Since 1973 the Sahrawis,the indige- nous peoples of the former Spanish Sahara in northwest Africa, have engaged in an armed struggle to free that territory:first from Spain, which "protected"and administeredit in part or in whole from the Franco-SpanishConventions of 1904 until 1976; then from Morocco and Mauritania,to which Spaintransferred its administrativepowers by the MadridAccords of 1975 (the transfertook effect in February1976 when Spainwithdrew); and since 1979, followinga peace treatybetween Mauritaniaand the PolisarioFront, against Morocco alone. The territory has been markedfor decolonizationby the United Nations Decoloniza- tion Committeesince 1963, and in 1988 the UnitedNations drew up an implementationplan (approvedby both partiesin 1990) for a negotiated settlementof the territorialconflict through a free and fair referendum for the Sahrawis. Moroccoand Mauritaniaentered the conflictbecause of theirhistorical claimsto the Saguiael Hamra (northerntwo-thirds) and the Rio de Oro (southernone-third) regions of SpanishSahara, now known as Western Sahara.Although these claims were discountedin 1975 by the Interna- tional Courtof Justicein favorof a referendumof the Sahrawipeople, the countriesused their 1975 agreementwith Spainand militaryforce in their effort to exert control over the mineral-richregion. While Mauritania droppedits claim in 1979, Morocco has continuedto lay claim to all of the WesternSahara as partof the "GreaterMorocco," a visionof Morocco that also includesthe presentkingdom of Morocco,part of Algeria,all of Mauritania,part of Mali, and part of Senegal.Morocco spent sixteen [Signs:Journal of Women in Cultureand Society 1992, vol. 17, no. 3] ? 1992 by The Universityof Chicago. All rights reserved.0097-9740/92/1703-0006$01.00 636 SIGNS Spring 1992 SAHRAWI WOMEN Lippert years engagedin a bitter desertwar with the PolisarioFront, a contem- poraryliberation movement that beganto representthe Sahrawisand to wage guerrillawarfare in 1973. Most of the fightingwas in the Western Saharaitself, although during the timethat Mauritaniawas engagedin the war, battleswere waged in northernMauritania and, in the late 1970s, in southernMorocco as well. In early 1990 both Morocco and the Polisario Front agreedto the U.N. plan for resolutionof the conflict,and in Sep- tember 1991 they ceased fire.1 Emergence of the struggle for liberation Sahrawiwomen have played an integral role in traditionalSahrawi cultureand in efforts to resist foreigninterference.2 The PolisarioFront has expressly supportedthis traditionalrole-and promised expanded roles for women in a liberatedWestern Sahara-as a majorpolicy direc- tion of the SahrawiArab DemocraticRepublic, the Sahrawistate pro- claimedby the Front'sProvisional Sahrawi National Councilin February 1976 and formallyrecognized by over seventy-fivenations. In traditionalSahrawi life, as in similarnomadic traditions,women exercisedreal power and played a dominantrole in the camp as well as in the tent; accordingto Sahrawiinformants, this did not continue in Sahrawitowns becauseof Spanishcultural influence.3 These informants believed women's power enduredin nomadic life because it implicitly and explicitlysupported Sahrawi resistance to externalIslamic and West- ern forces.4In traditionalSahrawi society Sahrawiwomen could inherit propertyand could subsist independentlyof fathers,brothers, and hus- bands.Women were valuedby Sahrawitribes-among which monogamy was the rule-for theirimportance in establishingalliances through mar- riage,within and acrosstribes. Spring 1992 SIGNS 637 Lippert SAHRAWI WOMEN ruled the tent and played a major role in the tribal education of her chil- dren. She also wore no face veil and had great personal freedom within the tribal encampment, whose open tents were conducive to easy converse among men and women. Women had full responsibility for the camp during the frequent absences of the men for warring or trading. They were responsible for making, repairing, and moving the tents; for milking goats and camels; and for participating in major tribal decisions, including those concerning Koranic schooling for male and female children. Names of women Koranic teachers, marabouts (mystic holy leaders), traditional healers, and scholars are part of the Sahrawi oral heritage.5 Women not only sustained Sahrawi culture but they actively resisted foreign invaders as well. Sahrawi women had provided financial and in-kind support to and directly participated in resistance movements against the Spanish during the 1930s, from 1957 to 1958, and in the late 1960s. Women were members of the immediate forerunner of the Polisario Front, the Movement for the Liberation of Saguia el Hamra and Oued ed-Dabab/Rio de Oro (Molisario), under its leader, Mohamed Sidi Brahim Bassiri.6 The Zemla massacre, a violent repression of that movement's demonstration in June 1970, resulted in the reported deaths of several women; a woman was the first person killed in that demon- stration.7 Despite Spanish repression of Bassiri's movement, the Sahrawis con- tinued to press for independence. The Polisario Front was founded May 10, 1973, at Ain Bentili in the Western Sahara by young male Sahrawi university students who had studied together in Morocco, several male Sahrawi survivors of the 1968 massacres at Zouerate,8 and a few Sahrawi men of the Spanish army; they called their meeting the Constituent Con- gress of the Polisario Front.
