<p> MINUTES **PERSONNEL COMMITTEE – VILLAGE OF BLACK EARTH** Thursday, May 28th, 2009 at 6:00 p.m. Black Earth Municipal Building, 1210 Mills Street </p><p>Call to Order by Village President</p><p>1. Roll Call and Confirmation of Quorum. Pat Troge called the personnel committee meeting to order at 6:04 pm.</p><p>Roll Call: Beth Marty, Renee Bratton, Justine Myers, Troy Esser, James Coyle, Pat Frey and Pat Troge.</p><p>2. Confirmation of Public Notice and Compliance with Open Meetings Laws. The meeting was properly posted on May 22, 2009.</p><p>3. Consideration/motion to enter into closed session pursuant to Wis. Stats. 19.85(1) (c) and (e) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility; and deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. (Roll call vote) Job Performance Evaluation’s</p><p>J Myers moved to enter into closed session pursuant to Wis. Stats. 19.85 (1)(c) and (e), second T Esser. Motion carried all ayes.</p><p>Roll Call: Beth Marty, Renee Bratton, Justine Myers, Troy Esser, James Coyle, Pat Frey and Pat Troge.</p><p>4. Consideration/motion to arise from closed session. P Troge moved to enter into open session, second B Marty. Motion carried all ayes.</p><p>5. Consideration/motion on action from closed session.</p><p>P Troge moved to have the Black Earth Village Board rescind the requirement from previous Village Board Performance letter dated August 7, 2007 – to have Tony Danz become the Building Inspector for all residential/commercial duties removed, and have building inspection residential and commercial duties done by Vierbicher Associates at this time, second P Frey. Motion carried all ayes. </p><p>P Troge moved to grant Tony Danz an additional 1% pay increase effective next payroll as he has improved his work duties, second J Myers. Motion carried all ayes, with Pat Frey abstaining.</p><p>P Troge moved to promote Stephanie Lathrop from the position of Deputy Clerk to Clerk/Treasurer with this promotion effective first payroll period following board action, second J Myers. Motion carried all ayes.</p><p>P Troge moved to grant Stephanie Lathrop an additional 1% pay increase upon her promotion to the Village Clerk/Treasurer and this will become effective during the first payroll period following Village Board action, second B Marty. Motion carried all ayes.</p><p>6. Adjournment. R Bratton moved to adjourn, second B Marty. Motion carried all ayes. </p>
