December meeting minutes approved: motion by Carolyn, 2nd by Monty. Motion approved by vote 5-0.</p><p>Action Items:</p><p>1. None</p><p>Continuing Business:</p><p>1. Open Space & Trails a. Planning Commission discussed potential connections between the Myersville Elementary School and the Doub’s Meadow Park Trail. a.i. Frederick County Public Schools (FCPS) would require an easement if a trail connection were ever to be established on school grounds. b. Planning Commission discussed importance of a sidewalk or trail between Saber Ridge and Meadowridge, to connect Saber Ridge to the rest of Town. c. Planning & Zoning Administrator to present a map to the Planning Commission for the next meeting.</p><p>New Business:</p><p>1. Comprehensive Plan Update a. Planning Commission discussed beginning the update process for the Myersville Comprehensive Plan. a.i. Adjustments to the existing zoning districts were discussed. a.ii. Repealing the Highway Employment Overlay (HEO) zone and creating a new Highway Commercial (HC) zone was discussed. a.iii. The Planning Commission will use workshop dates to discuss the updates to the Comprehensive Plan in an open session. Open session dates will be published and advertised.</p><p>Mayor & Council Briefing:</p><p>1. Resident Deputy a. The new deputy will focus on traffic violations in Town.</p><p>2. The Myersville Historical Society a. The group is looking for a space to meet within Town Hall. b. The group would like to establish display cases inside of Town Hall for public display.</p><p>3. Main Street a. Main Street residents have complained that there is no street parking as a result of the project.</p><p>Town Planning & Zoning Administrator Briefing:</p><p>1. Dominion Transmission, Inc. (DTI) a. The Town has asked DTI to run an 8” water line to the corner of Myersville Road and Milt Summers Road to supply a fire hydrant. b. DTI representatives and Town officials will meet to discuss the details and time lines for the water line and hydrant. c. DTI may be able to charge those who connect to the water line in the future as a measure to “share” expenses that are mutually beneficial to DTI and other business owners.</p><p>2. Sewer Trunk Line Relocation a. The Town has begun work to relocate the sewer trunk line.</p><p>3. Administrative Items a. Town will begin Comprehensive Plan update within 30 days. b. Town is pursuing funding for sewer line extension for Canada Hill Road/Church Hill Estates b.i. The Town will propose a preliminary engineering study to determine the feasibility and best solution for extending sewer service to homeowners on Canada Hill Road outside of the corporate limits of Myersville. The Crown gas station owner has contacted the Town to initiate the annexation process. c.i. MDE has determined that the existing well is contaminated. c.ii. The Town has given instructions on how to formally initiate annexation. c.iii. The Town has instructed the property owner to also include a survey/legal description for the portion of Maryland Route 17 that would essentially become an enclave as a result of the annexation.</p><p>Meeting Adjournment: 8:40pm: Motion by Mark, 2nd by Monty.
