Call to order – Chairman Timothy B. McNeill</p><p>2. Pledge of Allegiance and Invocation – Commissioner Dan B. Andrews</p><p>- NALS Foundation Scales of Justice Award presented to Jennifer Slusser, Staff Attorney</p><p>3. Consider additions and deletions to the published agenda - delete item 9, update on status of Western Harnett Library project - add update of Storm Water Run-off Plan - add presentation regarding First Choice Community Health Center Pharmacy Program</p><p>- Closed session to discuss a personnel matter</p><p>4. Consent Agenda: All items on the consent agenda were approved. A. Minutes B. Budget amendments C. Tax refunds and releases D. Resolution awarding service weapon to retiring deputy sheriff E. Request from Retired Senior Volunteer Program (RSVP) to accept grant funds F. Work authorizations for Harnett Regional Jetport projects (fence and overlay)</p><p>All consent agenda items have been reviewed by the county manager and are recommended for approval by the Board.</p><p>5. Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation</p><p>6. Appointments Averasboro Township Tourism Development Authority – Billy Tart and Ricky Johnson with Billy Tart to serve as chairman Board of Health – Tollan I. Wade Home & Community Care Block Grant Committee – Gary Brower 7. Update on Sexual Assault And Family Emergency (SAFE) program – Erica Gallion, Development Director Report only. </p><p>8. DSS Medicaid expenditures and nursing home long term care facilities – Pat Cameron, Department of Social Services Director Report only.</p><p>9. Update on status of Western Harnett Library project – Wm. A. (Tony) Wilder, Assistant County Manager This item was deleted from the agenda.</p><p>10. Update on Planning Department projects – Joseph Jeffries, Planning Director A. Airport Overlay B. Stewart’s Creek Township proposed zoning C. Abandoned Manufactured Home Planning Initiative Added D. Storm Water Run-off Plan Reports only.</p><p>11. Presentation regarding NACo Prescription Drug Discount Card Program – Denise Newkirk, Development Coordinator, Human Resources Department Added presentation regarding First Choice Community Health Center Pharmacy Program by Shelia Simmons, Chief Executive Officer</p><p>12. Economic Development project update regarding County owned commercial site – Lee Anne Nance, Director Board approved moving forward with project and naming the commercial site Brightwater Business Park.</p><p>13. County Manager’s report – Scott Sauer, County Manager - School bus accident in Western Harnett with minor injuries only - Mr. Sauer attended new commissioner school with Comm. Burgin . - Noted that Emergency Operations Center (EOC) drill associated with Shearon Harris Nuclear Power Plant would be held Tuesday, March 3rd.</p><p>14. Closed session to discuss certain personnel matters and to consider and give instructions to the county’s legal staff concerning the handling or settlement of certain claims.</p><p>15.
