Introduction and Background Government of Chhattisgarh (GoCG) is keen to develop Rail infrastructure for facilitating passengers and freight traffic in Chhattisgarh. To this extent Government of Chhattisgarh (GoCG) and Ministry of Railways (MoR) formed a joint venture company named as “CHHATTISGARGH RAILWAY CORPORATION LIMITED” (hereinafter referred to as “Company” or “CRCL”), incorporated on 07th December 2016 with 50:50 equity participation by Government of Chhattisgarh and Ministry of Railway. CRCL has been established with a specific purpose to develop several common rail corridors in the Chhattisgarh State. In view of this, the Company has a mandate of selecting bankable railway projects for development, arranging finance and execution of Projects. Accordingly, the following corridors have been identified for further studies 1. Katghora to Dongargarh via Mungeli, Kawardha, Khairagarh 2. Jharsuguda – Raipur via Baloda Bazaar, Sarangarh, Saraipali 3. ParsaKante to Basin (On East West Corridor) 4. Ambikapur to Berwadih (In Jharkhand) The above corridors will be implemented through a State JV model wherein MoR and GoCG acting on their own or through public sector undertakings designated by them, will participate in the SPVs as equity partners. GoCG will facilitate acquisition of land and obtaining environment/forest clearance for project development, and MoR will undertake operation of freight/passenger services on the rail corridors. As part of the Corridor -1 a new BG line is proposed from “Katghora (korba district) to Dongargarh (in Rajnandgaon district) via Mungeli, Kawardha, and Khairagarh”. The approximate length of the rail corridor is 294 kms. The feasibility cum detailed project study (includes survey and alignment design) was conducted by Delhi Integrated Multi Modal Transit System Ltd. (DIMTS). Geotrax 2018 Page 3 of 38 The aim of this study is to conduct DGPS Survey of forest patches along the proposed route. The Rail corridor line passes through five Districts viz. Korba, Bilaspur, Mungeli, Kabirdham and Rajnandgaon. This Project is a passenger cum freight corridor line and will help in overall economic development of Northern and Eastern Chhattisgarh region. Fig-1: BG Rail Corridor from Katghora to Dongargarh As per directives of Ministry of Environment & Forests dated 8th July 2011; all applications seeking diversion of forest land for non-forest purpose under Forest Conservation Act, 1980 must be accompanied with Geo-referenced shape file (both soft copy and hard copy maps) of the forest land proposed for diversion prepared using Differential GPS (DGPS). Geotrax 2018 Page 4 of 38 2. Scope of Work 1. Establishment of one base station for DGPS Survey and temporary benchmarks at every 10km. 2. Fixation of corridor boundary point by DGPS (Boundary point fixed at every corner and turning point. It also includes a. DGPS survey to collect the BG Rail Centerline coordinates b. DGPS Survey of revenue forest khasra boundaries 3. Data processing and Interpretation a. Geo-referencing of cadastral map and identification of revenue forest khasras b. Creation of Rail centerline layer using DGPS coordinates and creation of Rail corridor as per the given alignment c. Superimposition of Rail Corridor layer on Georeferenced cadastral maps d. Creation of forest patches (comprise one or more adjoining forest khasras) from the Geo-referenced cadastral maps and computation of forest area of indvidual forest patches per village e. Preparation of Geo-referenced forest map and creation of an area statement showing proposed area for forest diversion f. Preparation of DGPS survey report along with soft copy of – maps in shapefile format and kml file 4. Printing of report and Geo-referenced maps (7sets) and Technical compliance. Geotrax 2018 Page 5 of 38 3. Deliverables The deliverables envisaged for the assignment are described below 1. Post processed DGPS observations data as well as raw data in RINEX format. 2. DGPS Reports - Base line & network adjustment report for the primary and temporary benchmarks. 3. Geo-referenced cadastral maps & forest block maps (for PF/RF areas, if any) based on DGPS observations. 4. Geo-reference shape file (Soft copy) of Forest Patches, BG Rail ceterline and Railway corridor. 5. Area statement as per DGPS Survey showing proposed area for forest diversion 6. Brief description of the Technical approach 4.1 Input Data The Rail alignment plan and maps required for geo-referencing were provided by CRCL to M/s Geotrax International Services. The revenue/village maps were obtained from Chhattisgarh State Govt. revenue department land portal “Bhu Naksha” (http://cg.nic.in/bhunaksha/). The revenue forest Khasras intersecting the proposed railway corridor were identified by patwari’s and they provided the khasra details to our survey team. The detailed topographical Survey data along with the location of survey benchmarks (done by DIMTS) was also provided to Geotrax. 4.2 Instrumentation, Software, Datum and Coordinate System The forest patch/boundary survey is done using DGPS instrument with NGS certified antennae. The DGPS Sets used is of 256 channels and capable to work in both Static and RTK mode. The datum used for the projects is WGS84 and projection coordinate system used is UTM Zone 44N. The DGPS Software used for post-processing static data is Trimble Business center. The entire mapping is done using ArcGIS software. 4.3 Survey Planning and GIS Data preparation The survey planning was done using the following input data a. proposed alignment drawing b. Revenue and forest maps c. DGPS Control Points, temporary benchmarks (TBM). The revenue maps and forest maps are geo-referenced using DGPS points and points taken from geo-referenced Google imagery. The Geo-referencing is entirely done in ArcGIS software. The proposed rail corridor alignment layer is then added to the geo-referenced revenue and forest maps. From the revenue maps, the revenue forest Khasras (Chote bade Jad ka Jungle) or Geotrax 2018 Page 7 of 38 “shaskiya van bhumi” were identified in the map. The details of revenue forest Khasras are obtained from the patwari of each village. A draft map of revenue forest Khasras is prepared in the office. The draft map of village wise revenue forest Khasras is used for carrying out DGPS survey and fixing on the ground the boundary of the forest patch. Similarly, from the geo-referenced forest map, the list & draft map of effected forest compartments that intersect the proposed railway corridor is prepared. The forest patches may include – Protected forest, Reserved forest and Orange Area. The draft maps of revenue and forest department owned areas is given to survey team for ground-truthing and fixing the patch boundary using DGPS. 4.4 DGPS Control Stations and Establishment of Temporary Benchmarks (TBM) The DGPS control points are established at an average interval of 5 kms, and Temporary Control Point are established at an average distance of 250 meters along the rail corridor. All the TBM’s are connected to the Primary Control Point (PCP).
