Her contact information is:</p><p>502 Deaderick Street, Third Floor Nashville, TN 37243 Phone:615-815-2105 Cell: 615-517-5244 Email: [email protected]</p><p>FINANCIAL REPORT Tauna Blaisdell, Deputy Executive Director of Administration/Operations and Chief Fiscal Officer, presented the financial report for the month ending November 30, 2013. The total expenditures for the month of November were $534,626.02 with no pass through funds expended this month. Year-to-date expenditures were $2,897,738.19 with $1,034,591.67 in pass through funds expended. The total revenues were $2,872,111.47. Ms. Blaisdell reported the FY 2013 audit should be finalized and distributed by the end of December.</p><p>Franklin Mayor Ken Moore made a motion to accept the financial report as given. Robertson County Mayor Howard Bradley seconded the motion. The motion was unanimously passed.</p><p>AREA AGENCY ON AGING AND DISABILITY Gayle Wilson, Aging Fiscal Officer, reported that the staff was working on the Area Plan to be submitted to the Tennessee Commission on Aging and Disability by April 1, 2014 with the public hearing held before February 28, 2014. Staff will bring the Area Plan back to the Committee for their approval prior to the submission date.</p><p>MID-CUMBERLAND AREA DEVELOPMENT CORPORATION Amanda Giner, Acting MADC Executive Director, reported that loan applications have slowed. However there are some SBA loans and RLF loans that are scheduled for closings. One (1) SBA loan will be presented to the MADC Board of Directors at their next meeting.</p><p>Ms. Giner iterated that MADC is available to help members. She urged members to not only visit www.madc.us but to also advise their constituents to do so.</p><p>RESEARCH, PLANNING AND DEVELOPMENT Tim Roach, Deputy Executive Director of Research, Planning and Development, reported that Ben Stewart is presently working with a couple of companies looking for some EDA grant funds. These grants will focus on jobs creation.</p><p>Mr. Roach advised that two (2) communities [Vanleer and Wilson County] will be resubmitting their Community Development Block Grant (CDBG) applications. Since Public Hearings must be held within the next two (2) weeks, if any city or county needs assistance, please do not hesitate to contact staff at your earliest convenience.</p><p>An ad for an ECD specialist has been placed and this individual will be a liaison with the MPO and working on projects associated with Land Use and Transportation Planning. The new position will start in January 2014.</p><p>Mr. Roach stated that a new fee schedule for planning services should be distributed prior to Christmas. Page 3 of 4</p><p>Ms. Blaisdell stated that an amendment to the budget will be presented at the next meeting.</p><p>Ashland City Mayor Rick Johnson asked if cities will be separated from counties in the next CDBG applications being submitted. Tim Roach informed the Mayor that that was his understanding in discussions with ECD, but that no written confirmation has been received</p><p>2014 Legislative Agenda – The November 20, 2013 approved 2014 Legislative Agenda was distributed to members for their information.</p><p>ACTION ITEMS</p><p>APPROVAL OF MINUTES President Rogers Anderson called for corrections or additions to the minutes of the November 20, 2013 Executive Committee meeting. </p><p>Robertson County Mayor Howard Bradley made a motion to approve the minutes as presented. Sumner County Executive Anthony Holt seconded the motion. There being no discussion, a vote was taken and the minutes were unanimously approved.</p><p>PROJECT REVIEW Tim Roach, Deputy Executive Director of Research, Planning and Development, presented one (1) new project that was reviewed this reporting period. Staff found no conflict with existing or planned activities and recommended approval.</p><p>Sumner County Executive Anthony Holt made a motion to approve the project as submitted. Franklin Mayor Ken Moore seconded the motion. The motion was unanimously passed.</p><p>RESOLUTION GNRC 2014-05 Ron Fults, Legal Counsel, presented Resolution GNRC 2014-05: A Resolution Amending the GNRC Personnel Policy Manual. This resolution amends the Unpaid Leave – Other Than F.M.L.A. Leave section as follows:</p><p>Under “POLICY” by deleting the statement and substituting the following:</p><p>An unpaid leave of absence (other than F.M.L.A. leave) may be granted with the approval of the Executive Director when it is reasonable to grant such leave.</p><p>And further amend, on the same page under “PRACTICE”, that item 3 be deleted and replaced with the following:</p><p>3. Unpaid leave (other than F.M.L.A. leave), up to 45 days may be granted at the discretion of the Executive Director, provided the leave does not seriously disrupt GNRC operations. A further grant of unpaid leave immediately after the initial grant of unpaid leave may be granted by the Executive Director for an additional period of time as specified by the Executive Director after consideration of the request based on all relevant factors including but not limited to: the reason for the leave, the nature of the job the person performs, and the ability of the agency to cover the job responsibilities while the person is absent. Page 4 of 4</p><p>And further amend, on the same page under “PRACTICE,” that the words “and Sick” be deleted from item 4.”</p><p>Ashland City Mayor Rick Johnson made a motion to approve Resolution GNRC 2014-05 as presented. Franklin Mayor Ken Moore seconded the motion.
