<p>Fremont Center, NY October 14, 2015</p><p>The meeting was called to order at 7 pm with the Pledge of Allegiance. Present at the meeting was Supervisor George Conklin III, Councilmen Louis Milucky, Brian Brustman, and Paul Kellam, Highway Superintendent John Hubert, Planning Board members Pam Reinhardt and Don Downs, Town Historian Shirley Rangaves, Building Inspector/Code Enforcer Jim McElroy and Town Clerk Diane Hess. Councilman John Meyers was absent.</p><p>A motion to accept last month’s minutes with a correction from grader to loader was made by Councilman Paul Kellam, seconded by Councilman Brian Brustman and carried with all ayes.</p><p>Supervisor George Conklin III said that the plan for the Renaissance awards to be given at the meeting had to be cancelled. It will be on the agenda for next month’s meeting.</p><p>He also talked about the river access at Long Eddy. Kyle? spoke briefly regarding the plans. No plans are concrete as of yet but alternative plans are being are being considered.</p><p>Supervisor George Conklin III went through the 2016 Budget.</p><p>A motion was made to change the increase of wages in the 2016 Budget lowering the wage increases and giving them all a $300 raise except the Registrar and the Dog Control Warden which would be $100 by Councilman Paul Kellam, seconded by Councilman Louis Milucky and carried with all ayes.</p><p>A motion was made to adopt the Tentative Budget for 2016 with changes by Councilman Paul Kellam, seconded by Councilman Brian Brustman and carried with all ayes.</p><p>A motion was made to hold a Public Hearing on November 11 on the Budget by Councilman Paul Kellam, seconded by Councilman Brian Brustman and carried with all ayes.</p><p>A motion was made to hold a Public Hearing also on November 11 to adopt a local law to override the tax cap was made by Councilman Louis Milucky, seconded by Councilman Brian Brustman and carried with all ayes.</p><p>A motion was made for Resolution 4-2015 where the Town of Fremont authorizes Town Justice Anna Milucky to apply for a JCAP grant up to $30,000 by Councilman Paul Kellam, seconded by Councilman Brian Brustman and carried with all ayes. (attached) A motion was made to accept Resolution 5-2015 to contract with the County for snow and ice control on County Roads located in the town by Councilman Paul Kellam, seconded by Councilman Brian Brustman and carried with all ayes. (attached)</p><p>Doug Santoro of DJS Plumbing spoke regarding heating for the Town Hall and Town Barn. Further discussion will be held. In the meantime the furnace will be cleaned and serviced.</p><p>A motion was made to look into purchasing a new loader by Councilman Brian Brustman, seconded by Councilman Louis Milucky and carried with all ayes.</p><p>Building Inspector Jim McElroy said there has been increase in building permits. Also the new computer program linked to the Assessor is working well. </p><p>Councilmen Paul Kellam and Brian Brustman have completed the audit of the Justice Court.</p><p>A motion was made to adjourn the meeting at 8:15 pm by Councilman Paul Kellam, seconded by Councilman Brian Brustman and carried with all ayes. </p>
