<p> Aging and Long-Term Support Administration Fact Sheet: Programs and Initiatives Residential Support Waiver Overview The Residential Support Waiver (RSW) provides personal care, supervision and  support services in adult family homes with a Specialized Behavior Support contract or an Expanded Community Services (ECS) contract, in assisted living facilities with an ECS contract, and in enhanced services facilities. These residential settings are home-like, in accordance with federal home and community-based rules. Additional services include: nurse delegation, client training, specialized medical equipment, adult day health, and skilled nursing. The maximum capacity for the third year of this waiver (8/16-7/17) is 874 residents.</p><p>ECS is available in adult family homes and assisted living facilities with an ECS contract. Clients assessed as needing these services will receive behavior support by contracted community behavioral health providers.</p><p>Adult family homes with a Specialized Behavior Support contract were funded by the 2013 Legislature through the collective bargaining agreement with the Washington State Residential Care Council (now known as the Adult Family Home Council). These homes have higher staff-to-client ratios and additional training requirements for staff. Clients assessed as needing this level of assistance, supervision, and/or highly-trained staff will also receive behavior support by contracted community behavioral health providers.</p><p>Enhanced Services Facilities were funded by the 2013 Legislature. This residential long-term care setting serves adults coming out of state and community psychiatric hospitals who have no other placement option due to their complex behavior, medical, chemical dependency and/or mental health needs. These facilities are required to have a licensed or registered nurse on-site at all times, as well as a mental health professional on-site eight hours each day. All staff that provide care and services in either of these settings must complete de-escalation and specialty trainings for dementia and mental health.</p><p>The RSW waiver was approved for an initial five-year period on August 1, 2014, and will be renewed in 2019. </p><p>Eligibility Individuals are eligible to receive RSW services if they: Requirements  Are at least 18 years old and are blind, aged or disabled per Social Security criteria;  Meet nursing facility level of care or will likely need that level of care Information Contact Sandy Spiegelberg, Residential Support Program Manager, Home and Community Services Division 360-725-2576; [email protected] www.altsa.dshs.wa.gov 2017</p><p>W A S H I N G T O N S T A T E D E P A R T M E N T O F S O C I A L & H E A L T H S E R V I C E S Aging and Long-Term Support Administration within 30 days unless RSW services are provided;  Have income up to the Special Income Level (SIL) or more than the SIL but less than the nursing facility average state rate plus the Medically Needy Income Level;  Are medically and psychiatrically stable and  Have one or more of the following that applies: o Are currently residing at a state mental hospital or the psychiatric unit of a hospital and is ready for discharge to the community; o Have a history of frequent or protracted psychiatric hospitalizations; or o Have a history of an inability to remain medically or behaviorally stable for more than six months and have exhibited serious challenging behaviors within the last year or have had problems managing medications which has affected the ability to live in the community; and  Due to the protracted nature of behavior and clinical complexity, have no other placement options as evidenced by having been unsuccessful in finding community placement by otherwise qualified community providers;  Have behavioral or clinical complexity that requires the level of supplementary or specialized staffing available only in the qualified community settings provided through this waiver; and  Require caregiving staff with specific training in providing personal care, supervision and behavioral supports to adults with challenging behaviors Authority Title XIX federal funding through a 1915(c) home and community-based waiver and state funding. (Chapters 70.97 and 70.128 RCW and Chapter 388-76 WAC; WAC 388-106-0336 through 388-106-0348; and Chapter 388-107 WAC.) Budget In the 2015-17 Biennium, the Residential Support Waiver expenditures will include Adult Family Home Specialty Behavior Supports per the collective bargaining agreement with the Adult Family Home Council, ECS, and Enhanced Service Facility clients. Rates  Adult Family Home Specialized Behavior Support rate: $104.33/day in addition to the adult family home CARE daily rate.  Expanded Community Services rate in adult family homes is a maximum of $117.72; the Expanded Community Services rate in assisted living settings is a maximum of $107.68.  Enhanced Services Facilities rate: $425/day.
