
<p> 1 BIL: 5243 2 TYP: Concurrent Resolution CR 3 INB: House 4 IND: 20020508 5 PSP: Kelley 6 SPO: Kelley 7 DDN: l:\council\bills\ggs\22579cm02.doc 8 DPB: 20020508 9 SUB: Cain, Sergeant Phillip 10 11 12 HST: 13 14 Body Date Action Description Com Leg Involved 15 ______16 Senate 20020508 Introduced, adopted, returned 17 with concurrence 18 House 20020508 Introduced, adopted, sent to Senate 19 20 21 Versions of This Bill 22 23 24 25 26 TXT: 1 2 3 4 5 6 7 8 9 A CONCURRENT RESOLUTION 10 11 TO COMMEND AND CONGRATULATE SERGEANT 12 PHILLIP CAIN OF HORRY COUNTY ON BEING NAMED 13 MYRTLE BEACH POLICE OFFICER OF THE YEAR. 14 15 Whereas, Sergeant Phillip Cain has been a faithful servant of the 16 Myrtle Beach Police Department for the past thirteen years and has 17 proved himself to be one of the police force’s finest officers; and 18 19 Whereas, throughout his career, Sergeant Cain has been active in 20 both police and civic events that include riding one hundred fifty 21 miles in the Multiple Sclerosis Bike Ride in which he raised four 22 thousand four hundred dollars; and 23 24 Whereas, Sergeant Cain has been selected as the District Director 25 for the Special Olympics Torch Run and has designed the T-shirts 26 for the Myrtle Beach March of Dimes fundraiser; and 27 28 Whereas, he directs the city’s Beach Patrol and has worked to 29 improve its operation, developed a system that documents who 30 owns the sailboats that operate within Myrtle Beach, and 31 established a vigorous training system designed to improve the 32 physical condition of the Beach Patrol Officers; and 33 34 Whereas, Sergeant Cain has completed numerous assignments that 35 include scheduling over two hundred officers for the Memorial 36 Day weekend celebration and overseeing more than fifty officers 37 during the Harley-Davidson Weekend; and 38 39 Whereas, he has been selected to serve on both the C.E.R.T. and 40 S.O.R.T. Teams as a supervisor, helped to implement the night 41 court, and created a “Flush Plan” to alleviate traffic congestion 42 during major weekends; and</p><p>1 [5243] 1 1 2 Whereas, Sergeant Cain and his wife are the proud parents of two 3 children; and 4 5 Whereas, it is fitting and proper for the members of the General 6 Assembly to recognize Sergeant Phillip Cain for his commitment 7 to the Myrtle Beach Police Department and his community.
