SITUATION OVERVIEW: • As of 5:00AM 09 May 2011, today, Tropical Storm "BEBENG" has maintained its strength and now threatens the provinces of Aurora and Isabela Current Weather Situation Region I • Ilocos Norte and Ilocos Sur are experiencing cloudy skies while La Union and Pangasinan have fair weather Region II • Isabela, Nueva Vizcaya, Quirino, Batanes and Cagayan are experiencing cloudy skies with intermittent light rains Region III • Aurora (Public Storm Signal No. 2), Nueva Ecija (Public Storm Signal No. 1) and Tarlac are experiencing cloudy with normal winds while Bataan and Zambales are experiencing cloudy with intermittent moderate rains. Abra, Benguet, Bagui City and Mountain Province have a fair weather Observed 24 Hour Rainfall as of 2:00AM, 09 May 2011 (Tanay - 93.0mm, Daet - 52.0mm, Virac - 40.0mm, Alabat - 39.0mm, Ambulong - 32.0mm and Science Garden - 28.0mm) Status of Strandees (Details on Tab A) II. Effects A. Incidents Monitored Region V • Flooding incidents occurred in San Fernando; Ticao , Masbate and Libon, Albay (Brgys. Sta. Cruz, San Agustin, West and East Carisac, Paklas Zone 4, Bulusan, Quigasang, Burabod, San Isidro, Bonbon) • Landslide incidents occurred in Brgy. Somol-ot, Casiguran, Sorsogon , Sitio Acasia, San Jacinto, Masbate, and Balatan, Camarines Sur • MDRRMC Bulan reported that a motor banca with 2 fishermen on board capsized on 07 May 2011 Region VIII • Flooding occurred in the municipalities of Northern Samar namely Lope de Vega, Catarman, Mondragon and Rawis • Landslide and erosion occurred along Lapinig to Arteche Road Northern Samar • Landslide occurred in Brgy Nadonghulan, Ormoc City on 07 May 2011 at 8:00AM, wherein affected residents of six (6) barangays were evacuated to Brgy Hall of Alta Vista NCR • Heavy rains caused landslide in NHA Bilibid Housing Muntinlupa, no reported casualties B. Status of Lifelines 1. Roads and Bridges Condition (Details on Tab B) Region V • There were 3 impassable road sections from Albay, 4 from Sorsogon and 1 from Camarines Sur Region VIII • A total of 7 road sections from Samar and Northern Samar were reported underwater and impassable NCR • Roads in Caloocan, Makati, Marikina, Muntinlupa, Paranaque, Pasay, Pasig, Quezon City, Taguig were reported flooded on 08 May 2011 due to heavy rainfall but floodwater started subsiding on late evening of the same date 2 2. Power interruptions • Some municipalities in Northern Samar have no electric power • Camarines Sur – total blackout • Albay and Catanduanes have power interruption/on and off power supply • Camarines Norte and Masbate – stable power supply • Marinduque - province-wide power interruption • Las Pinas, Rizal – power interruption was reported in some areas on 08 May 2011, power was soon restored on the same day C. Casualties (Details on Tab C) Dead – 9: 7 from Region V 2 from Region VIII Missing – 1: from Region V D. Population Affected/Evacuated = 21,274 families / 111,368 persons (Details on Tab D) II. EMERGENCY MANAGEMENT A. PREPAREDNESS MEASURES (Details on Tab E) B. EMERGENCY RESPONSE AFP • The 901 Bde in Region V deployed resources to assist disaster operations in Albay • The Philippine Navy Naval Forces Southern Luzon (NFSL) assisted in the evacuation of affected population in Libon, Albay utilizing one (1) M-35 truck with personnel DSWD • The disaster Response Operations Monitoring and information Center (DROMIC) is closely coordinating with the DSWD-FOs concerned to obtain significant effects of TS Bebeng PNP • The Highway Patrol Group of PRO5 in coordination with DPWH and LGU conducted clearing operations at Maharlika Highway in Brgy Ubaliw, Polangui, Albay which was temporarily closed due to a fallen tree • Directed Regional Offices of Highway Patrol Group in PROs 1, 2, 3, 5, 8 and COR to coordinate with local DPWH and private construction companies for the availability of two trucks and wreckers for clearing operations of major thoroughfares and highways • Coordinated with Regional Offices of the PNP Health Service in PROs 1, 2, 3, 5, 8 and COR for possible medical operations in coordination with other concerned government agencies DPWH • Conducted monitoring of status of roads 3 C. REGIONAL Region II • OCDR2 coordinated with PDRRMC Nueva Vizcaya, Quirino, Isabela and Batanes to monitor any possible effects and alerted the residents living in mountainous area for possible landslides and flooding • DSWD 2 SWAD teams were advised to work closely with respective PDRRMCs and stockpile of food, used clothing and standby funds are available for possible augmentation CAR • Alerted all its Emergency Response Groups and continuously provided weather information to PIA-CAR and local media to assist the regional council in the dissemination of weather and warning advisories • OCD-CAR skeletal force is on Alert Status NCR • Disseminated severe weather bulletin to LGUs and other concerned offices via sms and fax • Task Force Delta of OCD-NCR has been activated • Continuously monitoring the situation in NCR • LGUs and Civil Defense Action Group (CDAG) are monitoring situation in their respective AOR and preposition standby assets for immediate response operations RDRRMC - V • OCD-V is placed on heightened alert to continuously disseminate weather updates to all RDRRMC member agencies, Action Officers, LGUs, and local media to effectively ensure public safety ; continuously coordinate with BICOL PCG District regarding updates on stranded passengers and vehicles ; and with the LGUS for the weather situation in their AORs and other incidents monitored in connection with TS Bebeng • Coordinated with RDRRMC Response Teams re preparedness measures in connection with TS Bebeng • Philippine Navy NFSL alerted its Disaster Response Teams • RD, OCD-V has provided media interview in connection with the latest update on Tropical Storm Bebeng • DOH personnel in all government hospitals are on alert status to respond to any disaster -related cases • NFSL assisted in the ongoing search and rescue operations and ongoing relief assistance in Libon, Albay PDRRMCs Albay • Advised barangays along the eastern seaboards to closely monitor rainfall rate and prepare countermeasures including evacuation of residents near steep slopes for landslides and low lying areas for flashfloods. SAR teams were placed on alert status • Disseminated guidelines on movement of vessels during heavy rainfall to the maritime community No sailing at sea especially for small sea craft and fishing vessels . coastal barangays to closely monitor and prepare against possible storm surge 4 • Conducted pre-emptive evacuation of 13,392 household with an estimated 63,964 population in 152 Barangays in coastal areas of the eastern seaboard ; evacuation of families living in houses made of light materials and those living close to the shore and in the lahar zone of Legazpi, Daraga, Camalig, Sto.
