The project road will give better connectivity for Shanivarasanthe, Somwarpet :md Madikeri Towns. ~ ~ Proposal NoJA/KA/MIS/34268/2015 Page 10f7 (vi The project roads pass through Somwarpet and Mercara (Madikeri) Taluks of Kdagu district and the major built-ups along the project road are Shanivarsanthe, Sanwarpet and Madikeri. {vi No bypasses are proposed as part of this project. 2 major bridges and 9 minor bdges are present along the project road. Total 235 culverts are there in the eX3ting road. (vL) Forest land: Tentative area of forest to be diverted for the proposed irrurovements for the project road is 9.13 ha. {ix Wildlife issues: Pushpagiri Wildlife Sanctuary, a protected area notified urler the Wildlife (Protection) Act, 1972, is situated at a distance of 9.00 km from Shnivarasanthe to Madikeri section of SH-27. (x) A Tiger corridor identified by National Tiger Conservation Authority (NTCA) is cnssing the project road from km 48+240 to km 45+840 of SH-27. No tiger corridor wa observed along the spur route. (xi Project road transverse through altitude>1000 m amsl at 4 stretches, which an km 88+155 to km 63+200, km 57+300 to km 53+870 and 45+890 to km 36·700 of SH-27 and km 224+000 to km 219+650 of SH-85. (xi Project road passes through proposed Eco-Sensitive Zone of Western Ghat, (SJ.733 (E) [10.03.2014]), MoEF&CC, Government of India) from km 218+100 to kn 212+050 of SH-85. (xq Fly Ash Notification, 2007 is not applicable for this project corridor since no thll"mal power plants are situated within 100 km from the project road. (xi) InvestmentlCost: Civil cost for the project road is Rs. 290 Crores. Erlironmental management cost during construction phase works out to Rs. 1.63 Cr,res and that for operation phase is Rs. 2.08 Lakhs per year for first three years anl Rs 17.45 Lakhs from fourth year onwards. 4. The proposal was considered by the EAC in its 156th meeting held on 28-29 Jamary, 2016 and was recommended for grant of scoping clearance. As per the reommendation of the EAC, the Ministry of Environment, Forest & Climate Change heeby accords ToR to the 'Improvement of Shanivarasanthe - Madikeri Section of3H-27 and Somwarpet to Kodagu District Border Section of SH-85' in the St:te of Karnataka by Karnataka State Highways Improvement Project hmlementation Unit, for preparation of the Environment Impact Assessment (EIA) Re>ort and Environment Management Plan (EMP) with the specific and general cOlditions as under:­ (i) Examine and submit a brief description of the project, project name, nature, size, its importance to the region/state and the country. (ii) In case the project involves diversion of forests land, guidelines under OM dated 20.03.2013 may be followed and necessary action taken accordingly. (iii Details of any litigation(s) pending against the project and/or any directions or orders passed by any court of law/any statutory authority against the .project to be detailed out. (iv) Submit detailed alignment plan, with details such as nature of terrain (plain, rolling, hilly), land use pattern, habitation, cropping pattern, forest area, environmentally sensitive areas, mangroves, notified industrial areas, sand dunes, sea, rivers, lakes, details of villages, teshils, districts and States, latitude and longitude for important locations falling on the alignment by employing remote sensing techniques followed by "ground truthing" and also through secondary data sources. ~ ~ PropGl No.IA/KA/MIS/34268/2015 Page 20f7 (v Describe various alternatives considered, procedures and criteria adopted for selection of the final alternative with reasons. (v) Submit Land use map of the study area to a scale of 1: 25,000 based on recent satellite imagery delineating the crop lands (both single and double crop), agricultural plantations, fallow lands, waste lands, water bodies, built­ up areas, forest area and other surface features such as railway tracks, ports, airports, roads, and major industries etc. and submit a detailed ground survey map on 1:2000 scale showing the existing features falling within the right of way namely trees, structures including archaeological & religious, monuments etc. if any. (\i) If the proposed route is passing through any hilly area, examine and submit the measures for ensuring stability of slopes and proposed measures to control soil erosion from embankment. (lii) If the proposed route involves tunneling, the details' of the tunnel and locations of tunneling with geological structural fraction should be provided. In case the road passes through a flood plain of a river, the details of micro­ drainage, flood passages and information on flood periodicity at least of the last 50 years in the area should be examined. ({) If the project is passing through / located within the notified ecologically sensitive zone (ESZ) around a notified National Park/Wildlife Sanctuary or in the absence of notified ESZ, within 10 km from the boundary of notified National Park/Wildlife Sanctuary, the project proponent may simultaneously apply for the clearance for the standing committee of NBWL. The EC for such project would be subject to obtaining this clearance from the standing committee of NBWL. I:) Study regarding the Animal bypasses/underpasses etc. across the habitation areas shall be carried out. Adequate cattle passes for the movement of agriculture material shall be provided at the stretches passing through habitation areas. Underpasses shall be provided for the movement of Wild animals. d) The information should be provided about the details of the trees to be cut including their species and whether it also involves any protected or endangered species. Measures taken to reduce the number of the trees to be removed should be explained in detail. Submit the details of compensatory plantation. Explore the possibilities of relocating the existing trees. idi) Necessary green belt shall be provided on both sides of the highway with proper central verge and cost provision should be made for regular maintenance. Kiii) If the proposed route is passing through a city or town, with houses and human habitation on either side of the road, the necessity for provision of bypasses/dive+,sions/under passes shall be examined and submitted. The proposal should also indicate the location of wayside amenities, which should include petrol' 'stations/service centres, rest areas including public conveyance, etc. xiv) Submit details about measures taken for the pedestrian safety and construction of underpasses and foof-over bridges along with flyovers and interchanges. ~ ~ 'roposal No.IA/KA/M1S/34268/2015 Page 3 of7 E2! j X L (xv) Assess whether there is a possibility that the proposed project will adversely affect road traffic in the surrounding areas (e.g. by causing increases in traffic congestion and traffic accidents). (xvi) Examine and submit the details of use of fly ash in the road construction, if the project road is located within the 100 kms from the Thermal Power Plant. (xvi] Explore the possibilities of utilizing the debris/ waste materials available in and around the project area. (xvii) Submit the details on compliance with respect to Research Track Notification of MoRTH. (xix Examine and submit the details of sand quarry and borrow area as per OM No.2-30/2012-IA-III dated 18.12.2012 on 'Rationalization of procedure for Environmental Clearance for Highway Projects involving borrow areas for soil and earth" as modified vide OM of even No.
