Statements by Ministers (i) Shri Vincent Pala, Minister of State in the Ministry of Water Resources and Ministry of Minority Affairs, laid on the Table, a Statement (in English and Hindi) regarding status of implementation of recommendations contained in the Eighth Report of the Department-related Parliamentary Standing Committee on Water Resources. 253 RAJYA SABHA (ii) Shri Mukul Wasnik, Minister of Social Justice and Empowerment, laid on the Table, a copy each (in English and Hindi) of the following Statements regarding:–– (a) Status of implementation of recommendations contained in the Fourth Report of the Department-related Parliamentary Standing Committee on Social Justice and Empowerment; and (b) Status of implementation of recommendations contained in the Eleventh Report of the Department-related Parliamentary Standing Committee on Social Justice and Empowerment related with Scholarship schemes for Scheduled Castes and Other Backward Classes. 11-03 a.m. 4. Government Bill — Introduced The Higher Education and Research Bill, 2011 Shri Kapil Sibal (Minister of Human Resource Development) moved for leave to introduce a Bill to promote autonomy of higher educational institutions and universities for free pursuit of knowledge and innovation and to provide for comprehensive and integrated growth of higher education and research keeping in view the global standard of educational and research practices and for that purpose to establish the National Commission for Higher Education and Research to facilitate determination, co-ordination, maintenance and continued enhancement of standards of higher education and research including university education, vocational, technical, professional and medical education other than agricultural education and for matters connected therewith or incidental thereto. Shri Kapil Sibal introduced the Bill. *11-11 a.m. 5. Government Bill — Introduction deferred The Rani Lakshmi Bai Central Agricultural University Bill, 2011 Shri Sharad Pawar (Minister of Agriculture and Minister of Food Processing Industries) moved for leave to introduce a Bill to provide for the establishment and incorporation of a University for the Bundelkhand region for the development of agriculture and for the furtherance of the advancement of learning and prosecution of research in agriculture and allied sciences in that region.
