<p> CITY OF HACKENSACK MINUTES COMMITTEE OF THE WHOLE MEETING MONDAY, MARCH 23, 2015</p><p>The Committee-of-the-Whole Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, March 23, 2015.</p><p>The meeting was called to order at 6:42 p.m. by Mayor John Labrosse and he asked the City Clerk to call the roll.</p><p>Present: Mayor John P. Labrosse, Jr., Deputy Mayor Canestrino, Councilman Battaglia, Councilman Sims, Councilwoman Rose Greenman, City Attorney Thomas Scrivo and City Manager David Troast were in attendance. </p><p>Ms. Karlsson: “In accordance with the Open Public Meetings Act, Chapter 231, Laws of 1975, adequate notice of this meeting was provided by sending a notice to The Record and the Star-Ledger and by posting a copy on the Bulletin Board in City Hall."</p><p>Manager’s Report:</p><p>Midtown Bridge Construction Plan – This is a county project will take 9-12 months.</p><p>Tobacco Sales – There is a resolution on tonight’s meeting authorizing the Attorney’s to draft an ordinance.</p><p>Veterans Affairs Committee – We have considered this on several occasions. I will need some input from the council on this issue in order to proceed with honoring the dogs and women that served.</p><p>Special Liquor License – This is something that the city will pursue with the State. It costs $2,000.00 per year which would be renewable every year. Possible use would be at the Cultural Arts Center.</p><p>Food Trucks/Beer Garden Concept – Possibly for the concerts in the park. The Upper Main Alliance asked about this. Felt it would bring more people to the event. Councilman Battaglia thought that this would take away from the restaurants on Main Street. Maybe the restaurants can work something out on the concert nights. </p><p>Grand Avenue Improvements – We will have the resolution on the meeting to award DLS for the amount of the grant. </p><p>COAH – We must show that we allow affordable housing. Staff will have a plan on how to deal with this. </p><p>240 Main Street – Resolution authorizing and directing the planning board to commence a non-condemnation redevelopment investigation is on tonight’s meeting.</p><p>NJTPA – Grant, we are on the second step.</p><p>3.23.15 1 Shade Tree Committee – Lorelei Kaminsky is stepping down as chairperson, but she will help with the transition.</p><p>C-Town/149 Main Street Property Agreement – Redevelopment area, access to the rear needs to convey to the city a triangular piece of property.</p><p>PSE&G Energy Strong – This goes back to Super Storm Sandy. This will cause some traffic issues. We should use Nixel to advise of the road closures. There will be a gas line replacement. </p><p>Councilwoman Greenman spoke on a new study from the Cancer Society regarding the dangers of smoking. </p><p>A motion was made by Councilman Sims and seconded by Deputy Mayor Canestrino to open the meeting to the public. </p><p>Erik Anderson - Upper Main Alliance – The Food Trucks were done at the Bergen County Parks. We would like to do a much smaller version of that event. Some of the trucks have a following and maybe this would bring more people to the concerts. Councilman Sims stated that he thought that would be a lot of trucks and that it would take away from the concert itself. Maybe we could do it at a different time to get people to Main Street. There are a lot of other issues to consider such as clean up, closing the streets and the cost for this. The Alliance is open to ideas. Deputy Mayor Canestrino said we must look at the bottom line. Please update us at the next meeting.</p><p>Rick Salkin – Mayor have you gotten a response from the Local Finance Board? Mayor responded that they had lost his letter and asked for us to resend it to them which we have done.</p><p>Regina DiPasqua – Parker Avenue –The Veterans Affairs committee is a good idea. I think the restaurants should be first before the food trucks. Does the Traffic Department work and when? There is a problem with traffic enforcement especially with the parking issues. Last week there was a man sleeping in his car. It is illegal to sleep in ones vehicle correct? He had no resident sticker so right there he was in violation. I called the police department and was told that Patrol took care of it. </p><p>7-11 Owner 281 State Street – The tobacco age limit will hurt the small business owners. If they don’t get it at our store they will go to the next store. It will be 10-15% loss.</p><p>B. Patel – 7-11 Passaic Street – We don’t support this. We do not sell to minors. Teaneck lost 20% of their business. If it is going to be done it should be done statewide. </p><p>H. Patel – 7-11 Main Street – We will lose business</p><p>Simple Simon – 337 Essex Street – I agree that it should be statewide.</p><p>Ms. Davenport – Crossing Guard – We need replacement badges due to school being</p><p>3.23.15 2 spelled wrong. Our contract is not settled. I am trying to get the back pay owed to the Gibbs family. We have a contract meeting on March 26, 2015. </p><p>Sissy Shariff – Second Street – The Senior Lunch was wonderful. Basketball is done the younger kids had a great time. I always make sure I move my car when it snows. I appreciate that you are filling the potholes. I suggest Carver Park for the center. Look at the whole community before making a decision. Deputy Mayor stated that we evaluated all the options for the splash park. </p><p>Perry Jackson – As long as I have a voice I will continue to speak. Honesty is the best policy. </p><p>Lenny Nix –83 Elm Avenue – Midtown Bridge county project not good. 150-170 Main Street I will shut it down. Why are we knocking down the bank? The probation site what is going on there? </p><p>Jason Nunnermacker – The police department does a good job. I the have questions on the smoking ordinance. There will be a financial impact.</p><p>As no one else wished to be heard, a motion was made by Deputy Mayor Canestrino and seconded by Councilman Sims to close the public portion of the meeting. </p><p>Council Comments:</p><p>Councilman Battaglia – Smoking age should be 21.</p><p>Deputy Mayor Canestrino – I am not an advocate of smoking, I feel it should be statewide. We as a city should wait for the state to decide. </p><p>Councilman Sims – No comments</p><p>Councilwoman Greenman – We should support tobacco age limit. </p><p>Mayor – This tobacco age limit is a hot topic. This should be at the state level, it doesn’t belong at this level. </p><p>Council Member Intro Second Yes No Abstain Absent Excused Battaglia x x Deputy Mayor Canestrino x x Sims x Greenman x Mayor Labrosse x CITY OF HACKENSACK</p><p>3.23.15 3 A RESOLUTION CALLING FOR AN EXECUTIVE MEETING OF THE CITY COUNCIL FOR THE FOLLOWING PURPOSES:</p><p>WHEREAS, the Mayor and Council of the City of Hackensack deem it necessary to discuss certain actions under Section 7b7 & 7b8 of the Open Public Meetings Act which pertains to matters falling within attorney-client privilege, on-going litigation and personnel matters concerning the employment of a current or prospective public employee(s).</p><p>WHEREAS, the Mayor and Council of the City of Hackensack is of the opinion that such circumstances may presently exist; and</p><p>WHEREAS, the City Council wishes to discuss the following issues: 1. Personnel Matters – 2. On-going Litigation – Urgent Care, Rottino, Flannigan 3. Matters involving attorney/client privilege</p><p>NOW THEREFORE BE IT RESOLVED that the Mayor and Council of the City of Hackensack deem it necessary to exclude the public from this discussion.
