DIOCESE OF CHEYENNE Chancery Office Post Office Box 1468 Cheyenne, Wyoming 82003-1468 (307) 638-1530

October 29, 2013

It is Open Enrollment time for the Diocese of Cheyenne health plan 2014. Open Enrollment begins on Monday, November 4th and ends on Friday, November 22nd. This is the time for employees and their families to make elections for their medical, dental and vision coverage. The Diocese Benefit Committee has elected to join a Catholic Health Care Trust, called Reta Trust. There are many advantages of joining the trust such as larger buying power and the trust plans are designed to follow the directives of the Catholic Church. By joining Reta, we will also be offered an online enrollment tool to capture and make changes. More information about the online tool, see the enrollment section in the attached guide. We encourage your employees to log online to view their current information and update their personal information, verify dependent information, and make their elections for 2014. However, we understand that not all employees will have online access therefore; a paper enrollment form is included in the enrollment guide and posted to our website, www.dioceseofcheyenne.org .

The Reta Trust has a plan anniversary of July 1 annually; therefore, the Diocese of Cheyenne plan will be changing their plan year from July 1, 2014 through June 30, 2015. This Open Enrollment will be considered a short plan year and elections along with costs will be effective from January 1, 2014 through June 30, 2014. There will be another Open Enrollment period this spring for any changes to the elections for July 1, 2014. At that time, we will be subject to any legislation according to the Affordable Care Act.

The move to the Reta Trust for the medical an Rx plans will bring some changes to the plan of benefits. There will continue to be two plans offered including $1000 deductible PPO plan and a new HAS plan with a $2500 deductible. Both of these plans will continue to be administered through Aetna. However, our group number will change and all enrolled members will receive new ID cards for January 1. The prescription drug program will be changing as well. For those employees who elect the PPO plan, they will have their Rx plan through Optum. This will create a separate ID card for those members. For those who elect the HSA plan, their Rx plan will remain with Aetna under the new group number. More details on these plans and their benefits are included in the enrollment guide.

This enrollment period will be considered “passive” meaning; all elections on the current benefit plans (with the exception of the flexible spending account) will rollover to January 1, 2014 new plan year. We have elected to map the current coverage’s to the closest new plan available. The PPO plan will move to the new PPO plan. The current Health Fund plan will move to the HAS plan. This is extremely important to communicate to your members as this HAS plan is a new concept for most members and they should understand their choices. The dental and vision plans will remain the same and no changes to the benefits. The dental plan with Aetna will remain with the same group number. The vision plan will remain with VSP with slight increase to contributions.

We will be rolling out the new Reta Wellness program in the next couple of months to begin January 1. This wellness program will allow employees to earn extra cash incentives by participating in certain activities. See the enrollment guide and watch your email and mailbox for more information. This program is 100% confidential and we need your help in getting employees participation. There is more information to come.

There are a few enrollment meetings scheduled for next week in Cheyenne (11/5), Casper (11/6), and Torrington (11/7). If you cannot make one of the meetings, we will record a presentation that you can use to create your own meeting time that is convenient for you. A link to that presentation will be sent via email to you no later than 11/04/2013. It can also be seen online through the Reta Benefits Center. The Reta Benefits Center through the online enrollment platform has many useful tools and resources available to you. I highly encourage you to go online and check out the information available to you and your employees. There are login instructions in the attached enrollment guide. The website will be ready for login by 11/04/2013.

Thank you for your assistance in spreading the word about Open Enrollment to your employees at your location. If you have any questions, please do not hesitate to contact me.

Larry Holub Human Resources, Payroll and Benefits Manager DIOCESE OF CHEYENNE
