Health and Human Services ERP for the Public Health Division – Agency Responsibilities - 2020 Emergency Support Function #1 Evacuation and Transportation Resources Purpose The purpose of ESF #1 is to provide coordination of ground transportation and resources, county agency response, and designation of traffic routes for mass evacuation for a significant natural or man-made event. Responsibilities and Tasks Supporting Agency: County Health and Human Services Department – Public Health Division Mitigation and Preparedness Phase □ Maintain Public Health Emergency Plan □ Maintain HHS facilities database Response Phase □ Report to EOC □ Liaison with the ARC for services addressed in ESF # 6 □ Coordinate with appropriate agencies to recommend evacuation or shelter-in- place □ Request environmental agencies to monitor and evaluate the risks and hazards associated with the incident as needed □ Provide or arrange for immunizations for evacuees and emergency response personnel, as needed □ Compile status report to assist ongoing incident action planning □ Assign Environmental Health staff to ensure assessment of licensed facilities as needed Recovery Phase □ Assist with re-entry and recovery procedures with the EOC □ Provide incident specific information for re-entry to homes □ Provide educational materials relevant to the hazard □ Supervise the re-entry and start up for licensed facilities □ Conduct outreach activities and coordination for health related issues □ Participate in Long-Term Recovery Committee □ Participate in the debriefing and After Action Review (AAR) Emergency Support Function #5 Emergency Management Purpose This Emergency Support Function (ESF) identifies the procedures and resources for providing emergency management functions in support of responding agencies during the response and recovery phases of a disaster and ensures logistical support. ESF #5 coordinates all phases of emergency management and the “Chief Elected Official’s” requests for local and/or state assistance. Responsibilities and Tasks Supporting Agency: County Health and Human Services Department – Public Health Division Mitigation Phase □ Coordinate and participate on the county/local hazard mitigation planning team Preparedness Phase □ Participate in training, drills and exercises □ Update/maintain HHS facility database Response Phase □ Provide a representative to the EOC □ Coordinate public and environmental health information activities and resources □ Provide advice to the Incident Commander and EOC on public health issues (Ref ESF #8) (i.e. toxic exposure, sector control, evacuation, sheltering and prophylaxis) □ Provide health related guidance and information to the local Haz-Mat Team □ Coordinate with the Department of Health Services and Department of Agriculture, Trade and Consumer Protection (DATCP) to identify health exposures and determine appropriate follow up to those exposed □ Maintain regular contact with State and Local Health Agencies Recovery Phase □ Coordinate public and environmental health recovery activities □ Assist the EOC and the Incident Commander in the coordination of response personnel and resources □ Disseminate recovery information, plans and reports to County EOC □ Provide support for disaster recovery □ Evaluate resource needs and activate or deactivate as ordered by the Incident Commander or EOC □ Participate in the debriefing and After Action Review (AAR) Emergency Support Function #6 Mass Care, Housing and Human Services Purpose This ESF describes how the County will support municipal efforts with delivering human services in a disaster or terrorism event and in conjunction with the Wisconsin Emergency Human Services Response Plan. Responsibilities and Tasks Supporting Agency: County Health and Human Services Department – Public Health Division Mitigation and Preparedness Phase □ Assist in maintaining this Emergency Support Function (ESF) □ Attend emergency preparedness meetings with the American Red Cross and Emergency Management □ Coordinate planning with regional public health partners □ Participate in Voluntary Organizations Active in Disaster (VOAD) meetings Response Phase □ Respond to the EOC □ Coordinate with other divisions of Health and Human Services □ Work with appropriate agencies to coordinate evacuations and sheltering for all affected people including those with access and functional needs groups □ Provide healthcare services (i.e. – vaccinations) for evacuees and emergency workers as appropriate □ Upon opening a shelter, conduct an Environmental Health Shelter Assessment in accordance with the American Red Cross MOU □ Assist with the coordination of re-entry activities for people including those with access and functional needs □ Educate the public about appropriate pharmaceutical and non-pharmaceutical interventions by utilizing pre-scripted emergency messages Recovery Phase □ Participate in long-term recovery committee with VOAD and Emergency Management for housing and recovery (refer to ESF #14) □ Participate in the MARC or Disaster Reception Center if opened □ Participate in the debriefing and After Action Report (AAR) Emergency Support Function #8 Public Health, Medical and Mortuary Purpose This Emergency Support Function identifies how the County will provide public health, medical and mortuary services in a disaster. Communicable diseases will be assessed and handled by the individual public health agencies. Animal disease cases will be assessed and handled by the individual public health agencies, UW- Extension Office, and is additionally addressed in ESF #11. Responsibilities and Tasks Primary Agency: County Health and Human Services Department – Public Health Division Mitigation and Preparedness Phase □ Maintain resource lists for response □ Maintain contact lists for response (Attachment 3) □ Maintain the Public Health Emergency Plan □ Participate in maintenance of the Outagamie County Mass Fatality Plan (Attachment 8) □ Identify those populations that may be at a higher risk for adverse health outcomes Response Phase □ Public Health will respond to disease, vectors, and foodborne illnesses according to the Wisconsin Department of Health Services recommendations □ Report to or send a representative to the EOC □ Utilize Act 186 to request assistance from other public health departments as needed □ Provide access to laboratory services and pharmaceutical and non- pharmaceutical interventions □ Assure services to people with access and functional needs through coordination with HHS and the American Red Cross □ Ask the hospitals and other home health agencies to contact their clients to assess their status and needs □ For suspicious substances follow the protocol addressed in Attachment 1 □ Create a line list of exposed victims if chemical or radiological incident □ Coordinate with 2-1-1 for individuals with access and functional needs to call if they need additional assistance □ Request HHS contact their client list to assess their status and needs □ Assist in operation of shelters, reception centers, and family assistance centers as appropriate and as addressed in ESF #6 □ Coordinate with Emergency Management, Law Enforcement, DNR, and local water utilities for water contamination issues □ Conduct public health surveillance and epidemiological investigations as appropriate in response to incidents of public health significance □ Coordinate with Wisconsin Department of Health Services and volunteer agencies regarding public health functions utilizing – (Ref: Public Health Emergency Plan located in the OCPH Division and the Appleton Health Department) □ Identify and monitor public health system recovery needs □ Identify local pharmaceuticals and request Strategic National Stockpile (SNS) if required □ Inspect food, water, drugs, and other consumables that were exposed to the hazard for purity, usability, and quality; work with county ingestion plans □ Ensure that adequate sanitary facilities are provided in non-American Red Cross emergency shelters and for response personnel as needed □ If additional potable water, portable latrines, or hand washing stations are needed, follow any internal policies and utilize resources addressed in Attachments 6 and 7 □ Request environmental agencies to monitor and evaluate the risks and hazards associated with the incident as needed □ Develop public health related messages □ Work with UW-Extension Office pertaining to animal/pest control as addressed in ESF #11 □ Support the activation of the Outagamie County Mass Fatality Plan as appropriate Recovery Phase □ Based on County ordinance, coordinate the disposal of unburied dead animal carcasses (Ch. 26, section 26-213 (1)) and contaminated food items □ Ensure the quality and safety of septic systems and potable water (Attachments 6 and 7) □ Assure licensed facilities impacted are operating according to licensed requirements □ Coordinate with the EOC on a re-entry plan for evacuees □ Provide advice on monitoring exposed victims for health concerns □ Provide well water testing as appropriate □ Support in the activation of the Outagamie County Mass Fatality Plan as appropriate □ Participate in the debriefing and After Action Report (AAR) Emergency Support Function #10 Hazardous Materials Purpose ESF #10 – Hazardous Materials is used to describe the risks and response resources and capabilities, and to define methods, roles, responsibilities, and inter/intra-organizational relationships of governments and private organizations to support the response to and recovery from hazardous substance releases in
