<p> MINUTES OF EMERGENT MEETING OF IRPOF HELD ON 14 TH OCTOBER, 2009 AT BARODA HOIUSE, NEW DELHI </p><p>An emergent meeting of Indian Railways Promotee Officers Federation was held at New Delhi on 14th October, 2009. The Meeting was presided over by Shri Jitendra Singh, Secretary General/IRPOF.</p><p>The meeting was attended by the following office bearers :</p><p>1. S/Shri M.C. Yadav, Wkg. President/IRPOF 2. Shashi Ranjan, Secy. Finance/IRPOF 3. Raman Kr. Sharma, Secy/IRPOF 4. Amesh Kumar, Secy/IRPOF 5. E. Sukumaran, President/SCRPOA 6. K. Srinivas Murthy, Genl. Secy/SCRPOA 7. Ram Kishore, President/NRPOA 8. Pradeep Kr. Divl. Secy/SWRPOA/UBL</p><p>The meting was organized to discuss acute stagnation problem in the cadre of Accounts and Personnel where Group’B’ officers with 15 years of service are waiting for induction to Group’A’. </p><p>Secretary General informed the participants the basic problems, its cause and also shared his opinion how to resolve it. He requested all the members to give their views and ideas to tackle the problem which is becoming alarming day by day. </p><p>After discussion following observations were made:</p><p>1. Group’B’ officers should be promoted to Group’A’ within 10 years as agreed by Board in 15.9.2005 Informal meeting with Railway Board and circulated by Railway Board letter No.2005/E(GR)II/11/1 dated 28.9.2005. Even after 4 years in Accounts & Personnel services stagnation is more than 15 years. Therefore, there should be cadre adjustment in such a way in JTS Group’A’ so that Group’B’ officers in Personnel and Accounts services should be inducted to Group’A’ within 10 years as it is in other organized services. 2. For the last 7 years Board is wrongly distributing cadre in ratio of 3 : 1 for Group’A’ DR to Group’B’ in JTS for all organised services. Even if logic that 3 : 1 in JTS is accepted, this ratio is not correct in case of IRAS cadre where DR Group’A’ JTS are working against Supernumery training posts for 2 years and 2 years against cadre post. For other services this period is 1.5 and 2.5 years respectively. This over looking of fact has resulted in excess post allocation in vacancy year 2002-03 to 2008-09 to Group’A’ JTS (DR). It is, therefore, required to rectify the mistake by adjusting the same number of posts for promotion of Group’B’ officer to Group’A’ to meet with the shortfall. </p><p>3. Board will be requested to hold an early informal meeting on this subject to take a reasonable correct decision. Decision thus agreed to, may be implemented for the vacancy year 2010-2011.</p><p>It was resolved that the issue of stagnation in Accounts and Personnel departments should be taken up by the Federation on priority basis.</p><p>14.10.2009 JITENDRA SINGH Secretary General/IRPOF </p>
