<p> PROGRESS REPORT ON THE UN-HABITAT CAMPAIGN ON GOOD URBAN GOVERNANCE IN NIGERIA January 2002.</p><p>Preamble The Global Campaign for Good Urban Governance is one of two campaigns that have been designed by Habitat as instruments in the execution of its mandate of guiding and coordinating the implementation of the Habitat Agenda, the second is the Global Campaign for Secure Tenure. The two campaigns compliment each other. While the governance campaign focuses on improving urban management and effective service delivery, the secure tenure campaign is a designed as a vehicle for the attainment of the Millenium Goal of improving the lives of 100 million slum dwellers in 2020.Both campaigns were approved by the 17th Commission of Human Settlements in May 1999 at Nairobi .</p><p>Nigeria was selected for launching the African chapter of the good governance campaign and on 10th April 2001, President Olusegun Obasanjo, accompanied by Mrs Anna Tibaijuka, the Executive Director of UN-Habitat launched the campaign in the Federal capital city of Abuja.</p><p>This report outlines the progress made with the post-launch follow up as contained in annex attached.. The various programme components are presented in brief, the way forward charted and expected actions by various actors concerned are spelt out.</p><p>Progress Activities: 1. The Memorandum of Understanding for the set up of the Habitat Programme Support Office (HAPSO) has been drafted and finalized in consultation with all partners in the Agency and in the country. Latest information reaching us today (24th Jan) indicates that the President has aproved the proposal, but it is awaiting ratification by the Federal Executive Council.</p><p>2. Way Forward has been distilled and crystallized into 5 components. These have been integrated into the UNDP led national governance framework document as chapter five. </p><p>3. The above components have been further developed into a composite proposal document for presentation to and discussion with donors. We have been informed only this morning that the meeting has been fixed for 31st January. We are making all efforts to ensure a presentation of this document to the meeting. Some of the components for which UN-Habitat has seed resource have advanced to prepare more detailed documents, and are proposing to go on missions as soon as the regularization exercise is over. The composite document for the donor meeting is attached Annex 2.</p><p>1 MLY - Nig Progress 1 to ED 4. Contacts and correspondence with the host office is on-going to establish the focal points that will take charge of the sub – components in the in the different Ministeries/Agencies.</p><p>5. Safety and security of Abuja city is prepared and draft Safer Abuja programme document is ready. The way forward with this component is being discussed with task managers and country focal point.</p><p>6. The Local Leadership Training component has been prepared and discussions are on-going with the Dept of States and Local Govt. Affairs to start the Training of Trainers in Abuja as soon as possible.</p><p>7. A follow up mission was fielded to Lagos State in September 2001 and a list of areas identified by the State government for technical assistance by UN-Habitat has been received. Correspondence is on-going with the Commissioner for Finance and Budget, and other partners in Lagos State to design way forward with this.</p><p>8. We have not yet developed a concrete programme with the Habitat Committee in Parliament despite several communications with them, but it is expected that they will be one of the principal partners in the women in urban governance component.</p><p>9. The Disaster Management Unit has received request from the National Environmental Management Agency and a programme identification mission is currently underway to Nigeria by the unit. An additional programme component is expected to be formulated following this mission.</p><p>10. We are confident that the processes, methodologies and results achieved in Nigeria will help develop and scale up the Global Campaign in Africa. An annual report to the President Obasanjo as Patron of the Campaign in Africa will soon be presented to you for approval.</p><p>2 MLY - Nig Progress 1 to ED</p>
