During the 2009 Session, the General Assembly enacted legislation that expands the definition of “Public Body” under the Open meetings Act. Effective October 1, 2009 all meetings (1) of an entity whose membership includes members of the board or commission and at least 2 individuals who are not members of such board or commission; and (2) that involve discussions of public business, are now subject to the requirements of the Open meetings Act. This was for the Board’s information.</p><p>APPLICATIONS APPROVED FOR CERTIFICATION</p><p>There were no applications.</p><p>CURRENT CERTIFICATE HOLDERS</p><p>The current number of certificate holders is 318</p><p>OLD BUSINESS</p><p>Ms. Zopf shared an email that she received from the Chairman of the IDCEC regarding giving CEUs for LEED AP certification. The IDCEC group decided that unless the preparation course meets the requirements for continuing education, the preparation course and the LEED certification do not qualify for CE credit. As a comparison to LEED, CEUs are not given for the NCIDQ step program or exam. The Board does not agree with this position. BOARD FOR CERTIFIED INTERIOR DESIGNERS October 26, 2009 Page 3 of 4</p><p>It was clarified that the Board will give credit for 1.0 CEU for the LEED certification to its certificate holders.</p><p>It was noted that the NeoCon East Convention will be held in Baltimore October 28 and 29, 2009. Diane Gordy, Karen Zopf, Carla Viar, and Teri Bennett will be on site distributing handouts prepared by Shannon Davis, the Division’s Outreach Coordinator.</p><p>Ms. Gordy commented on the Joint Chairs meeting that was held on September 2, 2009 and which she attended. It was reported at the meeting that the surplus is over $600,000. The Chairs discussed the idea of reduction or elimination of application fees, but not license fees or permit fees. The Chairs will continue to discuss this issue. </p><p>Ms. Gordy stated that she informed the Joint Chairs that a licensing bill for interior designers will again be introduced during the 2010 legislative session. </p><p>NEW BUSINESS</p><p>Upcoming NICDQ Annual Meeting </p><p>Ms. Bennett distributed a draft of the report she prepared to present at the NCIDQ Annual Meeting in November. It was noted that a proposed change has been introduced to the ICC Code that would exclude registered interior designers from the definition of “registered design professional” in the ICC Code. Ms. Bennett will raise this issue at the Annual Meeting.</p><p>The Board discussed the issue of the State Board reviewing exam applications and administration of the NCIDQ exam by the Maryland Board. Ms. Pirrung stated that that approach may put more obstacles in the candidate’s path toward certification/licensing. The Board must find out what NICDQ’s policy is on having individual states review and approve applications for the exam. It was noted that NCIDQ has five paths to qualify for the exam.</p><p>Motion (III) was made by Teri Bennett, seconded by Karen Zopf, and unanimously carried to consider, with the cooperation of NCIDQ, that the Maryland Board review exam applicants prior to applying to NICDQ.
